TASK FORCE MEETING
OCTOBER 15, 2013

1. The meeting was called to order by Mayor Hochkammer at 5:32 p.m.
2. Roll Call: Mayor Jon Hochkammer, Chief Joe Giver, Chief Brian Myrland, Mike Goetz,
Delora Newton, Heather Reekie, Joleen Semmann, Diane Smith. Absent (excused): Chief
Bernie Coughlin, Scott Manley, Mac McGilvray, John Wickstrom. Others Present: Dale
Yurs, Alderperson; Brad Stiner, Alderperson; Steve Gausman, Five Bugles Design; Bill
Burns, City Administrator.
3. Update on the Space Needs Analysis and Schematic Design Process
Steve Gausman provided an update on meetings with Fire and EMS personnel to review an
update the space needs analysis. At this point they are looking at approximately a 39,000
square foot facility, but that may be able to be decreased based on the schematic design.
Staff also provided an update on a meeting to review site access and constraints. There was
discussion about wanting to provide emergency vehicle access to Verona Avenue and
concerns about sight lines and Verona Avenue and Lincoln Street. Five Bugles Design
plans to have a conceptual floor plan ready to share with staff by October 29.
4. Evaluation of Proposals for Construction Management Services
The City received six proposals for construction management services from Findorf, Fish &
Associates, Homan Construction, Kraus Anderson, Tri-North, and Vogel Bros. Staff
provided a summary of the firms and their proposals. It was noted that the City has several
strong options to choose from. Several committee members commented that they would
like to have a full-time onsite superintendent during construction activity. There was also
discussion about the experience of the firms and their key staff with fire/ems facility
construction and LEED building design. By consensus, the committee members identified
Findorf, Kraus Anderson, and Tri-North as the top three firms. Staff was directed to
schedule interviews with these firms for October 29 and to send a questionnaire to each of
the three firms to ask for a detailed cost breakdown and to provide topics for the firms to
address as part of their presentations.
5. Discussion of Project Timeline and Future Meeting Schedules
The next meeting is set for October 29 at 4:00 p.m. Steve Gausman will provide a project
update and the committee members will interview firms for construction management
services. The first Tuesday of the month was selected as a regular meeting date. The
Committee will be meeting on December 3 at 5:30 p.m.
6. Adjournment: Motion by Newton, seconded by Smith, to adjourn the meeting at 6:59 p.m.
Motion carried 8-0.
