City of Verona Finance Committee City Hall – 111 Lincoln Street Verona, WI 53593-1520 MINUTES FINANCE COMMITTEE September 19, 2017 The meeting was called to order by Alder Jack Linder at 6:31p.m. in Conference Room D110. Roll Call: Alder Elizabeth Doyle and Alder Jack Linder were present. Alder William “Mac” McGilvray was absent and excused. Also present: Alder Brad Stiner, City Administrator Jeff Mikorski, Finance Director Brian Lamers, Fire Chief Joe Giver, Parks Director Dave Walker, Recreation Director Casey Dudley, and Public Works Director Theran Jacobson. Discussion and Possible Action re: 2018 Operational Budget Presentations. Fire Chief presented the requested budget for the Fire Department which shows a 4.84% overall increase over 2017. Fire Chief also provided an update on completion of the Fire Station and floor heating in the vehicle bay. Director of Parks Dave Walker presented the proposed 2018 Parks budget with an overall 4.02% increase from 2017 budget. Walker also proposed the Urban Forestry and Cemetery budgets for 2018. The Urban Forestry proposed budget is reduced by 23.19% due to reductions in the Ash Tree replacement program, and the proposed Cemetery budget is reduced by 15.47% due to a reduction of legal services needed in the coming year. Director of Public Works Theran Jacobson presented the Public Works, Water Utility, Sewer Utility, Stormwater Utility, and Refuse & Recycling proposed budget for 2018. The Public Works proposed budget included a 4.52% increase from the 2017 budget. The proposed Water Utility budget included an overall 2.85% reduction in expenditures. The proposed Sewer Utility budget included an overall increase of 7.10% increase, largely due to increases in fees from Madison Metropolitan Service District. The proposed Refuse & Recycling budget included a 1.06% decrease in expenditures from the 2017 budget. Brian Lamers and Jeff Mikorski presented the proposed 2018 debt service budget. As of December 31, 2017, total general obligation debt outstanding will be $51,168,566 or 51.11% of the debt limit set by the City policy of $100,119.116. No action taken. Adjournment: Motion by Doyle, seconded by Linder, to adjourn the Finance Committee Meeting at 8:30 p.m. Motion carried 2-0.
