CITY OF VERONA MINUTES PUBLIC SAFETY AD HOC COMMITTEE TASK FORCE MEETING JUNE 11, 2013 VERONA CITY HALL 111 LINCOLN STREET 1. The meeting was called to order by Mayor Hochkammer at 6:01 p.m. 2. Roll Call:, Chief Joe Giver, Mike Goetz, Jon Hochkammer, Chief Brian Myrland, Delora Newton, Heather Reekie, Joleen Semmann, John Wickstrom. Absent (excused): Chief Bernie Coughlin, Scott Manley, Mac McGilvray, Diane Smith. Others Present: Dale Yurs, Alderperson; Bill Burns, City Administrator. 3. Approval of the Minutes of May 14, 2013 Committee Meeting Motion by Newton, seconded by Semmann, to approve the minutes of the May 14, 2013 Committee Meeting. Motion carried 8-0. 4. Facility Tour Reports by Staff and Committee Members Staff provides reports on tours of facilities including Marshfield Fire Rescue, Town of Rib Mountain, and Middleton Fire and EMS stations. It was noted that Marshfield was a good model to consider. This is a 33,000 square foot facility with both Fire and EMS operations, sleeping quarters, and seven vehicle bays. Attractive features of the station include an efficiency layout and the use of EMS bays adjacent to the fire bays, but with a lower ceiling and partial separation. 5. Preliminary Space Needs Analysis for a Fire and EMS Facility Staff summarized the information on two preliminary space needs analyses for a fire and EMS facility. In 2011, Bray Architects presented a preliminary space program showing a total building space of 41,723 square feet if all items on the wish list are included. More recently staff worked with a space needs template provided by Five Bugles Design which indicated a facility of approximately 36,000 square feet. Based on these analyses, staff estimates a facility in the range of 35,000 to 40,000 square feet would meet the community’s needs. 6. Design and Construction Methods and Timelines Committee members reviewed information provided by Bray Architects and Findorff on various design and construction methods. Several members indicated that they are interested in utilizing a construction or project manager to assist the City with the Fire and EMS facility project. There was interest in look at a model similar to what was used in Marshfield where the City hired a construction manager who was not allowed to perform work on the project. It was suggested that the City should utilize its own contractor for soil testing on the site. The consensus of the Committee was to proceed with selecting an architect and then work with the architect to select an independent construction/project manager. 7. Draft Request for Proposal for Architectural Services Staff presented a Request for Proposal (RFP) for architectural services developed by the City of Fitchburg for their Fire Station West Project. The Committee directed staff to prepare an RFP based on this model which includes the following elements:  Divides the scope of work into Phase I (schematic design) and Phase II (construction documents and bidding)  Include in the rating criteria preference for firms with experience in combined fire and EMS facilities of at least 30,000 square feet  Request information on LEED/energy efficient design experience In order to keep the project moving, it was suggest that staff email the RFP document out to the committee members for comments. If there are no concerns, staff should proceed with sending out the RFP and scheduling interviews with architectural firms. 8.
