1. Call to order: Heather Reekie called the meeting to order at 6:00 p.m.
2. Roll Call: Heather Reekie and Katie Kohl were present. Also present: Police Chief Bernie
Coughlin and City Administrator Adam Sayre. Evan Touchett was absent and excused.
3. Approval of Minutes: Motion by Kohl, seconded by Reekie, to approve the minutes from
the April 12, 2021 Public Safety and Welfare Committee meeting. Motion carried 2-0.
4. Discussion and Possible Action Re: Resolution No. R-21-021 to rename Wall Street to
Victory Lane.
Alderperson Touchett has requested to rename Wall Street to Victory Lane. Staff has no
concerns with the street name change. The proposed street name change requires the
Common Council to approve a Resolution stating this.
Motion by Reekie, seconded by Kohl, to recommend to the Common Council to approve
Resolution No. R-21-021 to rename Wall Street to Victory Lane. Motion carried 2-0.
5. Discussion and Possible Action Re: Ordinance No. 21-976 amending Section 10-1-33 of the
Code of Ordinances relating to traffic and parking regulations on school district grounds.
The proposed Ordinance amendment will establish traffic and parking regulations at the
new High School. The current Ordinance references the former High School, now Badger
Ridge Middle School, and the Ordinances need to be updated. Staff has coordinated with
the High School security team and the District’s construction Senior Project Manager, whom
are comfortable with the proposed changes.
Motion by Reekie, seconded by Kohl, to recommend to the Common Council to approve
Ordinance No. 21-976 amending Section 10-1-33 of the Code of Ordinances relating to
traffic and parking regulations on school district grounds. Motion carried 2-0.
6. Discussion and Possible Action Re: Ordinance No. 21-977 amending Section 10-1-13 of the
Code of Ordinances relating to required stops.
The proposed Ordinance amendment will clean-up the City’s Ordinance language for stop
sign locations to reflect the street name change from Wall Street to Victory Lane.
Motion by Reekie, seconded by Kohl, to recommend to the Common Council to approve
Ordinance No. 21-977 amending Section 10-1-13 of the Code of Ordinances relating to
required stops. Motion carried 2-0.
7. Discussion and Possible Action Re: Ordinance No. 21-978 amending Section 10-1-27 of the
Code of Ordinances relating to parking prohibited zones
The proposed Ordinance amendment will clean-up the City’s Ordinance language for no
parking locations to reflect the street name change from Wall Street to Victory Lane.
Motion by Reekie, seconded by Kohl, to recommend to the Common Council to approve
Ordinance No. 21-978 amending Section 10-1-27 of the Code of Ordinances relating to
parking prohibited zones. Motion carried 2-0.
8. Adjournment: Motion by Reekie, seconded by Kohl, to adjourn at 6:13 p.m. Motion carried

1. Call to order: Heather Reekie called the meeting to order at 5:49 p.m.
2. Roll Call: Heather Reekie, Katie Kohl, and Evan Touchett were present. Also present: Police
Chief Bernie Coughlin, Sergeant Jesse Christensen, and City Administrator Adam Sayre.
3. Approval of Minutes: Motion by Touchett, seconded by Kohl, to approve the minutes from
the February 22, 2021 Public Safety and Welfare Committee meeting. Motion carried 3-0.
4. Discussion and Possible Action Re: A Special Event Permit application from Stacey Burkart,
Verona Area Public Library Director, for the Word on the Street 5K Run/Walk and Kids Run
May 1, 2021.
This is the fifth year for this event. This fundraising event for the Verona Public Library will
occur from 8 a.m. – 12 p.m. on May 1st. The route begins and ends at the Library.
Participants will cross East Verona Avenue at Franklin Street and Lincoln Street. An officer
will be staffed at the Franklin Street crossing location. Sidewalk chalk will be used for
pavement markings.
Christensen shared that the route has changed that they will be using the walkway bridge
by Hometown Circle to cross East Verona Avenue.
Motion by Touchett, seconded by Kohl, to recommend to the Common Council to approve a
Special Event Permit for the Word on the Street 5K Run/Walk and Kids Run on Saturday,
May 1, 2021. Motion carried 3-0.
5. Discussion and Possible Action Re: A Special Event Permit application from Lauren Birkel,
Glacier Edge Elementary PTO, for the Glacier Edge Color Run on Wednesday, May 26, 2021.
This is the fourth year for this event, which is a fundraiser for the Glacier Edge Elementary
School. The event will run from 4 p.m. – 7:30 p.m. The one-mile route begins and ends at
the Glacier Edge playground. There will be color stations along the course at Tower Park
and Tollefson Park. The run will take place on the sidewalks. Approval of this event will be
contingent upon approval by the Parks, Recreation, and Forestry Commission.
Christensen recommended making this contingent upon receiving the Certificate of
Insurance and the background check of the applicant.
Motion by Touchett, seconded by Touchett, to recommend to the Common Council to
approve a Special Event Permit for the Glacier Edge Color Run on Wednesday, May 26,
2021, contingent upon updated certificate of insurance and records check. Motion carried
3-0.
6. Discussion and Possible Action Re: A premises description amendment for the liquor license
of the Hop Haus Brewing Company, LLC, 231 South Main Street, to include the front parking
lot.
Phil Hoechst has applied for a premises description amendment for the liquor license of the
Hop Haus Brewing Company, LLC to include the business’s front parking lot. In March of
2021, the Common Council approved a permanent outdoor seating area for the Hop Haus.
