CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE JUNE 26, 2017 VERONA CITY HALL MINUTES 1. Call to Order: Evan Touchett called the meeting to order at 5:46 p.m. 2. Roll call: Evan Touchett, and Sarah Gaskell were present. Heather Reekie was absent and excused. Also present: Police Chief Bernie Coughlin, Sgt. Jesse Christensen, Le Jordan, Alex Ogden, Sam Kassel and City Clerk Ellen Clark. 3. Approval of Minutes: Motion by Touchett, seconded by Gaskell, to approve the May 22, 2017 Minutes. Motion carried 2-0. 4. Discussion and Possible Action Re: A Special Event Permit Application for Madison Beer Run 5K & .05K on Sunday, October 1, 2017 from Alex Ogden, FourOneFour Events. This company is based out of Milwaukee. They host four other events like this in Milwaukee & two in Green Bay, and bring in an average of 1,500 runners per event. The event begins and ends on Railroad Street. Since a part of Railroad Street will be closed down, a resident notification letter will have to go out to residents on that street. Application has been submitted for the high school parking lot to use for event participant parking. The Park Bank lot and the World of Variety lot are also possibilities. Motion by Touchett, seconded by Gaskell, to approve a Special Event Permit from Alex Ogden, FourOneFour Events Madison Beer run 5K & .05K on Sunday, October 1, 2017, contingent upon the applicant providing a parking plan to the Verona Police Department and submitting a Certificate of Insurance to the City Clerk. Alex Ogden stated that they will be changing the name of the event to the Wisconsin Beer Run. Note that this agenda item listed the date of this event as Saturday, October 1, 2017. That date was incorrect. Motion carried 2-0. 5. Discussion and Possible Action Re: A Special Event Permit Application for “Music on Main” Concerts at Hometown Junction Park from Le Jordan, Verona Area Chamber of. The purpose of the event is to bring people into the downtown area during the construction process. The events will take place every other Friday night during July and August. There will be an acoustic band at the event from 5 p.m. – 8 p.m. Food and drink vendors will be available, but no alcohol will be involved in this event. Motion by Touchett, seconded by Gaskell, to approve a Special Event Permit for “Music on Main” concerts at Hometown Junction Park on July 7, July 21, August 4 and August 18, 2017, contingent upon approval from the Parks Department. Motion carried 2-0. 6. Discussion and Possible Action Re: A Combination Class “A” Beer and “Class A” Intoxicating Liquor License 2017-2018 Renewal Application from Madison Oil, LLC, d/b/a Verona Liquor, 103 S. Main Street, Verona, WI 53593, Lakhvir Kaur, Agent. Motion by Touchett, seconded by Gaskell, to recommend approval of a Combination Class “A” Beer  and “Class A” Intoxicating Liquor License 2017-2018 renewal application from Madison Oil, LLC, d/b/a Verona Liquor, 103 S. Main Street, Verona, WI 53593, Lakhvir Kaur, Agent. This application was not considered at the June 12, 2017 meeting of the Common Council, as the property did not initially meet building inspection standards. Re-inspection by staff found that the violations have been corrected, and the building is now up to code. Motion carried 2-0 7. Discussion and Possible Action Re: A Combination Class “B” Beer and “Class B” Intoxicating Liquor License 2017-2018 Renewal Application from Tavern and Bar, LLC d/b/a Cahoot’s, 102 Railroad Street, Verona, WI 53593, Kurt Jurewicz, Agent. Motion by Touchett, seconded by Gaskell, to recommend approval of a Class “B” Beer and “Class B” Intoxicating Liquor License 2017-2018 renewal application from Tavern and Bar, LLC d/b/a Cahoot’s, 102 Railroad Street, Verona, WI 53593, Kurt Jurewicz, Agent. This application was not considered at the June 12, 2017 meeting of the Common Council, as the property did not initially meet fire inspection standards. Re-inspection by staff found that the violations have been corrected, and the building is now up to code. Motion carried 2-0 8. Discussion and Possible Action Re: A Combination Class “B” Beer and “Class B” Intoxicating Liquor License 2017-2018 Renewal Application from The Heights of Verona, LLC, d/b/a The Heights Event Center, 411 Prairie Heights Drive, Verona, WI 53593, Chadwick Leppien, Agent. Motion by Touchett, second Gaskell, to recommend to the Common Council to not approve a Combination Class “B” Beer and “Class B” Intoxicating Liquor License 2017-2018 renewal application from The Heights of Verona, LLC, d/b/a The Heights Event Center, 411 Prairie Heights Drive, Verona, WI 53593, Chadwick Leppien, Agent, due to indebtedness to a wholesaler for intoxicating liquor. This application was not considered at the June 12, 2017 meeting of the Common Council, as the property did not meet building and fire inspection standards. To date, the violations have not been corrected. In addition, a Wholesaler’s Report of Delinquent Retailer Licensee for the Heights of Verona, LLC was received by the City Clerk after the June 12, 2017 meeting. Motion carried 2-0. 9.
