PERSONNEL COMMITTEE
November 13, 2017
VERONA CITY HALL
1. The meeting was called to order by Elizabeth Doyle at 5:00 p.m.
2. Roll Call: Elizabeth Doyle, Sarah Gaskell and Heather Reekie (arriving at 5:17 pm) were present. Also present
were Jon Hochkammer, Mayor; Jeff Mikorski, City Administrator; Bernie Coughlin, Police Chief; and Kyle
Gulya, Personnel Attorney.
3. Approval of minutes from May 22, 2017. Motion by Doyle, seconded by Gaskell to approve minutes. Motion
carried 2-0.
4. Discussion and Possible Action Regarding A Personnel Matter involving a Police Department Employee and
Possible Negotiations.
Motion by Doyle, seconded by Gaskell to convene to a closed session authorized by Section 19.85 (1)( c ) of the
Wisconsin Statues for the purpose of considering employment, promotion, compensation, or performance
evaluation data of any public employee over which the Personnel Committee has jurisdiction or exercises
responsibility. Closed session will include Mayor, City Administrator, Police Chief, and Personnel Attorney.
Roll-call vote: Doyle, yes and Gaskell, yes.
Motion by Doyle for the Personnel Committee convened into Open Session, seconded by Gaskell. Motion carries
3-0.
5. Discussion and Possible Action Regarding Employee Education Reimbursement Per Personnel Policy section
3-15.
Mikorski presented information regarding Finance Department Drew Latsch who is taking classes to further his
knowledge in financing. Per Personnel Policy section 3-15, a $50.00 reimbursement is available for up to three
credits per semester totaling a maximum of $150.00. Motion by Reekie, seconded by Gaskell to reimburse Drew
Latsch with $150.00 for successfully completing finance related classes.
6. Discussion and Possible Action regarding Job Description and Classification for Economic Development
position.
Mikorski presented the job description and compensation classification for Economic Development Manager
position. Minor changes will be made to the formatting and text of the job description to reflect questions raised
by the Personnel Committee. Motion by Reekie, seconded by Gaskell to approve the job description with edits for
the Economic development Manager position and Grade 15 of the 2017 compensation plan with a range of salary
from $58,657.26 to $72,874.64. Motion carried 3-0.
7. Discussion and Possible Action regarding City Administrative Policy #60 – Social Media Policy.
Mikorski presented the Personnel Committee a policy to control use and establish guidelines for the City of
Verona’s social media communication. The Personnel Committee has requested a legal review before taking
action on the policy.
8. Adjournment: Motion by Reekie, seconded by Gaskell, to adjourn the meeting at 5:48 p.m. Motion carried 3-0.