This outdoor area will allow the Hop Haus to serve more customers, while adhering to
required social distancing guidelines.
Coughlin and Christensen met with Hoechst and the building owner and discussed what the
approved conditions are per the Plan Commission approval. Those conditions include:
Fencing shall be consistent with what they already have.
Alcohol consumption shall be limited to inside the fenced in area and inside the
building.
All areas shall be monitored by staff.
The fence shall have a gate that is approved by the Police and Building Inspectors.
There will also be an exit only gate.
Approved hours would be from 7 a.m. to 9 p.m. Sunday – Thursday and 7 a.m. to 10
p.m. Friday and Saturday.
Motion by Kohl, seconded by Touchett, to recommend to the Common Council to approve a
premises description amendment for the liquor license of the Hop Haus Brewing Company,
LLC, 231 South Main Street, to include the front parking lot as depicted in the site plan.
Motion carried 3-0.

RESOLUTION APPROVING WALL STREET
TO BE RENAMED TO VICTORY LANE
WHEREAS, Alderperson Touchett is requesting Wall Street be renamed to
Victory Lane; and
WHEREAS, the changing of street name is pursuant to Section 14-1-70(u)(9) of
the City of Verona Ordinance; and
NOW, THEREFORE, BE IT RESOLVED that the City of Verona Common
Council approves Wall Street to be renamed to Victory Lane.

ORDINANCE NO. 21-976
AN ORDINANCE AMENDING SECTION 10-1-33
OF THE CODE OF ORDINANCES OF
THE CITY OF VERONA
The Common Council of the City of Verona, Dane County, Wisconsin, do ordain
that the Code of Ordinances, City of Verona, Wisconsin is amended as follows:
1. Section 10-1-33, Traffic and Parking Regulations on School District Grounds, is hereby
amended as follows:
(a) Applicability. This section shall apply to all off-highway school premises, school
drives and parking lots of the Verona Area High School premises (hereinafter
referred to as “school premises”). This section shall not apply to motor vehicle
traffic on other public or private streets or highways in the City.
(b) Speed Limit. No person shall operate a motor vehicle on school premises where
motor traffic is permitted at a speed in excess of twenty (20) miles per hour.
(c) Required Stops. The following are required stops on such school premises:
(1) All vehicles proceeding in an easterly direction on the service drive located at
the southeast corner of Lot G shall stop before entering Victory Lane at the
Verona Area High School.
(2) All vehicles proceeding in an easterly direction on the service drive located on
the east side of Lot I at the Verona Area High School shall stop before entering
Wildcat Way.
(3) All vehicles proceeding in an easterly direction on Victory Lane at the Verona
Area High School shall stop before entering Wildcat Way.
(4) All vehicles proceeding in a southerly direction on the service drive located at
the southeast corner of the eastern most parking lot of Lot F shall stop before
entering Victory Lane at the Verona Area High School.
(5) All vehicles proceeding in a southerly direction on the service drive located at
the southwest corner of the eastern most parking lot of Lot F shall stop before
entering Victory Lane at the Verona Area High School.
(6) All vehicles proceeding in a southerly direction on the service drive located on
the south side of the western most parking lot of Lot F shall stop before
entering Victory Lane at the Verona Area High School.
(7) All vehicles proceeding in a southerly direction on the one-way service drive
located on the south side of the parking lot reserved for food service,
custodians, and deliveries shall stop before entering Victory Lane at the
Verona Area High School.
(8) All vehicles proceeding in a southerly direction on the service drive located at
the southeast corner of Lot E shall stop before entering Victory Lane at the
Verona Area High School.
(9) All vehicles proceeding in a westerly direction on the service drive located on
the west side of Lot E shall stop before entering Victory Lane at the Verona
Area High School.
(10) All vehicles proceeding in a northerly direction on the service drive located on
the east side of Lot E, between Victory Lane and Door 12, shall stop at the
intersecting two-way service drive at the Verona Area High School.
(11) All vehicles proceeding in a southerly direction on the service drive located on
the east side of Lot E shall, between Door 12 and Victory Lane, shall stop at the
intersecting two-way service drive at the Verona Area High School.
(12) All vehicles proceeding in a northerly direction on the service drive to Lot H
shall stop before entering Victory Lane at the Verona Area High School.
(13) All vehicles proceeding in a westerly direction on the service drive located at
the northwest corner of Lot D shall stop before entering Victory Lane at the
Verona Area High School.
(14) All vehicles proceeding in a northerly direction on Victory Lane at the Verona
Area High School shall stop before entering West End Circle.
(15) All vehicles proceeding in a westerly direction on the service drive located at
the northwest corner of Lot B at the Verona Area High School shall stop before
entering Victory Lane.
(16) All vehicles proceeding in a southerly direction on the service drive located at
the southwest corner of Lot B at the Verona Area High School shall stop at the
intersecting divided service drive.
(17) All vehicles proceeding in a southerly direction on the service drive located on
the south side of Lot B at the Verona Area High School shall stop at the
intersecting divided service drive.
(18) All vehicles proceeding in a westerly direction on the divided service drive for
the main entrance of Verona Area High School shall stop before entering
Victory Lane.
(19) All vehicles proceeding in a northerly direction on the service drive located at
the northwest corner of Lot A at the Verona Area High School shall stop at the
intersecting divided service drive.
