City of Verona Finance Committee City Hall – 111 Lincoln Street Verona, WI 53593-1520 MINUTES FINANCE COMMITTEE NOVEMBER 11, 2024 The meeting was called to order by Chairperson Mara Helmke at 6:15 p.m. Roll Call: Chairperson Mara Helmke, Alder Christine Posey and Alder Patrick Lytle were present. Also present: Mayor Luke Diaz, City Administrator Jamie Aulik, Finance Director Brian Lamers, Alder Beth Tucker Long and Evan Touchett Public Comment: Evan Touchett spoke in regards to Budget Amendment #2. He was in favor of keeping the IT (Information Technology) budget as is. He felt it is a bad idea to cut the IT budget with the way security issues are and where the City is on IT. Discussion and Possible Action regarding approval of October 28, 2024 Finance Committee minutes: Motion was made by Posey, seconded by Lytle to approve the October 28, 2024 Finance Committee minutes with no changes noted. Motion carried 3-0. Discussion and Possible Action regarding 2025 Budget Items or Amendments: Budget Amendment #1-Decrease the Contingency Fund of $83,451 by $3,000 and add it to the line item in Administration budget for staff appreciation. This amendment was submitted by Alder Beth Tucker Long. Alder Tucker Long stated that the City does a staff appreciation picnic for $500 and she heard from staff that not all of them are able to attend and felt like these funds more than one event could be done each year. She stated she buys the work anniversary cards with her own funds and they could be taken out of these funds. She threw out the idea of maybe a certificate for coffee or ice cream. She stated that the Contingency fund is higher also than it has been in the past. After further discussion a motion was made by Helmke and seconded by Posey to recommend the budget amendment to the City Council. Motion passed 3-0. Budget Amendment #2-Moving $200,000 out of Capital Fund for IT (Information Technology), adding $80,000 to replace the slide at Fireman’s Park, allocate $30,000 to a public art display and place the remaining $90,000 into the IT and Energy Equipment Fund. This amendment was submitted by Alder Beth Tucker Long. Alder Tucker Long stated that she felt the $200,000 was placed in the Capital for IT with no plan and staff to do it with. She felt the money may be spent and then if an IT position is brought in that it may not be what the City needs and then the money would be wasted. She stated after the www.ci.verona.wi.us amendment there would still be $90,000 towards IT. She felt the slide was dangerous and heavily used at the park. She stated the $30,000 would actually be $60,000 because there would be a match by the Verona Area Tourism Commission. After further discussion a motion was made by Posey and seconded by Lytle to not recommend the budget amendment to the City Council. Motion passed 3-0. Discussion and Possible Action regarding Resolution R-24-031 Approving the 2025 City of Verona Budget: Motion was made by Posey, seconded by Lytle to recommend to City Council approval of Resolution R-24-031 Approving the 2025 City of Verona Budget with the approval of the amendment. Motion carried 3-0. Discussion and Possible Action regarding Resolution R-24-032 Approving the Levying of Property Taxes for the City Purposes: Motion was made by Helmke, seconded by Lytle to recommend to City Council approval of Resolution R-24-032 Approving the Levying of Property Taxes for the City Purposes. Motion carried 3-0. Discussion and Possible Action regarding the City Investment Report-October 2024: Lamers stated nothing significant noted. Discussion and Possible Action regarding the Revenue and Expenditure Summary Report- October 2024: Lamers stated there is nothing to be concerned about at this time. Discussion and Possible Action regarding the payment of bills: Motion was made by Helmke, seconded by Posey to approve the payment of bills totaling $1,408,801.61. Motion carried 3-0. Adjournment: Motion was made by Posey, seconded by Lytle to adjourn the Finance Committee Meeting at 6:51 p.m. Motion carried 3-0.
