Call to order: Heather Reekie called the meeting to order at 6:16 p.m. 2. Roll Call: Heather Reekie, Katie Kohl and Evan Touchett were present. Also present: Police Chief Bernie Coughlin, Sergeant Jesse Christensen, City Attorney Bryan Kleinmaier and City Clerk Ellen Clark. 3. Approval of Minutes: Motion by Kohl, seconded by Touchett, to approve the minutes from the December 16, 2019 Public Safety and Welfare Committee meeting. Motion carried 3-0. 4. Public Comment: There was no public comment. Discussion and Possible Action Re: Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license applications from the Verona Area Community Theater, 103 Lincoln Street, for February 13-15 and 20-22, 2020; and May 15-17, 2020 – Dale Nickels, Agent. The Verona Area Community Theater (VACT) is requesting these temporary licenses to serve beer and wine at VACT’s performances of Three Weddings and an Elvis on February 13-15 and 20-22; and The Music Man on May 15-17, 2020. A licensed bartender will be at the bar at all times that alcohol is being sold. Motion by Kohl, seconded by Touchett, to recommend to the Common Council to approve Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license applications from the Verona Area Community Theater, 103 Lincoln Street, for February 13-15 and 20-22, 2020; and May 15-17, 2020 – Dale Nickels, Agent. Motion carried 3-0. 5. Discussion and Possible Action Re: A Special Event Permit application from Bill Martin for the SBR Endurance Performance Winter Wonderland Triathlon on Sunday, February 9, 2020 from 7 am. – 3 p.m. Christensen explained this is a 5K run. Only the running portion of the triathlon will take place on City property. The primary route for the run will be on the bike trail, rather than on City streets. If runners are required to use City streets due to weather or trail conditions, they will run on Bruce and Locust Streets, will run on only one side of the road, and will not impact traffic. Approximately 75 participants will run heats of 12 runners each throughout the day. Christensen reported that one of SBR Endurance Performance’s stakeholders is in debt to the City for services supplied during a 2019 special event. Kleinmaier stated the committee could conditionally approve the permit contingent upon review by City Staff of ordinances relating to satisfaction of outstanding debt. Motion by Reekie, seconded by Kohl, to approve a Special Event Permit application from Bill Martin for the SBR Endurance Performance Winter Wonderland Triathlon on Sunday, February 9, 2020 from 7 a.m. – 3 p.m. contingent upon review by City Staff of ordinances regarding satisfaction of outstanding debt. Motion carried 3-0. 6. Discussion Re: Presentation by Dane County Community Restorative Courts staff. Ron Johnson, Coordinator, and Stephanie Marino, Senior Social Worker, presented an overview of the Dane County Community Restorative Courts (CRC) program.  This is a pre-charge diversion program for 17-25 year olds in Dane County. Eligible crimes include: battery, disorderly conduct, obstructing an officer, theft, and criminal damage to property. Offenders may not have a severe or violent criminal record, and must accept responsibility for the offense. Victims and offenders are brought together through a Circle Process, where offenders sign Repair Harm Agreements. The Agreements consist of contracts containing specific, measurable, and attainable accomplishments with relevant end dates. The program utilizes 300 trained community volunteers, called Peacemakers, throughout Dane County. Touchett asked for the recidivism rate for this program. Johnson replied the program is too young to have captured that rate. Touchett asked what kind of volume the CRC thinks they would get from the City of Verona. Marino replied there is no way for them to know that. There is no data from which to draw. Touchett stated he would like to see some data that relates to the City of Verona, and how this program would help Verona residents. Marino replied it is not her responsibility to provide the data; instead, the responsibility is the City’s. 8. Ellen Clark, City Clerk  ORDINANCE NO. 20-955 AN ORDINANCE AMENDING SECTION 27 of CHAPTER 1 of TITLE 10, MOTOR VEHICLES AND TRAFFIC FOR THE CODE OF ORDINANCES OF THE CITY OF VERONA SECTION 10-1-27 The Common Council of the City of Verona, Dane County, Wisconsin, does ordain that Section 10-1-27(a)(68-69) of the Code or Ordinances of the City of Verona are created to read as follows (language added/language deleted): Sec. 10-1-27 Parking Prohibited Zones (a) Parking Prohibited at All Times. No person shall park, stop or leave standing any vehicle upon any of the following highways or parts of highways: (68) On the west side of Westridge Parkway, beginning from the northern curb line of West Verona Avenue, extending north for a distance of one hundred forty-four (144) feet. (69) On the east side of Westridge Parkway, beginning from the northern curb line of West Verona Avenue, extending north for a distance of one hundred fifty-five (155) feet. All other sections shall remain as previously adopted. The foregoing ordinance was duly adopted by the Common Council of the City of Verona at a meeting held on ____________________.
