MINUTES
1. Call to Order: The meeting was called to order by Evan Touchett at 6:00 p.m.
2. Roll Call: Evan Touchett, Heather Reekie and Sarah Gaskell present. Also in attendance:
Chief Bernie Coughlin, Sergeant Jesse Christensen, Cait Berry, Mona Cassis, Michael
O’Brien, Stacey Burkart, Danielle Falcone and City Clerk Ellen Clark.
3. Approval of Minutes: Motion by Reekie, seconded by Touchett, to approve the minutes
of the April 10, 2017 Public Safety and Welfare meeting. Motion carried 3-0.
4. Discussion and Possible Action Re: A Special Event Permit Application from Molly Stiffler
for the Fetch Wisconsin Rescue’s Fetch 5K Dog Jog on Saturday, May 13, 2017 from
10 a.m. to 12:30 p.m. Motion by Touchett, seconded by Reekie, to approve a Special
Event Permit from Molly Stiffler for the Fetch Wisconsin Rescue’s Fetch 5K Dog Jog on
Saturday, May 13, 2017 from 10 a.m. to 12:30 p.m. Cait Berry appeared to represent the
Fetch Wisconsin Rescue organization. They are partnering with Wisconsin Brewing for
this event. The event will be restricted to the business park near Wisconsin Brewing. The
entire event will take place on the sidewalk. It will be a race, so there will be police
officers directing traffic at three different intersections to allow runners the right-of-way
at these intersections during the race. There will be no alcohol served as part of the
event, but there will be alcohol served at Wisconsin Brewing. No alcohol will be allowed
on the course. There will be several deposit stations along the route for disposal of dog
feces. Motion carried 3-0.
5. Discussion and Possible Action Re: A Special Event Permit Application from Danielle
Falcone for the UW Carbone Cancer Center’s Pedaling for Pancreas Bike Ride on
Saturday, May 13, 2017 from 7 a.m. to 11 a.m. Motion by Touchett, seconded by Reekie,
to approve a Special Event Permit for the Pedaling for Pancreas Bike Ride on Saturday,
May 13, 2017 from 7 a.m. to 11 a.m., contingent upon a criminal history check of the
applicant by the Verona Police Department. This event has taken place in the City of
Verona for several years. There will be no alcohol at this event, and no police assistance
is needed. They are hoping for approximately 400 participants this year. Motion
carried 3-0.
6. Discussion and Possible Action Re: A Special Event Permit Application from Stacey
Burkart for the Verona Public Library’s Word on the Street 5K Run/Walk and Kids’ Run
on Saturday, May 20, 2017 from 8 a.m. to 10 a.m. Motion by Reekie, seconded by
Touchett, to approve the Word on the Street 5K Run/Walk and Kids’ Run on Saturday,
May 20, 2017 from 8 a.m. to 10 a.m. This is the second year for this event. Runners will
cross E. Verona Avenue at Franklin St. An officer will be staffed at that location. There
will be no alcohol at this event. Sidewalk chalk will be used for pavement markings.
Motion carried 3-0.
7. Discussion and Possible Action Re: A Special Event Permit Application from Michael
O’Brien for Hometown Brew Down on Saturday, July 15, 2017 at 451 E. Verona Avenue
from 1 p.m. to 6 p.m. Motion by Touchett, seconded by Reekie, to approve a Special
Event Permit for Hometown Brew Down on Saturday, July 15, 2017 at 451 E. Verona
Avenue from 1 p.m. to 6 p.m., contingent upon receipt of a certificate of insurance
listing the City of Verona as the certificate holder, and a criminal history check of the
applicant by the Verona Police Department. This is a craft beer fest, with proceeds going
to the Verona Ice Arena. Motion carried 3-0.
8. Discussion and Possible Action Re: An Application for a Temporary Class “B” Retailer’s
License from Ice, Inc. for Hometown Brew Down on Saturday, July 15, 2017 at 451 East
Verona Avenue from 1 p.m. to 6 p.m., Michael O’Brien, Agent. Motion by Touchett,
seconded by Gaskell, to approve a Temporary Class “B” Retailer’s License from Ice, inc.
for Hometown Brew Down on Saturday, July 15, 2017 at 451 East Verona Avenue from
1 p.m. to 6 p.m., contingent upon receipt of a certificate of insurance listing the City of
Verona as the certificate holder, and a criminal history check of the applicant by the
Verona Police Department. Motion carried 3-0.
9. Discussion and Possible Action Re: A Special Event Permit Application from Michael
O’Brien for Verona Fest on Saturday, September 23, 2017 at the Verona Ice Arena, 451
East Verona Avenue, from 10 a.m. to 12 Midnight. Motion by Reekie, seconded by
Gaskell, to approve a Special Event Permit for Verona Fest on Saturday, September 23,
2017 at the Verona Ice Arena, 41 East Verona Avenue, from 10 a.m. to 12 Midnight,
contingent upon receipt of a certificate of insurance listing the City of Verona as the
certificate holder, and a criminal history check of the applicant by the Verona Police
Department. This is a family event including games and skating for the children.
Proceeds from this event will go to the Verona Ice Arena. Motion carried 3-0.
10. Discussion and Possible Action Re: An Application for a Temporary Class “B” Retailer’s
License from the Verona Youth Hockey Association for Verona Fest on Saturday,
September 23, 2017 at the Verona Ice Arena, 451 East Verona Avenue, from 12 Noon to
12 Midnight, Michael O’Brien, Agent. Motion by Reekie, seconded by Touchett, to
approve a Temporary Class “B” Retailer’s License from the Verona Youth Hockey
Association for Verona Fest on Saturday, September 23, 2017 at the Verona Ice Arena,
451 East Verona Avenue, from 12 Noon to 12 Midnight, contingent upon receipt of a
certificate of insurance listing the City of Verona as the certificate holder, and a criminal
history check of the applicant by the Verona Police Department. Motion carried 3-0.
11. Discussion and Possible Action Re: A Special Event Permit Application from Mona Cassis
for the Verona Artists & Farmers Market, to be held at Hometown Junction Park on
Tuesdays between May 2, 2017 and October 31, 2017, from 3:30 p.m. to 7:30 p.m.
Motion by Touchett, seconded by Gaskell, to approve a Special Event Permit for the
Verona Artists & Farmers Market, to be held at Hometown Junction Park on Tuesdays
between May 2, 2017 and October 31, 2017 from 3:30 p.m. to 7:30 p.m., contingent
upon a criminal history check of the applicant. Tents and food cart vendors will be
placed around the perimeter of the park. Ellis Manufacturing will allow parking in their
parking lot. The police department has no reservations on this application. Cassis stated
that the purpose is to bring in not only vendors, but also informational items to promote
the community. Motion carried 3-0.
5. Adjournment.
Motion by Reekie, seconded by Gaskell, to adjourn at 6:46 p.m. Motion carried 3-0.
