CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE FEBURARY 12, 2018 VERONA CITY HALL MINUTES 1. Call to order: Heather Reekie called the meeting to order at 5:32 p.m. 2. Roll Call: Sarah Gaskell and Heather Reekie were present. Evan Touchett was absent and excused. Also present: Sergeant Jesse Christensen, City Clerk Ellen Clark, Dee Baldock, John Colletti, Jon Novick and Alexander Abel. Approval of Minutes: Motion by Reekie, seconded by Gaskell, to approve the minutes from the January 22, 2018 Public Safety and Welfare Committee meeting. Motion carried 2-0. 3. Discussion and Possible Action Re: A Temporary Class B Beer and Wine Retailer’s License application from Dee Baldock for the Verona Area Community Theater presentation of “Bus Stop” on February 16, 17, 22, 23 and 24, 2018 from 7:00 p.m. – 10:30 p.m., and February 18, 2018 from 1:30 p.m. – 5:00 p.m. The Verona Area Community Theater has applied for a Class B Beer and Wine Retailer’s License to sell beer and wine during the performance of “Bus Stop” on February 16, 17, 18, 22, 23 and 24, 2018. A licensed bartender will be at the bar at all times. Chief Coughlin has reviewed the application and recommends approval. Because the Common Council will not meet until February 19th to act on this license, the Public Safety Committee’s approval will be for a provisional license. Motion by Reekie, seconded by Gaskell, to approve a Provisional Temporary Class B Beer and Wine Retailer’s license for the Verona Area Community Theater on February 16 and 17, 2018 from 7:00 p.m. – 10:30 p.m., and February 18, 2018 from 1:30 p.m. – 5:00 p.m. Motion carried 2-0. Motion by Gaskell, seconded by Reekie, to recommend to the Common Council to approve a Temporary Class B Beer and Wine Retailer’s license for the Verona Area Community Theater on February 22, 23 and 24, 2018 from 7:00 p.m. – 10:30 p.m. Motion carried 2-0. 4. Discussion and Possible Action Re: A Combination Class “B” Beer and “Class B” Intoxicating Liquor License application for JayBeN and Management, LLC, d/b/a Tied House, 930 Kimball Lane, Verona, Wisconsin, Jon B. Novick, Agent. Robert Gray II and Sean Foley (FK&P, LLC) are voluntarily surrendering the Combination Class “B” Beer and Reserve “Class B” Intoxicating Liquor license for Gray’s Tied House to allow JayBeN and Management, LLC to obtain a license for that location. Chief Coughlin has reviewed the application and recommends approval. Because the Common Council will not meet until February 19th to act on this license, the Public Safety Committee’s approval will be for a provisional license. Motion by Gaskell, seconded by Reekie, to approve a Provisional Combination Class “B” Beer and Reserve “Class B” Intoxicating Liquor license for JayBeN and Management, LLC, d/b/a Tied House, 930 Kimball Lane, Verona, Wisconsin, Jon B. Novick, Agent, beginning February 13, 2018. Motion carried 2-0. Motion by Reekie, seconded by Gaskell, to recommend to the Common Council to approve a Combination  Class “B” Beer and Reserve “Class B” Intoxicating Liquor license for JayBeN and Management, LLC d/b/a Tied House, 930 Kimball Lane, Verona ,Wisconsin, Jon B. Novick, Agent, beginning February 20, 2018. Motion carried 2-0. 5. Discussion and Possible Action Re: A Change of Agent request from Kwik Trip #456, 2145 CTH B, Verona, Wisconsin. A new manager has been hired for Kwik Trip #456, which requires a Change of Agent request from the company for their Combination Class “A” Beer and “Class A” Intoxicating Liquor license. The new Agent is Alexander Abel. A background check has been conducted. Motion by Reekie, seconded by Gaskell, to recommend to the Common Council to approve the Change of Agent request from Kwik Trip #456, 2145 CTH B, Verona, Wisconsin. Motion carried 2-0. 6. Discussion and Possible Action Re: Approval of City of Madison Police Training Center Use Agreement. The Verona Police Department has partnered with the Madison Police Department to use their training center since 2012. The previous agreement expired on December 31, 2017. The agreement presented tonight is a successor agreement to expire on December 31, 2020. Motion by Reekie, seconded by Gaskell, to recommend to the Common Council to approve the City of Madison Police Training Center Use Agreement. Motion carried 2-0. 7.
