VERONA CITY HALL
1. The meeting was called to order by William “Mac” McGilvray at 6:32 p.m.
2 Roll Call: Elizabeth Doyle, William “Mac” McGilvray, Scott Manley. Also present: Bill
Burns, City Administrator; Bernie Coughlin, Police Chief.
3. Approval of the 3/24/2014 Finance Committee Minutes: Motion by McGilvray, seconded
by Manley, to approve the 3/24/2014 Finance Committee minutes. Motion carried 3-0.
4. Payment of Bills: Motion by Manley, seconded by Doyle, to approve the payment of bills in
the amount of $331,544.34. Motion carried 3-0.
5. Payment of Out-of-Office Checks: Motion by McGilvray, seconded by Manley, to approve
the payment of out-of-office checks in the amount of $13,838.80. Motion carried 3-0.
6. Resolution R-14-011 Approving a Third Addendum to the Commercial Lease Agreement
with the Sugar River United Methodist Church: Mr. Burns explained that the City’s lease
agreement with the Sugar River United Methodist Church for the property located at 130 N.
Franklin Street ends on April 30, 2014. There is an option to extend the lease for an
additional six month period. The Church has requested the ability to extend the lease for a
four month period with the ability to continue the lease by mutual consent on a month to
month basis for up to four additional months. The other terms of the lease would remain the
same. Motion by Manley, seconded by Doyle, to recommend that the Council approve the
Third Addendum to the Commercial Lease Agreement with the Sugar River United
Methodist Church. Motion carried 3-0.
7. Resolution R-14-012 Approving and Amendment to the 2014 City of Verona Budget to
Fund a Compensation Survey and Classification Study: Mr. Burns reported the results of a
joint Request for Proposal (RFP) for a compensation survey and classification study. The
Cities of Middleton, Monona, Stoughton, Sun Prairie, Verona, and the Village of McFarland
conducted the RFP process and have identified Springsted as the recommended vendor.
Each community would participate in the compensation survey and Middleton, Stoughton,
Verona and McFarland received quotes to participate in additional services for a
classification study and the development of a pay plan. The costs for Verona are $2,000 for
the compensation survey and $11,375 plus up to $1,500 in expenses for the classification
study for a total cost of $14,875. Mayor Hochkammer stated that he is supportive of the
City participating in both the survey and the classification study. Committee members
commented that it makes sense to participate with the other communities and that they
would like to have the information from the study available in time for the 2015 budget
process. Since this study was not included in the 2014 budget, a budget amendment could
be used to authorize the City’s participation in the study. Motion by Doyle, seconded by
Manley, to recommend that the Council approve resolution R-14-012 approving and
amendment to the 2014 Budget to authorize the City’s participation in the compensation
survey and classification study. Motion carried 3-0.
8. Adjournment: Motion by McGilvray, seconded by Doyle, to adjourn the Finance
Committee Meeting at 6:50 p.m. Motion carried 3-0.
