MINUTES
1. Call to order: Sarah Gaskell called the meeting to order at 6:22 p.m.
2. Roll Call: Sarah Gaskell and Evan Touchett were present. Also present: Sergeant Jesse
Christensen and City Clerk Ellen Clark.
3. Approval of Minutes: Motion by Touchett, seconded by Gaskell, to approve the minutes
from the April 9, 2018 Public Safety and Welfare Committee meeting. Motion carried
2-0.
4. Discussion and Possible Action Re: A request for a premises description amendment for
4 Sisters Tapas Restaurant, 958 Liberty Drive, Suite 106, to add an outdoor seating area.
The applicant is requesting a premises description amendment to allow them to serve
alcohol in a 20’X60’ fenced outdoor patio area. The proper amendment request
paperwork has been filed. On February 13, 2017, the Common Council approved a
conditional use permit for this property, with contingencies. In addition, Chief Coughlin
recommends including an audible alarm on the fire exit, labeling the external patio exit
as an “exit only” on both sides of the fence, access to the patio from the interior of the
establishment only, and approval of any amplification device(s) on a yearly basis
through the Chief of Police and City Planning and Development Director. Motion by
Gaskell, seconded by Touchett, to recommend to the Common Council to approve the
request for a premises description amendment for 4 Sisters Tapas Restaurant,
958 Liberty Drive, Suite 106, to add an outdoor seating area, with the following
contingencies:
1. The use of the outdoor seating area is permitted to operate from 7:00 a.m. to
10:00 p.m. seven (7) days per week
2. Outdoor patio fencing shall be a minimum of 48” tall
3. The outdoor patio fencing shall be approved by the Director of Planning and
Development
4. The exit for the patio shall be labeled as an “exit only”
5. The fence and gate for the outdoor patio shall comply with the requirements
from the Police Department and Building Inspector
Motion carried 2-0.
5. Discussion and Possible Action Re: A Special Event Permit application from Jessica
Laufenberg, Rocket Bicycle Studio, LLC, for The Loop Pursuit Triathlon on August 12,
2018 from 7 a.m. – 3 p.m. The Loop Pursuit is a 49.8 mile triathlon beginning and
ending at Fireman’s Park. The triathlon includes a .8-mile swim, a 39-mile bike ride, and
a 10-mile run. This is a new event to the City of Verona. They plan to cap participation at
500 people. The first swimmers will be in the water at 7 a.m. , and the last runner will
cross the finish line at approximately 2:30 p.m. Bruce Street between Paoli Street and
Investment Court will be closed until the last biker comes through at approximately
noon. The beach at Fireman’s Park will be available to the public upon reopening of
Bruce Street.
6:32 p.m.: Katie Kohl now present.
Seven officers will be on duty to conduct traffic for the event. Motion by Gaskell,
seconded by Touchett, to approve a Special Event Permit application from Jessica
Laufenberg, Rocket Bicycle Studio, LLC, for The Loop Pursuit Triathlon on August 12,
2018 from 7 a.m. – 3 p.m. Motion carried 3-0.
6. Discussion and Possible Action Re: A Special Event Permit application from Le Jordan,
Verona Area Chamber of Commerce, for the Dane Buy Local/Cinco de Mayo event on
Saturday, May 5, 2018 at Festival Park, 111 Lincoln Street, from 11 a.m. – 4 p.m. This is
the first year for the Cinco de Mayo event. The event includes children’s activities, food
trucks, vendors, live music and dancing, a car show, and a beer tent where beer and
margarita-flavored malt beverages will be served. The entire event area will be fenced.
One officer will be on site for the event. Motion by Gaskell, seconded by Touchett, to
recommend to the Common Council to approve a Special Event Permit application from
Le Jordan, Verona Area Chamber of Commerce, for the Dane Buy Local/Cinco de Mayo
event on Saturday, May 5, 2018 at Festival Park, 111 Lincoln Street, from
11 a.m. – 4 p.m. Motion carried 3-0.
7. Discussion and Possible Action Re: An application for a Temporary Class “B” Retailer’s
License from the Verona Area Chamber of Commerce for the Cinco de Mayo event on
Saturday, May 5, 2018 at Festival Park, 111 Lincoln Street, from 11 a.m. – 4 p.m. This
license will allow the Chamber to serve beer and margarita-flavored malt beverages
under the beer tent at the Cinco de Mayo event. A licensed bartender will be in the tent
at all times that alcohol is being served, and the entire event site will be fenced. Motion
by Gaskell, seconded by Touchett, to recommend to the Common Council to approve a
Temporary Class “B” Retailer’s License for the Verona Area Chamber of Commerce for
the Cinco de Mayo event on Saturday, May 5, 2018 at Festival Park, 111 Lincoln Street,
from 11 a.m. – 4 p.m. Motion carried 3-0.
8. Adjournment: Motion by Touchett, seconded by Gaskell, to adjourn at 6:50 p.m. Motion
carried 3-0.