(20) All vehicles proceeding in a northerly direction on the service drive located on
the north side of Lot A at the Verona Area High School shall stop at the
intersecting divided service drive.
(21) All vehicles proceeding in a northerly direction on the service drive located at
the northeast corner of Lot A at the Verona Area High School shall stop at the
intersecting divided service drive.
(d) Parking Limitations. When signs are erected giving notice thereof, no person shall
park, stop or leave standing any vehicle, except temporarily for the purpose of and
while actually engaged in loading or unloading or in receiving or discharging
passengers and while the vehicle is attended by a licensed operator so that it may
be moved promptly in case of an emergency or to avoid obstruction of traffic,
upon any of the following portions of such school premises:
(1) On any portion of Victory Lane at the Verona Area High School.
(2) On any portion of the main entrance service drive into Verona Area High
School, between the intersections of West End Circle and Wildcat Way to the
north and Victory Lane to the west.
(3) Reserved.

(e) One Way Traffic.

(f) State Traffic Forfeiture Laws Adopted. All provisions of Chs. 340 to 349, Wis.
Stats., describing and defining regulations with respect to vehicles and traffic for
which the penalty is a forfeiture only, including penalties to be imposed and
procedures for prosecution, are hereby adopted and by reference made a part of
this Section as if fully set forth herein. Such statutory sections shall be designated
as part of this Code by adding the prefix "10-1-35-" to each State Statute section
number. Any act required to be performed or prohibited by any statute
incorporated herein by reference is required or prohibited by this Section.
(g) Miscellaneous Rules.
(1) No person shall operate a motor vehicle on such school premises at a rapid or
sudden acceleration with the intent of squealing tires or leaving tire marks.
(2) No person shall operate a motor vehicle on such premises across parking lot
islands or parking lot dividers.

(h) Designation of Parking Lots/Authorized Parking.
(1) When signs are erected giving notice thereof, Lot A of the Verona Area High
School is described as the parking facility north of the Main Entrance bordered
by the Fieldhouse to the east, Lot B to the north, and the Aquatic Center to the
west. Only those vehicles displaying a valid visitor parking permit issued by the
Verona Area School District are authorized to park in this facility, on school
days, during school hours.
a. The row of 15 stalls in the far northeast corner of Lot A and the 14 stalls
directly to the south of them are posted and reserved for school
administrators and security staff. Only those vehicles displaying a valid
staff parking permit issued by the Verona Area School District are
authorized to park in the designated area of this facility, on school days,
during school hours. The eastern most stall of the row of 14 stalls is
posted and reserved for the Verona Police Department’s school liaison
officer.
(2) When signs are erected giving notice thereof, Lot B of the Verona Area High
School is described as the parking facility north of Lot A bordered by Victory
Lane to the west, West End Circle to the north, and the tennis courts to the
east. Only those vehicles displaying a valid staff parking permit issued by the
Verona Area School District are authorized to park in this facility, on school
days, during school hours.
(3) When signs are erected giving notice thereof, Lot D of the Verona Area High
School is described as the parking facility west of the Aquatic Center’s main
entrance, bordered by Victory Lane to the west. Only those vehicles displaying
a valid Aquatic Center parking permit issued by the Verona Area School District
are authorized to park in this facility, on school days, during school hours.
(4) When signs are erected giving notice thereof, Lot E of the Verona Area High
School is described as the parking facility south of the Fine Arts Center’s main
entrance bordered by Victory Lane to the west and south and Lot F to the east.
Only those vehicles displaying a valid student parking permit issued by the
Verona Area School District are authorized to park in this facility, on school
days, during school hours.
(5) When signs are erected giving notice thereof, the thirteen parking spaces
south of the gated entrance into the loading dock area of the Verona Area
High School bordered by Victory Lane to the south, Lot E to the west, and Lot F
to the east are reserved for food service, custodians, and deliveries. Only
those vehicles displaying a valid staff parking permit issued by the Verona Area
School District are authorized to park in this facility, on school days, during
school hours.
(6) When signs are erected giving notice thereof, Lot F of the Verona Area High
School is described as the two adjoining parking facilities south of the
greenhouse and Fieldhouse, bordered by Victory Lane to the south, and the
one-way bus drop-off loop to the east. Only those vehicles displaying a valid
student parking permit issued by the Verona Area School District are
authorized to park in this facility, on school days, during school hours.
(7) When signs are erected giving notice thereof, Lot G of the Verona Area High
School is described as the parking facility south of the main softball field,
bordered by Victory Lane to the south and east, and the practice football fields
to the west, and is reserved for the visiting football team’s spectators. This
parking facility has been excluded from authorized parking by permit only until
such time as the district’s parking needs require the use of this parking facility
to be controlled by parking permit.
(8) When signs are erected giving notice thereof, Lot H is described as the parking
facility north of the practice soccer field, bordered by Victory Lane to the
north, the main soccer field to the east, and US Highway 18-151 to the west
and is reserved for the soccer facilities. This parking facility has been excluded
from authorized parking by permit only until such time as the district’s parking
needs require the use of this parking facility to be controlled by parking
permit.
(9) When signs are erected giving notice thereof, Lot I is described as the parking
facility south of the main baseball field bordered by Wildcat Way to the east,
the practice baseball field to the west, and the school forest to the south and
is reserved for the baseball facilities. This parking facility has been excluded
from authorized parking by permit only until such time as the district’s parking
needs require the use of this parking facility to be controlled by parking
permit.
(i) Parking Enforcement Monitor Authorization.
