City of Verona Finance Committee City Hall – 111 Lincoln Street Verona, WI 53593-1520 MINUTES FINANCE COMMITTEE NOVEMBER 21, 2016 1. The meeting was called to order by William “Mac” McGilvray at 6:00 p.m. 2 Roll Call: William “Mac” McGilvray, Elizabeth Doyle, and Jack Linder. Also present: Jon Hochkammer, Mayor; Brad Stiner, Alderman; Evan Touchett, Alderman, Jeff Mikorski, City Administrator; Cindy Engelke, Finance Director; and, Police Chief Bernie Coughlin. 3. Discussion and Possible Action regarding approval of 10/24/2016 Finance Committee minutes: Motion by McGilvray, seconded by Linder, to approve the 10/24/2016 Finance Committee minutes. Motion carried 3-0. 4. Discussion and Possible Action regarding the payment of bills: Motion by McGilvray, seconded by Linder, to approve the payment of bills totaling $215,233.63. Motion carried 3-0. 5. Discussion and Possible Action regarding Approval for Police Department to Purchase Use-of-Force Simulator Equipment using 2016 Funds: Discussion by Chief Coughlin to purchase a two person simulator for training officers on use-of-force decisions. Simulator will be funded by a grant and unexpended 2016 budgeted funds. Motion by McGilvray, seconded by Linder, to authorize the use of up to $8,000 in unexpended funds for the simulator. Motion carried 3-0. 6. Discussion and Possible Action re: Resolution R-16-053 Approving the 2017 City of Verona Budget. Motion by McGilvray, seconded by Linder, to recommend that City Council approve Resolution R-16-053, the proposed budget as seen on the 2017 budget summary to City Council. Motion carried 3-0. 7. Discussion and Possible Action regarding Resolution R-16-054 Approving the Levying of Property Taxes for City Purposes. Motion by McGilvray, seconded by Linder, to recommend City Council to approve Resolution R-16-54 approving the proposed levy of property taxes for City Purposes not to exceed $13,085,920. Motion carried 3-0. 8. Discussion and Possible Action regarding Hotel-Motel Room Tax Update: City Finance Director provided a report showing the amount of funds collected from year 1996 to 2016 and the amount of funds expended for tourism purposes each year to each of three agencies. No action taken. www.ci.verona.wi.us 9. Discussion and Possible Action regarding establishing a Tourism Commission. City Administrator and Mayor discussed the City’s current Tourism code and how other Cities have setup Tourism Commissions after Wisconsin Act 55. Motion by McGilvray, seconded by Linder, to advise staff to establish language for a Tourism Commission, for an upcoming Finance Committee meeting, with the understanding that the City has agreements in place for certain contracted services regarding tourism. Motioned carried 3-0. 10. Adjournment: Motion by McGilvray, seconded by Linder, to adjourn the Finance Committee Meeting at 6:55 p.m. Motion carried 3-0.
