PERSONNEL COMMITTEE
June 11, 2018

1. The meeting was called to order by Elizabeth Doyle 6:31 p.m.
2. Roll Call: Alders Elizabeth Doyle and Heather Reekie were present. Also present: Mayor Luke Diaz, Alder
Chad Kemp, Alder Kate Cronin, City Administrator, Jeff Mikorski, and Planning and Development Director
Adam Sayre, Finance Director Brian Lamers, City Clerk Ellen Clark, and City Attorney Bryan Kleinmaier.
3. Approval of minutes from the April 12, 2018 Personnel Committee meeting. Motion by Doyle, seconded by
Reekie to approve the minutes. Motion carried 2-0.
4. Discussion and Possible Action re: Ordinance No. 18-916 creating a new Title 11, Chapter 7 titled
Accommodation and Employment in the Code of Ordinances, City of Verona, Wisconsin.
The Ordinance would allow the City to promote nondiscrimination and endeavor to eliminate discrimination that
may occur within employment and accommodations within the City of Verona. With regard to employment it
shall be unlawful for any employer or labor organization to engage in any of the following acts, wholly or
partially for a discriminatory reason: Hiring, discharge, compensation, terms, conditions, privileges of
employment, limit, segregate, classify an employee in order to deprive, fail or refuse to refer for employment,
give negative information to potential employer or individual in a manner that would deprive or limit employment
opportunities or adversely affect an individual’s status as an applicant or prospective employee.
In regard to accommodations, it shall be unlawful for a business establishment or place of public accommodation
to deny, directly or indirectly, any person the full enjoyment of the goods, services, facilities, privileges,
advantages, and accommodations for discriminatory reasons.
Alderperson Doyle discussed the Personnel Committee making changes to the City Administration Policies on
discrimination in 2017, and the need to make City as inviting and inclusive as possible by passing this ordinance.
City Attorney Kleinmaier mentioned the ordinance is similar to ordinances provided to him from the City of Sun
Prairie and the City of Appleton. The proposed ordinance is most similar to the City of Sun Prairie except for
Section 11-7-6 Enforcement; Penalty. The proposed ordinance includes a citation if the City finds there is a
violation of the ordinance, consistent with Section 1-1-7 of the City Code. Discussion was provided to include a
reporting period of 30 days or one year after the alleged incident to file for the discrimination violation. The
Personnel Committee agreed to include a one year reporting period into the recommendation to City Council.
Motion by Doyle, seconded by Reekie to recommend to Common Council the adoption of Ordinance No. 18-916
creating a new Title 11, Chapter 7 titled Accommodation and Employment in the Code of Ordinances. Motion
carried 2-0.
5. Discussion and Possible Action re: Position Description and Compensation of Human Resources Coordinator
Position.
As requested by the Personnel Committee, Mikorski presented a proposed job description and compensation level
for a Human Resources position. The proposed position is a Human Resources Coordinator with a salary range of
$60,416.98 to $75,060.88. With the increased number of employees in the City, the Personnel Committee is
recommending the immediate addition to the Staff of a full-time Personnel position to manager the
recruitment, benefits, and training of the City employees. Finance Committee will review the funding of the
position within the current budget. Alder Doyle and Mayor Diaz spoke in support of the position. Motion by
Reekie, seconded by Doyle, to recommend to Common Council the establishment of a Human Resource
Coordinator within the 2018 budget. Motion carried 2-0.
5. Discussion re: Compensation Plan update and new employees.
Mikorski updated the Personnel Committee on the Springsted Incorporated update to the City’s Compensation
Plan. Springsted will be surveying the Dane County municipalities in the coming week to begin the data
collection. Mikorski mentioned the two recent hires; Dayna Sarver as the Economic Development Manager
started June 5, 2018 and Kelly Pezze, the new accounting assistant, will start on June 20, 2018.
6. Adjournment: Motion by Reekie, seconded by Doyle to adjourn the meeting at 6:59 p.m. Motion carried 2-0.