(1) Reserved.

(j) Required Yield.
(1) All vehicles proceeding in westerly and easterly directions on the divided main
entrance service drive of the Verona Area High School shall yield to
pedestrians at the marked and signed pedestrian crosswalk extending from
the sidewalk at the southeast corner of Lot B to the sidewalk at the northwest
corner of the Fieldhouse.
(2) All vehicles proceeding in westerly and easterly directions on the divided main
entrance service drive of the Verona Area High School shall yield to
pedestrians at the marked and signed pedestrian crosswalk extending from
the sidewalk at the main entrance into Lot B to the sidewalk at the northwest
corner of the section of Lot A designated for school administrators and
security staff.
(3) All vehicles proceeding in westerly and easterly directions on the divided main
entrance service drive of the Verona Area High School shall yield to
pedestrians at the marked and signed pedestrian crosswalk extending from
the sidewalk at the southwest corner of Lot B to the sidewalk at the northeast
corner of the Natatorium.
(4) All vehicles proceeding in a southerly direction on the one-way drop-off/pick-
up on the north side of the Verona Area High School shall yield to pedestrians
at the marked and signed pedestrian crosswalk extending from the sidewalk at
the southwest corner of Lot A to the sidewalk at the southeast corner of the
Natatorium.
(5) All vehicles proceeding in a easterly direction on the one-way drop-off/pick-up
on the north side of the Verona Area High School shall yield to pedestrians at
the marked and signed pedestrian crosswalk extending from the sidewalk at
the southeast corner of Lot A to the sidewalk outside the main entrance.
(6) All vehicles stopped at the stop sign on Victory Lane at West End Circle shall
yield to pedestrians at the marked and signed pedestrian crosswalk extending
from the paved pathway at the northwest corner of Lot B to the sidewalk
adjacent to the south side of West End Circle.
(7) All vehicles proceeding in a northerly direction on the one-way exit of the main
entrance to the Verona Area High School shall yield to pedestrians at the
marked and signed pedestrian crosswalk extending from the paved pathway at
the northwest corner of the tennis courts to the sidewalk at the northeast
corner of Lot B.
(8) All vehicles proceeding in easterly and westerly directions on Victory Lane shall
yield to pedestrians at the marked and signed pedestrian crosswalk extending
from the sidewalk at the southwest corner of Lot F to the sidewalk leading to
the paved pathway down to the soccer facility at Verona Area High School.
(9) All vehicles proceeding in easterly and westerly directions on the school bus
drop-off/pick-up on the south side of the Verona Area High School shall yield
to pedestrians at the marked and signed pedestrian crosswalk extending from
the sidewalk at the southeast corner of the greenhouse to the sidewalk at the
northwest corner of Lot F.
(10) All vehicles proceeding in easterly and westerly directions on the school bus
drop-off/pick-up on the south side of the Verona Area High School shall yield
to pedestrians at the marked and signed pedestrian crosswalk extending from
the sidewalks adjacent to the east side of Lot E.
(11) All vehicles stopped at the stop sign on Victory Lane at Wildcat Way shall yield
to pedestrians at the marked and signed pedestrian crosswalk extending from
the paved pathway on the north and south side of Victory Lane and parallel to
the west side of Wild Cat Way.
(12) All vehicles proceeding in northerly and southerly directions on Victory Lane
shall yield to pedestrians at the marked and signed pedestrian crosswalk
extending from the paved pathway adjacent to the southeast corner of Lot G
to the paved pathway on the opposite side of the roadway.
2. All other sections shall remain as previously adopted.
3. This ordinance shall become effective upon passage and publication as required by
law.

AN ORDINANCE AMMENDING SECTION 33 of CHAPTER 1 of TITLE 10,
TRAFFIC AND PARKING REGULATIONS ON SCHOOL DISTRICT GROUNDS
FOR THE CODE OF ORDINANCES
OF THE CITY OF VERONA
SECTION 10-1-33
The Common Council of the City of Verona, Dane County, Wisconsin, does ordain
that Section 10-1-33(a)(1-21) of the Code or Ordinances of the City of Verona are created
to read as follows (language added/language deleted):
Sec. 10-1-33 Traffic and Parking Regulations on School District Grounds
(a) Applicability. This section shall apply to all off-highway school premises,
school drives and parking lots of the Badger Ridge Middle School, Verona Area
High School and Verona Area School District Administration premises (hereinafter
referred to as “school premises”). This section shall not apply to motor vehicle
traffic on other public or private streets or highways in the City.
(b) Speed Limit. No person shall operate a motor vehicle on school premises
where motor traffic is permitted at a speed in excess of twenty (20) miles per hour.
(c) Required Stops. The following are required stops on such school premises:
(1) All vehicles proceeding in a northerly direction on the service drive
located on the east side of the orange color coded parking lot shall stop at
the intersecting westbound one-way service drive bordering the orange
color coded parking lot. All vehicles proceeding in an easterly direction on
the service drive located at the southeast corner of Lot G shall stop before
entering Victory Lane at the Verona Area High School.
(2) All vehicles proceeding in a southerly direction on the easterly service
drive bordering the orange color coded parking lot shall stop before entering
Richard Street. All vehicles proceeding in an easterly direction on the
service drive located on the east side of Lot I at the Verona Area High
School shall stop before entering Wildcat Way.
