CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE FEBRUARY 25, 2019 VERONA CITY HALL MINUTES 1. Call to order: Heather Reekie called the meeting to order at 6:15 p.m. 2. Roll Call: Heather Reekie and Katie Kohl were present. Also present: Police Chief Bernie Coughlin, Sgt. Jesse Christensen and City Clerk Ellen Clark. Evan Touchett arrived at 6:18 p.m. 3. Approval of Minutes: Motion by Kohl, seconded by Reekie, to approve the minutes from the January 28, 2019 Public Safety and Welfare Committee meeting. Motion carried 3-0. 4. Discussion and Possible Action Re: Resolution No. R-19-012 amending the fee for City of Verona Special Event Permit. Chief Coughlin explained that the number of special events being held in Verona each year is increasing. We expect this trend to continue. Each event requires a great deal of time and effort by Sgt. Christensen, Chief Coughlin and the City Clerk’s office. The current special event permit fee of $30 does not come close to covering the City’s costs for application processing and event coordination. Therefore, a special event permit fee increase to $150 ($50 for non-profit organizations) is being proposed. Just some of the tasks required from Staff for each special event include:  Guiding applicants through the application process  Reviewing applications for completeness  Processing additional permits (Temporary beer/wine licenses, amplification permits, etc.)  Running background checks  Reviewing event route maps and sketches of event grounds  Coordinating with Public Works and/or Parks Departments  Meeting with event coordinators to discuss public safety on routes and event grounds, and determine the need for Police Department services at the event  Scheduling officers for duty  Posting signs and placing barricades Motion by Kohl, seconded by Touchett, to recommend to the Common Council to approve Resolution No. R-19-012 amending the fee for City of Verona Special Event Permit.
