CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE JULY 10, 2017 VERONA CITY HALL MINUTES 1. Call to Order: Evan Touchett called the meeting to order at 5:47 p.m. 2. Roll call: Evan Touchett, Heather Reekie, and Sarah Gaskell were present. Also present: Sgt. Jesse Christensen, Alwyn Fitzgerald, Matt Giesfeldt, Chad Leppien and City Clerk Ellen Clark. 3. Approval of Minutes: Motion by Reekie, seconded by Touchett, to approve the June 26, 2017 Minutes. Motion carried 3-0. 4. Discussion and Possible Action Re: A Special Event Permit Application for Bike for Boys & Girls Club on Saturday, July 15, 2017 from 8 a.m. – 1 p.m., from Zandra Hagberg, Boys & Girls Club of Dane County. Motion by Touchett, seconded by Gaskell, to approve a Special Event Permit for Bike for Boys & Girls Club on Saturday, July 15, 2017 from 8 a.m. – 1 p.m. This event has come through Verona for several years. They have asked for two officers to help get cyclists through the busiest intersections. The event draws a large crowd, and is a good fund raiser for the Boys & Girls Club. Sgt. Christensen has no concerns about this event. Motion carried 3-0. 5. Discussion and Possible Action Re: A Special Event Permit Application for Mama Goose Memorial Run/Walk on Saturday, August 5, 2017 from 9 a.m. – 11 a.m., from Matt Giesfeldt, Mama Goose Memorial Run/Walk Cooperative. Motion by Reekie, seconded by Gaskell, to approve a Special Event Permit for Mama Goose Memorial Run/Walk on Saturday, August 5, 2017 from 9 a.m. – 11 a.m. Matt Giesfeldt gave an overview of the event. This is the ninth year for the Mama Goose Run/Walk. All proceeds go to the Carbone Cancer Center. There will be no street closures for this event. Sgt. Christensen has no concerns about this event. Motion carried 3-0. 6. Discussion and Possible Action Re: A Temporary Premise Description Amendment for Class “B” Beer and “Class B” Winery Licenses for July 11, 2017 – July 31, 2017, for Fisher King Winery, 1105 Laser Street, to include an Outdoor Seating Area. Alwyn Fitzgerald originally requested a temporary premise description amendment in May, 2017. At that time, the Common Council voted to extend the temporary premise description amendment to June 18, 2017, to allow Mr. Fitzgerald time to erect a permanent fence on the property. The fence has not yet been built, as negotiations continue with the landowner over building a permanent fence on the property. Mr. Fitzgerald is now requesting an extension to the original time period. Mr. Fitzgerald wants to have the fence built as soon as possible, and does not intend to ask for another extension. The fence has been selected, and meets all the specs that Chief Coughlin has requested. Touchett asked how quickly the fence can be completed after it has been approved by the landlord, and suggested that if Mr. Fitzgerald he does have to come back for another extension, he have an agreement with the landlord in place, so we know that there is progress being made. Motion by Reekie, seconded by Gaskell, to recommend to the Common Council to approve a temporary premise description amendment for Class”B” Beer and “Class B” Winery Licenses for July 11, 2017 – July 31, 2017, for Fisher King Winery, 1105 Laser Street, to include an Outdoor Seating Area. Motion carried 3-0. 7. Discussion and Possible Action Re: A Combination Class “B” Beer and “Class B” Intoxicating Liquor License 2017-2018 Renewal Application from The Heights of Verona, LLC, d/b/a The Heights Event Center, 411 Prairie Heights Drive, Verona, WI 53593, Chadwick Leppien, Agent. This application was not considered at the June 12, 2017 meeting of the Common Council, as the property did not meet building and fire inspection standards. To date, the violations have not been corrected. In addition, a Wholesaler’s Report of Delinquent Retailer Licensee for the Heights of Verona, LLC was received by the City Clerk after the June 12, 2017 meeting. The licenses were reconsidered at the June 26, 2017 Common Council meeting. The Council did not approve the licenses due to indebtedness to a wholesaler for intoxicating liquor. Staff has confirmed that appointments have been made with qualified companies to correct the two remaining fire code violations. Jefferson Fire & Safety tested the fire suppression system on Friday, July 7th. Summit Companies did the hood cleaning on Monday, July 10th. The delinquent wholesaler’s invoice and delinquent personal property taxes were paid on July 10th, as well. Motion by Touchett, seconded by Reekie, to recommend to the Common Council to approve the Combination Class “B” Beer and “Class B” Intoxicating Liquor License 2017-2018 renewal application from The Heights of Verona, LLC, d/b/a The Heights Event Center, 411 Prairie Heights Drive, Verona, WI 53593, Chadwick Leppien, Agent, contingent upon final inspection and approval by the City Fire Inspector. Motion carried 3-0. 8. Motion by Touchett, seconded by Reekie, to adjourn at 6:09 p.m. Motion carried 3-0. Ellen Clark City Clerk
