PERSONNEL COMMITTEE
FEBRUARY 25, 2013
VERONA CITY HALL
1. The meeting was called to order by Richard Streich at 6:00 p.m.
2. Roll Call: Steve Ritt, Clark Solowicz, Richard Streich. Also present: Jon Hochkammer,
Mayor; Bill Burns, City Administrator; Ron Rieder, Director of Public Works
3. Approval of Minutes from the January 28, 2013 Personnel Committee Meeting: Motion by
Ritt, seconded by Solowicz, to approve the minutes from the January 28, 2013 Personnel
Committee meeting. Motion carried 3-0.
4. Resolution R-13-003 Approving a Harassment and Retaliation Policy: Mr. Burns presented
a revised Harassment and Retaliation policy which is based on recent court cases and model
policy provided by Cities and Villages Mutual Insurance Company. Committee members
suggested some clarifications including notification of the Mayor and City Administrator of
any potential criminal activity, coordinating investigations with law enforcement, and allow
notification of the filing of complaints with outside agencies on the next business day.
Motion by Ritt, seconded by Solowicz, to recommend that the Council approve Resolution
R-13-003 adopting the policy as revised. Motion carried 3-0.
5. Discussion Regarding Public Works Office Staffing and Positions: Mr. Burns and Mr.
Rieder presented a concept for the restructuring of the office staff at the Public Works
facility. Currently the authorized staff includes a full-time Office Manager and 80%
Administrative Assistant. The recommendation is to reclassify the Office Manager to a new
60% position and fill the Administrative Assistant position at full-time. The City is
currently utilizing a temp employee from Accountemps in the Administrative Assistant role.
The recommendation is to hire that employee as a regular City employee who would begin
working full-time hours in the fall of 2013. The Committee was supportive of the concept.
Staff will prepare additional details on the restructuring including proposed wage rates and
position descriptions. No action was taken.
6. Update Regarding a Vacant Parks Maintenance Worker Position: Mr. Burns provided an
update on a vacancy in a Parks Maintenance Worker position created from a retirement in
Public Works and an employee switching from Parks to Public Works. The Parks Director
and Administrator have been the recruitment process to fill the vacant Parks Maintenance
Worker position.
7. Adjourn into Closed Session pursuant to Wis. Stat. 19.85(1)(c) for the purpose of discussing
the Performance Evaluation of the City Administrator: Motion by Ritt, seconded by
Solowicz, to adjourn into closed session pursuant to Wis. Stat. 19.85(1)(c). Voting Aye:
Ritt, Solowicz, and Streich. Voting No: None. The Committee returned to open session and
took no action on the closed session item.
8. Adjournment: Motion by Ritt, seconded by Solowicz, to adjourn the meeting at 6:34 p.m.
Motion carried 3-0.