(3) All vehicles proceeding in a southerly direction on the westerly service
drive bordering the orange color coded parking lot shall stop before entering
Richard Street. All vehicles proceeding in an easterly direction on Victory
Lane at the Verona Area High School shall stop before entering Wildcat
Way.
(4) All vehicles proceeding in an easterly direction from the black color
coded parking lot shall stop before entering the service drive which is an
extension of Westlawn Avenue, fifty-one (51) feet north of the northern
property line of 500 Westlawn Circle. All vehicles proceeding in a
southerly direction on the service drive located at the southeast corner of the
eastern most parking lot of Lot F shall stop before entering Victory Lane at
the Verona Area High School.
(5) All vehicles proceeding in an easterly direction from the service drive
between the Badger Ridge Middle School and the yellow color coded
parking lot, located six hundred thirty-five (635) feet south of the center of
Cross Country Road, shall stop before entering North Main Street (CTH
M). All vehicles proceeding in a southerly direction on the service drive
located at the southwest corner of the eastern most parking lot of Lot F shall
stop before entering Victory Lane at the Verona Area High School.
(6) All vehicles proceeding in a southerly direction on the service drive
between the Badger Ridge Middle School and the yellow color coded
parking lot shall stop before entering the roadway known as the main
entrance drive to the Verona Area School District Administration Building.
All vehicles proceeding in a southerly direction on the service drive located
on the south side of the western most parking lot of Lot F shall stop before
entering Victory Lane at the Verona Area High School.
(7) All vehicles proceeding in an easterly direction on the main entrance
drive to the Verona Area School District Administration Building, located
one thousand one hundred seventy-four (1,174) feet south of the center of
Cross Country Road, shall stop before entering North Main Street (CTH
M). All vehicles proceeding in a southerly direction on the one-way service
drive located on the south side of the parking lot reserved for food service,
custodians, and deliveries shall stop before entering Victory Lane at the
Verona Area High School.
(8) All vehicles proceeding in an easterly direction on the service drive
known as the bus loading drive, located one thousand eight hundred sixty-
seven (1,867) feet south of the center of Cross Country Road, shall stop
before entering North Main Street (CTH M). All vehicles proceeding in a
southerly direction on the service drive located at the southeast corner of
Lot E shall stop before entering Victory Lane at the Verona Area High
School.
(9) All vehicles proceeding in a southerly direction on the service drive
between the Verona High School K Building and Natatorium building shall
stop before entering the westbound one-way service drive bordering the
orange color coded parking lot. All vehicles proceeding in a westerly
direction on the service drive located on the west side of Lot E shall stop
before entering Victory Lane at the Verona Area High School.
(10) All vehicles proceeding in a westerly direction on the one-way service
drive, bordering the eastern most black color coded staff parking lot and
south of the Verona Area High School building, shall stop at a point twelve
(12) feet east of the extension of the eastern curbline of Westlawn Avenue.
All vehicles proceeding in a northerly direction on the service drive located
on the east side of Lot E, between Victory Lane and Door 12, shall stop at
the intersecting two-way service drive at the Verona Area High School.
(11) All vehicles proceeding in a westerly direction on the one-way service
drive bordering Verona Area High School east of the Verona Area High
School K Building shall stop at a point three hundred twenty-six (326) feet
west of the western curb line of North Main Street. All vehicles proceeding
in a southerly direction on the service drive located on the east side of Lot E
shall, between Door 12 and Victory Lane, shall stop at the intersecting two-
way service drive at the Verona Area High School.
(12) All vehicles proceeding in a northerly direction on the service drive to
Lot H shall stop before entering Victory Lane at the Verona Area High
School.
(13) All vehicles proceeding in a westerly direction on the service drive
located at the northwest corner of Lot D shall stop before entering Victory
Lane at the Verona Area High School.
(14) All vehicles proceeding in a northerly direction on Victory Lane at the
Verona Area High School shall stop before entering West End Circle.
(15) All vehicles proceeding in a westerly direction on the service drive
located at the northwest corner of Lot B at the Verona Area High School
shall stop before entering Victory Lane.
(16) All vehicles proceeding in a southerly direction on the service drive
located at the southwest corner of Lot B at the Verona Area High School
shall stop at the intersecting divided service drive.
(17) All vehicles proceeding in a southerly direction on the service drive
located on the south side of Lot B at the Verona Area High School shall
stop at the intersecting divided service drive.
(18) All vehicles proceeding in a westerly direction on the divided service
drive for the main entrance of Verona Area High School shall stop before
entering Victory Lane.
(19) All vehicles proceeding in a northerly direction on the service drive
located at the northwest corner of Lot A at the Verona Area High School
shall stop at the intersecting divided service drive.
(20) All vehicles proceeding in a northerly direction on the service drive
located on the north side of Lot A at the Verona Area High School shall
stop at the intersecting divided service drive.
(21) All vehicles proceeding in a northerly direction on the service drive
located at the northeast corner of Lot A at the Verona Area High School
shall stop at the intersecting divided service drive.
(d) Parking Limitations. When signs are erected giving notice thereof, no person
shall park, stop or leave standing any vehicle, except temporarily for the purpose of
and while actually engaged in loading or unloading or in receiving or discharging
passengers and while the vehicle is attended by a licensed operator so that it may be
moved promptly in case of an emergency or to avoid obstruction of traffic, upon
any of the following portions of such school premises:
(1) On both sides of the entire length of the service drive beginning at
North Main Street, heading in a westerly direction, bordering the residential
area to the south, and the orange color coded lot to the south, then southerly
continuing to border the orange color coded lot ending at the intersection
with Richard Street. On any portion of Victory Lane at the Verona Area
High School.
