CITY OF VERONA MINUTES FINANCE COMMITTEE OCTOBER 28, 2013 VERONA CITY HALL 1. The meeting was called to order by William “Mac” McGilvray at 4:15 p.m. 2 Roll Call: William “Mac” McGilvray, Elizabeth Doyle, Scott Manley. Also present: Jon Hochkammer, Mayor; Mike Bare, Alderperson; Bill Burns, City Administrator; Cindy Engelke, Finance Director. 3. Approval of the 10/14/2013 and 10/16/2013 Finance Committee Minutes: Motion by McGilvary, seconded by Doyle, to approve the 10/14/2013 and 10/16/2013 Finance Committee minutes. Motion carried 2-0 with McGilvray and Doyle voting aye. 4. Payment of Bills: Motion by McGilvray, seconded by Doyle, to approve the payment of bills in the amount of $586,317.24. Motion carried 2-0 with McGilvray and Doyle voting aye. 5. Resolution R-13-046 Approving a Second Addendum to the Commercial Lease Agreement with the Sugar River United Methodist Church for the Property Located at 130 North Franklin Street: The proposed second addendum to the commercial lease agreement for the property located at 130 North Franklin Street would extend the current lease agreement for six months beginning on November 1, 2013 with the option for a second six month extension beginning on May 1, 2014. Motion by Doyle, seconded by McGilvray, to recommend approval of Resolution R-13-046. Motion carried 2-0 with McGilvray and Doyle voting aye. 6. Resolution R-13-047 Approving the 2014 Fitch-Rona EMS Operating and Capital Budgets: Staff presented the 2014 requested Fitch-Rona EMS Operating and Capital Budgets. The requested amounts include: Total Operating Expenditures $1,933,400 City of Verona Share $310,021 Total Capital Expenditures $82,000 City of Verona Share $30,941 Also included is a recommended increase in the loaded mileage fee from $15 to $18 per mile. Since there was not a quorum at the annual joint Fitch-Rona EMS District meeting, the City would need to take action on this budget at a separate City Council meeting. Motion by McGilvray, seconded by Doyle to recommend that the City Council approve the 2014 Fitch-Rona EMS operating and capital budgets. Motion carried 2-0 with McGilvray and Doyle voting aye. 7. Ordinance 13-835 Amending Section 376 of Chapter 1, Title 13, Creating Section 91 of Chapter 1 of Title 14, and Creating Section 18 of Chapter 1 of Title 15, Code of Ordinances of the City of Verona Regarding the Payment of Financial Obligations: Staff presented a draft ordinance amendment that would require that any delinquent taxes or fees be paid prior to submitting applications under the City’s building, subdivision, or zoning codes. Since this ordinance would amend the City’s subdivision and zoning codes, it would need to be reviewed by the Plan Commission and the City would need to hold required public hearings. Motion by Doyle, second by McGilvray, to recommend approval of ordinance 13-835 and to direct staff to proceed with the required public hearings. Motion carried 2-0 with McGilvray and Doyle voting aye. 8. 2014 City of Verona Proposed Budget: Mayor Hochkammer, Bill Burns, and Cindy Engelke presented the 2014 Recommended Budget and several scenarios showing the potential impact of various budget decision items. Motion by McGilvray, seconded by Manley to recommend the 2014 budget as recommend by the Mayor and Administration and to direct staff to public the budget public hearing notice based on the recommended budget. Motion carried 2-1 with McGilvray and Manley voting aye and Doyle voting no. 9. Adjournment: Motion by McGilvray, seconded by Doyle, to adjourn the Finance Committee Meeting at 6:22 p.m. Motion carried 3-0. Respectfully submitted, Bill Burns, City Administrator
