CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE JANUARY 28, 2019 VERONA CITY HALL MINUTES 1. Call to order: Heather Reekie called the meeting to order at 6:15 p.m. 2. Roll Call: Heather Reekie, Katie Kohl and Evan Touchett were present. Also present: Police Chief Bernie Coughlin and City Clerk Ellen Clark. 3. Approval of Minutes: Motion by Kohl, seconded by Reekie, to approve the minutes from the January 14, 2019 Public Safety and Welfare Committee meeting. Motion carried 3-0. 4. Discussion and Possible Action Re: A Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license application from Dale Nickels for the Verona Area Community Theater on February 7, 8, 9, 14, 15 and 16, 2019. The Verona Area Community Theater (VACT) is requesting a Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license to serve beer and wine at VACT’s performances of The Odd Couple on February 7, 8, 9, 14, 15 and 16. A licensed bartender will be at the bar at all times. Chief Coughlin has no concerns with granting this license. Motion by Kohl, seconded by Touchett, to recommend to the Common Council to approve a Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license for the Verona Area Community Theater on February 7, 8, 9, 14, 15 and 16, 2019. Motion carried 3-0. 5. Discussion and Possible Action Re: An Intergovernmental Agreement to continue a Police-School Liaison Officer (PSLO) program. Chief Coughlin explained that the agreement has changed in three places from last year’s contract. In Section 13, the words “that require police intervention” are changed to “that result in police intervention”. Section 23 – Data on Citations Issued, and Section 24 – Training – are new items in the agreement. Discussion followed on the types and numbers of calls coming from the school district, types of training done by the PSLO officer, changing to semester-long assignments, and the importance of having an officer on school grounds. The previous PSLO agreement expired June 30, 2018. This agreement between the City of Verona and the Verona Area School District (VASD) continues the PSLO program to June 30, 2019. Motion by Reekie, seconded by Kohl, to recommend to the Common Council to approve an Intergovernmental Agreement to continue a Police-School Liaison Officer (PSLO) program. Motion carried 3-0. 6.