(2) On both sides of the service drive bordering the east side of the orange
color coded parking lot from Richard Street to the westbound (one-way)
service drive. On any portion of the main entrance service drive into
Verona Area High School, between the intersections of West End Circle
and Wildcat Way to the north and Victory Lane to the west.
(3) On both sides of the service drive between the Badger Ridge Middle
School and the yellow color coded parking lot from North Main Street to
the main entrance drive to the Verona Area School District Administration
Building.
(4) On the south side of the main entrance drive to the Verona Area School
District Administration Building from North Main Street westerly to the
entrance of the green color coded parking lot.
(5) On the north side of the main entrance drive to the Verona Area School
District Administration Building from North Main Street westerly to the
maintenance garage area at the Badger Ridge Middle School.
(6) On the northern border of the green color coded parking lot beginning
at the drive entrance westerly for a distance of one hundred seventy-four
(174) feet.
(7) On the west side of the service drive beginning at the entrance to the
green color coded parking lot northerly for a distance of one hundred forty-
five (145) feet.
(8) On the south side of the black color coded staff parking lot between the
eastern curb line of Westlawn Avenue easterly for a distance of two
hundred ninety (290) feet.
(9) On the north side of the black color coded staff parking lot beginning
at the western curb line of the service drive bordering the black lot, westerly
for a distance of three hundred forty-nine (349) feet.
(10) On the west side of an extension of Westlawn Avenue from the
northern property line of the parcel of 500 Westlawn Circle northerly for a
distance of fifty-one (51) feet.
(e) One Way Traffic.
(1) All vehicles traveling on the service drive for the Verona Area High
School parking lot, beginning at North Main Street, shall proceed in a
westerly direction only, until the drive turns in a southerly direction at the
east side of the Verona Area High School; then all vehicles shall proceed in
a southerly direction until the intersection with Richard Street.
(2) All vehicles traveling on the service drive bordering the black color
coded staff parking lot, shall travel in an easterly direction only, beginning
at Westlawn Avenue, easterly to the turnaround; then all vehicles shall
proceed in a westerly direction only, for a distance of two hundred seventy-
eight (278) feet.
(f) State Traffic Forfeiture Laws Adopted. All provisions of Chs. 340 to 349, Wis.
Stats., describing and defining regulations with respect to vehicles and traffic for
which the penalty is a forfeiture only, including penalties to be imposed and
procedures for prosecution, are hereby adopted and by reference made a part of this
Section as if fully set forth herein. Such statutory sections shall be designated as
part of this Code by adding the prefix "10-1-35-" to each State Statute section
number. Any act required to be performed or prohibited by any statute incorporated
herein by reference is required or prohibited by this Section.
(g) Miscellaneous Rules.
(1) No person shall operate a motor vehicle on such school premises at a
rapid or sudden acceleration with the intent of squealing tires or leaving tire
marks.
(2) No person shall operate a motor vehicle on such premises across
parking lot islands or parking lot dividers.
(3) All vehicles, except authorized school buses, proceeding on the main
entrance drive to the Verona Area School District Administration Building,
shall be restricted from making a turn into the bus loading drive, located
five hundred thirty-eight (538) feet west of the center of North Main Street,
between the hours of 7:00 a.m. and 4:00 p.m. on school days.
(4) All vehicles proceeding in the one-way turn-around loop bordering the
black color coded staff parking lot shall be restricted from making a right
hand turn onto the service drive bordering the orange color coded parking
lot.
(5) All vehicles proceeding in a westerly or easterly direction on the main
entrance drive to the Verona Area School District Administration Building
shall be restricted from making a northbound turn into the western most
entrance to the yellow colored parking lot, which is parallel to the service
drive in front of the Badger Ridge Middle School.
(h) Designation of Parking Lots/Authorized Parking.
(1) When signs are erected giving notice thereof, the orange color coded
parking lot is described as the parking facility north of Richard Street
bordered by the service drive with the K-building of the Verona Area High
School to the north, the Natatorium to the northwest, and the Verona Area
High School and staff parking facility to the west, and the extension of
North Shuman Street to the east. Only those vehicles displaying a valid
student parking permit issued by the Verona Area School District are
authorized to park in this facility, on school days, during school hours.
When signs are erected giving notice thereof, Lot A of the Verona Area
High School is described as the parking facility north of the Main Entrance
bordered by the Fieldhouse to the east, Lot B to the north, and the Aquatic
Center to the west. Only those vehicles displaying a valid visitor parking
permit issued by the Verona Area School District are authorized to park in
this facility, on school days, during school hours.
a. Vehicles which display a Verona Area School District Natatorium
temporary parking permit are authorized to park within the orange
color coded parking lot. The row of 15 stalls in the far northeast
corner of Lot A and the 14 stalls directly to the south of them are
posted and reserved for school administrators and security staff.
Only those vehicles displaying a valid staff parking permit issued by
the Verona Area School District are authorized to park in the
designated area of this facility, on school days, during school hours.
The eastern most stall of the row of 14 stalls is posted and reserved
for the Verona Police Department’s school liaison officer.
(2) When signs are erected giving notice thereof, the black color coded
parking lot is described as the parking lot west of the extension of N.
