COMMITTEE OF THE WHOLE MEETING
JANUARY 20, 2014
1. The meeting was called to order by Mayor Jon Hochkammer at 7:01 p.m.
2. Roll call: Jon Hochkammer, Mike Bare, Luke Diaz, Elizabeth Doyle, Scott Manley,
Heather Reekie, Brad Stiner, Dale Yurs. Absent (excused): Mac McGilvray. Also in
attendance: Bill Burns, City Administrator; Adam Sayre, Director of Planning and
Development.
3. Public Comment
None
4. Minutes of the November 18, 2013 Committee of the Whole Meeting. Motion by
Manley, seconded by Reekie, to approve the minutes of the November 18, 2013
Committee of the Whole Meeting. Motion carried 8-0.
5. Discussion Regarding the North Neighborhood Planning Process
Mr. Sayre provided an overview of the north neighborhood area and the status of the
planning process for the North Neighborhood Plan. The goal is to complete the plan
by the summer of 2014 and to start the process for requesting an urban service area
amendment before the end of 2014. Development in the north neighborhood area is
anticipated in 2017 following the improvements to County Highway M and the
extension of utilities in 2016. The City’s 2014 planning budget includes $5,000 for a
consultant to assist with the development of the North Neighborhood Plan. Mr. Sayre
explained that he intends to use these funds to hire a consultant to look at the
feasibility of a Traditional Neighborhood Development component in the transitional
areas of the north neighborhood. This consultant would also provide land use
suggestions and potential design guidelines for this type of development.
6. Discussion Regarding and Intergovernmental Agreement with the City of Madison
and Potential Boundary Agreement Discussions with the Town of Verona
Mr. Burns provided a summary of the City’s current agreement with the City of
Madison regarding a boundary agreement along County Highway PD and a buffer
area around the CTH M and CTH PD intersection. That agreement expires on July
22, 2016 and would automatically be renewed unless either party provides notice at
least one year in advance. Mr. Burns also reported that the Town of Verona
Administrator has indicated that the Town would be interested in discussing a
potential boundary agreement with the City of Verona.
7. Discussion Regarding Negotiating Strategy for Boundary Agreements Discussions
with the City of Madison and the Town of Verona
Motion by Manley, seconded by Stiner, to go into closed session as authorized by
Section 19.85(1)(e) of the Wisconsin Statutes for the purpose of discussing a
negotiating strategy for boundary agreement discussion with the City of Madison and
the Town of Verona. Voting Aye: Bare, Doyle, Hochkammer, Manley, Stiner, Yurs.
Voting No: Diaz, Reekie. Motion by Diaz, seconded by Reekie, to return to Open
Session. Voting Aye: Bare, Diaz, Doyle, Hochkammer, Manley, Reekie, Stiner,
Yurs Voting No: None.
8. Adjourn. Motion by Yurs, seconded by Bare, to adjourn the Committee of the Whole
meeting at 9:01 p.m. Motion carried 8-0.
