CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE JUNE 25, 2018 VERONA CITY HALL MINUTES 1. Call to order: Evan Touchett called the meeting to order at 5:15 p.m. 2. Roll Call: Katie Kohl and Evan Touchett were present. Also present: Sergeant Jesse Christensen and City Clerk Ellen Clark. Sarah Gaskell was absent and excused. KSG representative Dean Slaby, Dollar Tree representative Russ Hire, and Louis Eifert were also present. 3. Approval of Minutes: Motion by Touchett, seconded by Kohl, to approve the minutes from the June 11, 2018 Public Safety and Welfare Committee meeting. Motion carried 2-0. 4. Discussion Re: An amendment to Section 10-1-26(d) (Parking Restricted – Truck Loading Zone Time) of the City of Verona Code of Ordinances to consider modifications to allow truck loading along West Park Lane immediately south of the former World of Variety located at 118 South Main Street. Staff has received a request from Dollar Tree to create a truck loading zone on Park Lane adjacent to 118 South Main Street. Dollar Tree is planning to occupy part of the former World of Variety building, but the lease is contingent upon obtaining approval to park and unload a truck for 4 hours on the north side of Park Lane between the hours of 6 a.m. and 11 a.m. Approval of the request would require an amendment to Section 10-1-26(d) of the Code of Ordinances. Staff does not support the Ordinance amendment because 4 hours is an excessive amount of time to park a vehicle on West Park Lane, as the street is very narrow in this area. 4-hour parking will create conflicts on this roadway. The Applicant has suggested changing the request to multiple days of 1-hour loading/unloading on West Park Lane. Russ Hire, representing Dollar Tree, stated they cannot unload their trucks in an hour. It generally takes 3-4 hours. They are willing to take an early morning delivery time. Deliveries would take place only one day per week. Mr. Touchett asked if this was a loading zone at one time. Mr. Sayre stated that it probably was, but it was not meant for loading and unloading for four hours at a time. Ms. Kohl asked if this will be written as a specific exception for a time of day or day per week. She is concerned that early morning deliveries may run into rush hour. Mr. Sayre stated it could be possible to make an exception for a specific time of day, but an exception for a specific day of the week would be difficult. Mr. Touchett is not comfortable with a four-hour loading/unloading time. Ms. Kohl agrees.  Mr. Slaby, President of KSW Construction, suggested that having someone unloading there during the morning rush hour may help prevent people from wanting to turn left onto Park Lane and backing up traffic on Main Street. No action is required by the committee on this item. 5. Discussion and Possible Action Re: A Special Event Permit application from Louis Eifert, Friends of the Verona Senior Center, for a fundraiser at the Verona Senior Center, 108 Paoli Street, on Saturday, July 28, 2018, from 3 p.m. - 7 p.m. Sgt. Friends of the Verona Senior Center are planning a “street dance” fundraising event in the Senior Center parking lot on Saturday, July 28th. A deejay will provide the music, outdoor games will be offered, and a 50/50 raffle and silent auction will be conducted. The dance will take place in the back half of the Senior Center parking lot. Off-street parking will be available in the front half of the parking lot. Sgt. Christensen stated this is the first annual event, which they are hoping to repeat in years to come. The event will be open to all ages. Picnic-style food will be served. No alcohol will be served or consumed at the event. There are no concerns from the Police Department about this event. Motion by Kohl, seconded by Touchett, to approve a Special Event Permit from Louis Eifert, Friends of the Verona Senior Center, for a fundraiser at the Verona Senior Center, 108 Paoli Street, on Saturday, July 28, 2018, from 3 p.m. – 7 p.m. Motion carried 2-0. 6. Discussion and Possible Action Re: A Special Event Permit application from Matthew Giesfeldt for the Mama Goose Memorial Run/Walk on Saturday, August 4, 2018 from 7 a.m. – 11 a.m. This will be the tenth year for the Mama Goose Run/Walk. All proceeds from this event go to the Carbone Cancer Center. The 5K course starts and ends at Veterans Park. Volunteers will be at every corner of the course. 175-200 runners are expected. No traffic control is necessary for this event. There will be a DJ at the end of the route. Motion by Kohl, seconded by Touchett, to approve a Special Event Permit from Matthew Geisfeldt for the Mama Good Memorial Run/Walk on Saturday, August 4, 2018 from 7 a.m. – 11 a.m. Motion carried 2-0. 7.