Marietta St. and south of the Verona Area High School, westerly to the end
of the parking lot. The black color coded parking lot also includes the
northernmost row of parking spaces in the parking lot located to the north of
the Verona Area High School K building, and the parking stalls to the west
of the Verona Area High School K building and north of the Natatorium.
Only those vehicles displaying a valid staff parking permit issued by the
Verona Area School District are authorized to park in this facility, on school
days, during school hours. When signs are erected giving notice thereof, Lot
B of the Verona Area High School is described as the parking facility north
of Lot A bordered by Victory Lane to the west, West End Circle to the
north, and the tennis courts to the east. Only those vehicles displaying a
valid staff parking permit issued by the Verona Area School District are
authorized to park in this facility, on school days, during school hours.
(3) When signs are erected giving notice thereof, the yellow color coded
parking lot is described as the parking facility located at the Badger Ridge
Middle School between the service drive on the west, North Main Street on
the east, and the main entrance to the Verona Area School District
Administration Building on the south. Note: This parking facility has been
excluded from authorized parking by permit only until such time as the
district's parking needs require the use of this parking facility to be
controlled by parking permit. When signs are erected giving notice thereof,
Lot D of the Verona Area High School is described as the parking facility
west of the Aquatic Center’s main entrance, bordered by Victory Lane to
the west. Only those vehicles displaying a valid Aquatic Center parking
permit issued by the Verona Area School District are authorized to park in
this facility, on school days, during school hours.
(4) When signs are erected giving notice thereof, the green color coded
parking lot is described as the parking facility adjacent to, i.e., north, east
and west of the Verona Area School District Administration Building. Note:
This parking facility has been excluded from authorized parking by permit
only until such time as the district's parking needs require the use of this
parking facility to be controlled by parking permit. When signs are erected
giving notice thereof, Lot E of the Verona Area High School is described as
the parking facility south of the Fine Arts Center’s main entrance bordered
by Victory Lane to the west and south and Lot F to the east. Only those
vehicles displaying a valid student parking permit issued by the Verona
Area School District are authorized to park in this facility, on school days,
during school hours.
(5) The parking lot area within the black colored parking lot located west
of the northern extended curb line of Westlawn Avenue, excluding
designated handicapped parking, shall be designated as the following:
When signs are erected giving notice thereof, the thirteen parking spaces
south of the gated entrance into the loading dock area of the Verona Area
High School bordered by Victory Lane to the south, Lot E to the west, and
Lot F to the east are reserved for food service, custodians, and deliveries.
Only those vehicles displaying a valid staff parking permit issued by the
Verona Area School District are authorized to park in this facility, on school
days, during school hours.
a. The first three (3) parking spaces on the southeast side of the
parking lot are reserved for individuals utilizing the Verona Area
High School District Registration office on the southern facing
entryway nearest Door #1 of the Verona Area High School. Vehicles
parked in these spaces will have permits issued by the District
Registration Office and must be displayed on the vehicle's rearview
mirror, on school days, during school hours.
b. The fourth through sixth parking spaces on the southeast side of
the parking lot are by permit only and are reserved for Food Service
employees on school days, from 7:00 a.m. until 12:00 p.m., and will
be visitor parking from 12:00 p.m. to 3:45 p.m.
c. The seventh through twelfth parking spaces on the southeast side
of the parking lot are by permit only and are reserved for Traveling
Staff of the Verona Area School District. The Traveling Staff permit
must be displayed on the vehicle's interior rearview mirror, on
school days, during school hours.
(6) The visitor parking in the orange colored parking lot is described as the
northern most single parking row, immediately south of the Verona Area
High School K Building and Natatorium, excluding designated handicapped
parking spaces. When signs are erected giving notice thereof, Lot F of the
Verona Area High School is described as the two adjoining parking
facilities south of the greenhouse and Fieldhouse, bordered by Victory Lane
to the south, and the one-way bus drop-off loop to the east. Only those
vehicles displaying a valid student parking permit issued by the Verona
Area School District are authorized to park in this facility, on school days,
during school hours.
a. Visitor authorized parking is by permit only, displayed on the
vehicle's interior rearview mirror, on school days, during school
hours. The visitor parking spaces are the fourteen (14) marked
parking spaces between the designated handicapped parking spaces
on the northern most single parking row.
(7) The northwestern most parking space is reserved at all times for
authorized Verona Police Department vehicles. When signs are erected
giving notice thereof, Lot G of the Verona Area High School is described as
the parking facility south of the main softball field, bordered by Victory
Lane to the south and east, and the practice football fields to the west, and is
reserved for the visiting football team’s spectators. This parking facility has
been excluded from authorized parking by permit only until such time as
the district’s parking needs require the use of this parking facility to be
controlled by parking permit.
(8) The visitor parking in the yellow colored parking lot is described as the
western most single parking row, which is parallel to the service drive in
front of the Badger Ridge Middle School, from the northern curb line of the
main entrance to the Verona Area School District Administration Building,
northerly to a point one hundred seventeen (117) feet, for a distance of
ninety (90) feet. Note: This parking facility has been excluded from
authorized parking by permit only until such time as the district's parking
needs require the use of this parking facility to be controlled by parking
permit. When signs are erected giving notice thereof, Lot H is described as
the parking facility north of the practice soccer field, bordered by Victory
Lane to the north, the main soccer field to the east, and US Highway 18-151
to the west and is reserved for the soccer facilities. This parking facility has
been excluded from authorized parking by permit only until such time as
the district’s parking needs require the use of this parking facility to be
controlled by parking permit.
