OCTOBER 14, 2013
VERONA CITY HALL
1. The meeting was called to order by William “Mac” McGilvray at 5:31 p.m.
2 Roll Call: William “Mac” McGilvray, Elizabeth Doyle, Scott Manley. Also present: Jon
Hochkammer, Mayor; Mike Bare, Alderperson; Brad Stiner, Alderperson; Dale Yurs,
Alderperson; Bill Burns, City Administrator; Cindy Engelke, Finance Director; Berine
Coughlin, Police Chief
3. Approval of the 9/23/2013 and 10/10/2013 Finance Committee Minutes: Motion by
McGilvary, seconded by Doyle, to approve the 9/23/2013 and 10/10/2013 Finance
Committee minutes. Motion carried 3-0.
4. Payment of Bills: Motion by McGilvray, seconded by Manley, to approve the payment of
bills in the amount of $1,518,882.95. Motion carried 3-0.
5. Payment of Out-of-Office Checks: Motion by Manley, seconded by Doyle, to approve the
payment of bills in the amount of $3,570.66. Motion carried 3-0.
6. Resolution R-13-043 Approving an Amendment to the 2013 City Budget to Allow for the
Use of Senior Center Fund Balance for the Purchase of Chairs: Motion by Doyle, seconded
by Manley, to recommend approval of Resolution R-13-043. Motion carried 3-0.
7. Developing an Ordinance Requiring that there are no Delinquent Taxes or Fees due to the
City prior to Appling for Licenses, Permits, and Zoning Applications: Mr. Burns presented
examples of ordinances from Sun Prairie and Fitchburg that require that there are no
delinquent fees or taxes prior to applying for a City issued permit, zoning change, or land
division. Alderperson Bare stated that he is supportive of developing a similar ordinance
that would help to ensure that City resources are used appropriately. There was a consensus
among the Finance Committee members to proceed with drafting an ordinance based on the
Sun Prairie example.
8. A Request to Renew the Lease Agreement with the Sugar River United Methodist Church
for the Property Located at 130 North Franklin Street: Mr. Burns explained that the City’s
current lease with the Sugar River United Methodist Church for the property located at 130
North Franklin Street expires on October 31, 2013. The tenant has indicated that they would
like to renew the lease, but they are requesting that the City consider a six month extension
rather than a twelve month extension. Mayor Hochkammer stated that they have been a
very good tenant and that he would support their request. There was a consensus among the
Finance Committee members to proceed with drafting an addendum to the lease allowing for
a six month extension.
9. 2014 Police Department Budget Request: Police Chief Bernie Coughlin presented the 2014
Police Department budget request.
10. Adjournment: Motion by Manley, seconded by Doyle, to adjourn the Finance Committee
Meeting at 7:48 p.m. Motion carried 3-0.
