CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE APRIL 11, 2016 VERONA CITY HALL MINUTES 1. Call to Order: The meeting was called to order by Evan Touchett at 6:00 p.m. 2. Roll Call: Heather Reekie and Evan Touchett present. Also in attendance: Police Chief Bernie Coughlin, Police Officer Jesse Christianson, City Administrator Bill Burns, Alderperson Jack Linder, City Clerk Ellen Clark, Library Director Stacey Burkart, and Andy 3. Approval of Minutes: Motion by Reekie, seconded by Touchett, to approve the minutes from the February 22, 2016 meeting. Motion carried 2-0. 4. Discussion and Possible Action Re: Parking on Breckenridge Road near Northern Lights Road. Chief Coughlin stated Epic employees parking on Breckenridge Road east and north of Northern Lights Road has been an issue for about two years. Residents prefer that Epic employees not park there. Two-hour parking has been discussed. Touchett expressed concern that if we restrict parking here, they may just move onto the side streets farther into the neighborhood. Reekie suggested a ‘No Parking Here to Corner’ sign to address visibility issues. We could push them away from the trail for pedestrian safety reasons. Coughlin stated no ordinance would be needed to add signage and create ‘No Parking’ areas by painting the curbs. Coughlin will work with the public works department to have the signs put up and curbs painted, and determine the distance from the corner that ‘no parking’ should start. 5. Discussion and Possible Action Re: Premise description change for Class “B” Beer and Reserve “Class B” Intoxicating Liquor licenses for the Hop Haus Brewing Company, LLC, located at 231 S. Main Street, to include an outdoor seating area. Hop Haus is proposing the addition of an outdoor seating area on the north end of the building. The plans are up to the chief’s specifications, and he recommends approval. Alderperson Touchett has a conflict of interest with this item. 6. Discussion and Possible Action Re: A Special Event Permit for the Word on the Street 5K Run/Walk on Saturday, May 21, 2016 from Stacey Burkart of the Verona Public Library. Officer Christianson detailed the timeline and route for the event. Motion by Touchett, seconded by Reekie, to approve the Special Event Permit for the Word on the Street 5K Run/Walk. Motion carried 2-0. 7. Discussion and Possible Action Re: A Special Event Permit for the Honor Ride Madison on Saturday, May 21, 2016 from Jack Shepard of Ride 2 Recovery. This is a biking event with no police assistance required. Motion by Touchett, seconded by Reekie, to approve the Special Event Permit for the Ride 2 Recovery, contingent upon proof of liability insurance. Motion carried 2-0. 8. Adjournment.