(9) When signs are erected giving notice thereof, Lot I is described as the
parking facility south of the main baseball field bordered by Wildcat Way
to the east, the practice baseball field to the west, and the school forest to
the south and is reserved for the baseball facilities. This parking facility has
been excluded from authorized parking by permit only until such time as
the district’s parking needs require the use of this parking facility to be
controlled by parking permit.
(i) Parking Enforcement Monitor Authorization.
(1) The Chief of Police is hereby authorized to designate Verona Area
School District employees to serve as Parking Enforcement Monitors.
(2) Parking Enforcement Monitors shall have the authority to issue Police
Department-approved Notice of Parking Violation forms, whenever he or
she shall have reason to believe that any parking provision of
Subsection 10-1-33(h) has been violated.
(j) Required Yield.
(1) All vehicles proceeding in westerly and easterly directions on the
divided main entrance service drive of the Verona Area High School shall
yield to pedestrians at the marked and signed pedestrian crosswalk
extending from the sidewalk at the southeast corner of Lot B to the sidewalk
at the northwest corner of the Fieldhouse.
(2) All vehicles proceeding in westerly and easterly directions on the
divided main entrance service drive of the Verona Area High School shall
yield to pedestrians at the marked and signed pedestrian crosswalk
extending from the sidewalk at the main entrance into Lot B to the sidewalk
at the northwest corner of the section of Lot A designated for school
administrators and security staff.
(3) All vehicles proceeding in westerly and easterly directions on the
divided main entrance service drive of the Verona Area High School shall
yield to pedestrians at the marked and signed pedestrian crosswalk
extending from the sidewalk at the southwest corner of Lot B to the
sidewalk at the northeast corner of the Natatorium.
(4) All vehicles proceeding in a southerly direction on the one-way drop-
off/pick-up on the north side of the Verona Area High School shall yield to
pedestrians at the marked and signed pedestrian crosswalk extending from
the sidewalk at the southwest corner of Lot A to the sidewalk at the
southeast corner of the Natatorium.
(5) All vehicles proceeding in a easterly direction on the one-way drop-
off/pick-up on the north side of the Verona Area High School shall yield to
pedestrians at the marked and signed pedestrian crosswalk extending from
the sidewalk at the southeast corner of Lot A to the sidewalk outside the
main entrance.
(6) All vehicles stopped at the stop sign on Victory Lane at West End Circle
shall yield to pedestrians at the marked and signed pedestrian crosswalk
extending from the paved pathway at the northwest corner of Lot B to the
sidewalk adjacent to the south side of West End Circle.
(7) All vehicles proceeding in a northerly direction on the one-way exit of
the main entrance to the Verona Area High School shall yield to pedestrians
at the marked and signed pedestrian crosswalk extending from the paved
pathway at the northwest corner of the tennis courts to the sidewalk at the
northeast corner of Lot B.
(8) All vehicles proceeding in easterly and westerly directions on Victory
Lane shall yield to pedestrians at the marked and signed pedestrian
crosswalk extending from the sidewalk at the southwest corner of Lot F to
the sidewalk leading to the paved pathway down to the soccer facility at
Verona Area High School.
(9) All vehicles proceeding in easterly and westerly directions on the school
bus drop-off/pick-up on the south side of the Verona Area High School
shall yield to pedestrians at the marked and signed pedestrian crosswalk
extending from the sidewalk at the southeast corner of the greenhouse to the
sidewalk at the northwest corner of Lot F.
(10) All vehicles proceeding in easterly and westerly directions on the
school bus drop-off/pick-up on the south side of the Verona Area High
School shall yield to pedestrians at the marked and signed pedestrian
crosswalk extending from the sidewalks adjacent to the east side of Lot E.
(11) All vehicles stopped at the stop sign on Victory Lane at Wildcat Way
shall yield to pedestrians at the marked and signed pedestrian crosswalk
extending from the paved pathway on the north and south side of Victory
Lane and parallel to the west side of Wild Cat Way.
(12) All vehicles proceeding in northerly and southerly directions on
Victory Lane shall yield to pedestrians at the marked and signed pedestrian
crosswalk extending from the paved pathway adjacent to the southeast
corner of Lot G to the paved pathway on the opposite side of the roadway.
All other sections shall remain as previously adopted.

The Common Council of the City of Verona, Dane County, Wisconsin, do ordain that the
Code of Ordinances, City of Verona, Wisconsin is amended as follows:
1. Section 10-1-13 (b) is hereby amended to remove and amend the following:
(173) All vehicles proceeding in a northerly direction on Victory Lane shall stop

AN ORDINANCE AMENDING SECTION 10-1-27
OF THE CODE OF ORDINANCES OF
THE CITY OF VERONA
The Common Council of the City of Verona, Dane County, Wisconsin, do ordain that the
Code of Ordinances, City of Verona, Wisconsin is amended as follows:
1. Section 10-1-27 (a) is hereby amended to remove and amend the following:
(70) On both sides of Victory Lane, beginning from West Verona Avenue,
extending south, to the center of West End Circle.
(71) On both sides of West End Circle, beginning from the center of Victory
Lane, extending west, to include all of West End Circle and its cul-de-sac.
(72) On both sides of West End Circle, beginning from the center of Victory
Lane, extending east, to the center of Wildcat Way and extending north
to West Verona Avenue.
2. This ordinance shall become effective upon passage and publication as required
by law.
