CITY OF VERONA MINUTES PERSONNEL COMMITTEE MARCH 25, 2013 VERONA CITY HALL 1. The meeting was called to order by Richard Streich at 6:00 p.m. 2. Roll Call: Steve Ritt, Richard Streich. Absent (excused): Clark Solowicz. Also present: Jon Hochkammer, Mayor; Bill Burns, City Administrator; Ron Rieder, Director of Public Works 3. Approval of Minutes from the February 25, 2013 Personnel Committee Meeting: Motion by Ritt, seconded by Streich, to approve the minutes from the February 25, 2013 Personnel Committee meeting. Motion carried 2-0. 4. Discussion and possible action regarding Public Works office staffing restructuring: Mr. Burns presented a recommendation to restructure the Public Works office staffing. The authorized position includes a full-time Public Works Office Manager and an 80% Administrative Assistant. The Administrative Assistant position is currently vacant and the City is utilizing the services of a 60% employee provided by Accountemps. The recommendation is to hire the temporary employee as a City employee who would initially work at 60% and increase to full-time on September 2, 2013. This position would be filled at the entry rate of $16.58 per hour. In addition, the Office Manager position would be reclassified as a Utility Billing Specialist at a rate of $22.25 per hour and would be reduced to a part-time 60% position. The City would also need to pay a conversion fee to Accountemps due to the hiring of the temporary employee. However, the net result of the changes is expected to be within or below the authorized budget. Motion by Streich, seconded by Ritt, to approve recommended the restructuring of Public Works office positions as presented. Motion carried 2-0. 5. Discussion and possible action regarding position descriptions for Utility Billing Specialist and Administrative Assistant – Public Works: Mr. Burns presented revised positions descriptions for the Utility Billing Specialist and Administrative Assistant positions. The Utility Billing Specialist would be responsible for coordinating the billing and utility reporting processes as well as training the Administrative Assistant. The Administrative Assistant position description has been revised to reflect addition utility billing duties. Neither position would have supervisory responsibilities and would receive operational direction from the Director of Public Works. Motion by Ritt, seconded by Streich, to approve the revised positions descriptions for the Utility Billing Specialist and Administrative Assistant – Public Works. Motion carried 2-0. 6. Adjournment: Motion by Ritt, seconded by Solowicz, to adjourn the meeting at 6:10 p.m. Motion carried 2-0. Respectfully submitted, Bill Burns, City Administrator 2
