CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE MAY 8, 2017 VERONA CITY HALL MINUTES 1. Call to Order: Heather Reekie called the meeting to order at 6:18 p.m. 2. Roll call: Heather Reekie and Sarah Gaskell were present. Evan Touchett joined the meeting at 6:32 p.m. Also present: Police Chief Bernie Coughlin, Sergeant Jesse Christensen, Le Jordan, Philip Hoechst, Brodie Birkel, and Deputy Clerk Holly Licht. 3. Approval of Minutes: Motion by Gaskell, seconded by Reekie to approve the April 24, 2017 Minutes. Motion carried 2-0. 4. Discussion and Possible Action Re: A Special Event Permit Application for Hometown Days, June 1-4, 2017, from Le Jordan of the Verona Area Chamber of Commerce. Motion by Reekie, seconded by Gaskell, to approve a special event permit application for Hometown Days, June 1-4, 2017 from Le Jordan of the Verona Area Chamber of Commerce, contingent upon Wenzel Amusements providing a list of employees to the Police Chief. Sergeant Christensen gave an overview of the event. The event will be very similar to past years. Festival hours will remain the same as last year: Thursday 5:00 p.m-12:00 a.m., Friday 5:00 p.m.-1:00 a.m., Saturday 12:00p.m. - 1:00 a.m., and Sunday 11:00 a.m.-6:00p.m. There are a few changes to the beer tent. Beer will be served in both cans and in plastic cups. Children 12 and under can be with their parents in the bee tent until 8 p.m. There will be slight modifications in the parade route due to the construction on Main St. This year’s event will also include a classic car show on Saturday on Legion St. Motion carried 2-0. 5. Discussion and Possible Action Re: An Application for a Temporary Class “B” Retailer’s License from the Fitchburg-Verona Rotary Club for Hometown Days, June 1-4, 2017, at Festival Park, 111 Lincoln Street, Scott Seid, Agent. Motion by Reekie, seconded by Gaskell to approve an application for a temporary class “B” Retailer’s license from the Fitchburg-Verona Rotary Club for Hometown Days, June 1-4,2017, at Festival Park, 111 Lincoln Street, Scott Seid, Agent, contingent upon a criminal history check of the applicant by the Verona Police Department. Motion carried 2-0. 6. Discussion and Possible Action Re: A Special Event Permit Application for the Hop Haus Brewing Company 2nd Anniversary Party on Saturday, June 17th, 2017, from Phillip Hoechst. Motion by Reekie, seconded by Gaskell, to approve a special event permit application for the Hop Haus Brewing Company 2nd Anniversary Party on Saturday, June 17th, 2017, from Phillip Hoechst. Sergeant Christensen explained that the event will be from noon-10:00p.m. There will be a band with small amplifiers 6:00p.m.-9:00p.m. There will be food vendor carts in the parking lot. Hop Haus will have 7-8 staff members on premise checking IDs. People over 21 will be given wristbands. One officer from the Verona Police Department will be present 6:00 p.m.-10:00 p.m. Motion carried 2-0 with Touchett abstaining. 7. Discussion and Possible Action Re: A Temporary Premise Description Amendment for Class “C” Wine License on Saturday, June 17, 2017, for the Hop Haus Brewing Company, LLC, 231 S. Main Street, to include the front parking lot. Motion by Reekie, seconded by Gaskell, to approve a temporary premise description amendment for Class “C” Wine license on Saturday, June 17,  2017 for the Hop Haus Brewing Company, LLC, 231 S. Main St., to include the parking lot. Motion carried 2-0 with Touchett abstaining. 8. Discussion and Possible Action Re: A Special Event Permit Application for the Wisconsin Triterium Triathlon on Saturday, June 24, 2017, from Brodie Birkel of Race Day Events. Motion by Reekie, seconded by Touchett, to approve a special event permit application for the Wisconsin Triterium Triathlon on Saturday June 24, 2017, from Brodie Birkel of Race Day Events. Sergeant Christensen gave an overview of the event. The event will begin at Fireman’s Park with the swim portion of the race. The participants will then move on to the bike portion that goes down HWY 69. The participants finish with a run that goes from Bruce to Main St. Race Day events will need to send a letter to businesses that may be affected by the race. Motion by Motion carried 3-0. 9. Discussion and Possible Action Re: A Premise Description Amendment for Class “B” Fermented Malt Beverages and “Class B” Intoxicating Liquor Licenses for Verona Woods, 958 Liberty Drive, to include an outdoor patio. Motion by Touchett, seconded by Reekie to approve a premise description amendment for Class “B” Fermented Malt Beverages and “Class B” Intoxicating Liquor licenses for Verona Woods, with the condition that the patio must close at 10:00 p.m. Chief Coughlin explained that the permit for the patio was issued last fall. He stated that he inspected the area with the building inspector and the patio is compliant with City ordinances. The applicant is requesting to have the patio to be open until 11:00 p.m., but in order to stay consistent throughout the City, Chief Coughlin recommended that the patio hours end at 10:00 p.m. Motion carried 3-0. 10. Motion by Reekie, seconded by Touchett to adorn at 6:55 p.m. Motion carried 3-0.
