CITY OF VERONA MINUTES COMMITTEE OF THE WHOLE MEETING NOVEMBER 18, 2013 1. The meeting was called to order by Mayor Jon Hochkammer at 6:03 p.m. 2. Roll call: Jon Hochkammer, Mike Bare, Luke Diaz, Elizabeth Doyle, Mac McGilvray, Scott Manley, Heather Reekie, Brad Stiner. Absent (excused): Dale Yurs. Also in attendance: Bill Burns, City Administrator; Cindy Engelke, Finance Director; Bernie Coughlin, Police Chief; Ron Rieder, Director of Public Works; Brian Simons, Library Director; Dave Walker, Parks Director; Joe Giver, Fire Chief. 3. Public Comment The following individuals spoke regarding the 2014 Budget process:  Mike Willett  Suzanne Olajos  Bev Beyer  Kip Trainor 4. Minutes of the November 11, 2013 Committee of the Whole Meeting. Motion by Manley, seconded by Doyle, to approve the minutes of the November 11, 2013 Committee of the Whole Meeting. Motion carried 8-0. 5. Discussion on the 2014 City Budget and Proposed Budget Amendments Council Members presented and discussed the following proposed amendments to the 2014 City Budget: # Description Levy Impact Add $4,224 to the Public Works budget for bicycle lane 2014-01 4,224.00 striping. Move $70,000 for Cathedral Point park phase 1 2014-02 development from 2015 to 2014. Reduce Westridge park - from $25,000 to $5,000. Remove $15,000 carryover for the fire/ems consolidation 2014-03 study. Add $5,000 for HR consulting and $10,000 for - personnel contingency. Add $50,350 to the Library Budget for 2 Library Assistant 2014-04 50,350.00 positions (1.0 total FTE). Fund Police Lieutenant in place of Police Officer. Utilize 2014-05 - savings from the progression analysis and delayed hiring. 2014-06 Reduce various department budgets for printing costs. (2,500.00) Delay the hiring of the Public Works Equipment Operator 2014-07 (50,262.00) position until the 4th Quarter of 2014.  Remove $12,500 for the property tax levy support for the 2014-08 (12,500.00) VASD tennis court improvements. Remove funding for the Public Works Equipment Operator 2014-09 (67,866.00) position. Add $4,224 to the Public Works budget for bicycle lane 2014-10 4,224.00 striping. Remove $5,000 from the Planning budget for consultant 2014-11 (5,000.00) services on the North Neighborhood Plan. Add funds to increase the Senior Center administrative 2014-12 6,459.00 support position from 520 to 1,000 hours per year. Add funds for Senior Center transportation for special 2014-13 4,800.00 events Remove $15,000 carryover for the fire/ems consolidation 2014-14 - study. Remove funds for the replacement of City Hall/Police 2014-15 (9,800.00) facility cameras. Fund Police Lieutenant in place of Police Officer. Utilize 2014-16 - savings from the progression analysis and delayed hiring. Direct staff to reduce non-personnel expenditures to 2014-17 (41,000.00) achieve a tax levy reduction of $41,000. 2014-18 Increase the Municipal Court Fee from $28 to $38. (7,000.00) Add $20,000 to the Fire Department budget to allow for 2014-19 16,594.00 evening staffing coverage. Fund Police Lieutenant in place of Police Officer. Utilize 2014-20 - savings from the progression analysis and delayed hiring. Add $50,350 to the Library Budget for 2 Library Assistant 2014-21 50,350.00 positions (1.0 total FTE). Add $4,224 to the Public Works budget for bicycle lane 2014-22 4,224.00 striping. Move $70,000 for Cathedral Point park phase 1 2014-23 development from 2015 to 2014. Reduce Westridge park - from $25,000 to $5,000. Fund Police Lieutenant in place of Police Officer. Utilize 2014-24 - savings from the progression analysis and delayed hiring. Net effect of open enrollment adjustments for health and 2014-25 18,450.00 dental insurance. 6. Adjourn.
