CITY OF VERONA MINUTES PUBLIC SAFETY AND WELFARE COMMITTEE April 12, 2021 Verona City Hall 1. Call to order: Heather Reekie called the meeting to order at 5:49 p.m. 2. Roll Call: Heather Reekie, Katie Kohl, and Evan Touchett were present. Also present: Police Chief Bernie Coughlin, Sergeant Jesse Christensen, and City Administrator Adam Sayre. 3. Approval of Minutes: Motion by Touchett, seconded by Kohl, to approve the minutes from the February 22, 2021 Public Safety and Welfare Committee meeting. Motion carried 3-0. 4. Discussion and Possible Action Re: A Special Event Permit application from Stacey Burkart, Verona Area Public Library Director, for the Word on the Street 5K Run/Walk and Kids Run May 1, 2021. This is the fifth year for this event. This fundraising event for the Verona Public Library will occur from 8 a.m. – 12 p.m. on May 1st. The route begins and ends at the Library. Participants will cross East Verona Avenue at Franklin Street and Lincoln Street. An officer will be staffed at the Franklin Street crossing location. Sidewalk chalk will be used for pavement markings. Christensen shared that the route has changed that they will be using the walkway bridge by Hometown Circle to cross East Verona Avenue. Motion by Touchett, seconded by Kohl, to recommend to the Common Council to approve a Special Event Permit for the Word on the Street 5K Run/Walk and Kids Run on Saturday, May 1, 2021. Motion carried 3-0. 5. Discussion and Possible Action Re: A Special Event Permit application from Lauren Birkel, Glacier Edge Elementary PTO, for the Glacier Edge Color Run on Wednesday, May 26, 2021. This is the fourth year for this event, which is a fundraiser for the Glacier Edge Elementary School. The event will run from 4 p.m. – 7:30 p.m. The one-mile route begins and ends at the Glacier Edge playground. There will be color stations along the course at Tower Park and Tollefson Park. The run will take place on the sidewalks. Approval of this event will be contingent upon approval by the Parks, Recreation, and Forestry Commission. Christensen recommended making this contingent upon receiving the Certificate of Insurance and the background check of the applicant. Motion by Touchett, seconded by Touchett, to recommend to the Common Council to approve a Special Event Permit for the Glacier Edge Color Run on Wednesday, May 26, 2021, contingent upon updated certificate of insurance and records check. Motion carried 3-0. 6. Discussion and Possible Action Re: A premises description amendment for the liquor license of the Hop Haus Brewing Company, LLC, 231 South Main Street, to include the front parking lot. Phil Hoechst has applied for a premises description amendment for the liquor license of the Hop Haus Brewing Company, LLC to include the business’s front parking lot. In March of 2021, the Common Council approved a permanent outdoor seating area for the Hop Haus. This outdoor area will allow the Hop Haus to serve more customers, while adhering to required social distancing guidelines. Coughlin and Christensen met with Hoechst and the building owner and discussed what the approved conditions are per the Plan Commission approval. Those conditions include:  Fencing shall be consistent with what they already have.  Alcohol consumption shall be limited to inside the fenced in area and inside the building.  All areas shall be monitored by staff.  The fence shall have a gate that is approved by the Police and Building Inspectors. There will also be an exit only gate.  Approved hours would be from 7 a.m. to 9 p.m. Sunday – Thursday and 7 a.m. to 10 p.m. Friday and Saturday. Motion by Kohl, seconded by Touchett, to recommend to the Common Council to approve a premises description amendment for the liquor license of the Hop Haus Brewing Company, LLC, 231 South Main Street, to include the front parking lot as depicted in the site plan. Approval of Minutes: Motion by Touchett, seconded by Kohl, to approve the minutes from the February 8, 2021 Public Safety and Welfare Committee meeting. Motion carried 3-0. 4. Discussion and Possible Action Re: Ordinance No. 21-973 amending Section 10-1-12 of the Code of Ordinances reducing the speed limit on Whalen Road. The proposed Ordinance amendment will reduce the speed limit on Whalen Road between Old County Highway PB and Liberty Drive to 25mph. The speed limit east of Liberty Drive to a point 1,315 feet east will be will be 35 mph. The speed limit east of the point will be 45mph. Whalen Road has shared jurisdiction with the Town of Verona. Tentatively, the Town will change the speed limits to match the City’s changes on March 2nd. Motion by Reekie, seconded by Touchett, to recommend to the council to approve Ordinance No. 21-973 amending Section 10-1-12 of the Code of Ordinances reducing the speed limit on Whalen Road. Motion carried 3-0. 5. Discussion and Possible Action Re: An application for a combination “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverages license from N+1 Coffee and Beer Bar, LLC, d/b/a N+1 Coffee and Beer, 507 Bruce Street, Suite 101, Verona, WI 53593, Jessica Laufenberg, Agent. N+1 Coffee and Beer Bar, LLC currently carries Class “B” Fermented Malt Beverage and Class “C” Wine licenses. If this application is approved, the Class “C” Wine license will be replaced by a “Class B” Intoxicating Liquor license, which will allow for the service of any intoxicating liquor (vs. wine only). The current licenses will be surrendered to the City before the new licenses will be issued. Motion by Reekie, seconded by Touchett, to recommend to the council to approve a combination “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverages license from N+1 Coffee and Beer Bar, LLC, d/b/a N+1 Coffee and Beer, 507 Bruce Street, Suite 101, Verona, WI 53593, Jessica Laufenberg, Agent. Motion carried 3-0. 6. Discussion and Possible Action Re: A liquor license premise amendment for N+1 Coffee and Beer Bar located at 507 Bruce Street The property already has a 16’x50’ concrete patio. The applicant will be adding an enclosed fencing and entry area. The fencing would begin from the left side of the entry door to the café (if looking at the building). There would be a one-way swinging door to enter the fenced patio area. On the opposite end of the fenced patio area (east side) there would be a second one-way swinging door for emergency exit. Video monitoring of the patio area would be set up in 4 locations (shown by X in the site plan). A conditional use permit was approved for the premise area in 2018 and the conditions from the 2018 conditional use permit are included as conditions for the premise amendment. Motion by Reekie, seconded by Touchett, to recommend to the Common Council to approve a premise amendment for an outside patio for N+1 Coffee and Beer Bar, LLC, d/b/a N+1 Coffee and Beer, 507 Bruce Street, Suite 101, Verona, WI 53593, Jessica Laufenberg, Agent with the following conditions: 1. The outdoor patio fencing shall be a minimum of 48 inches tall. 2. Alcohol consumption shall be limited to the fenced area around the outdoor patio or inside the building. All areas where alcohol is consumed shall be monitored by Staff. 3. The fence and gate for the outdoor patio shall comply with the requirements from the Police Department and Building Inspector. 4. The exit for the patio shall be labeled as an “exit only”. 5. The use of the outdoor seating rea is permitted to operate from 7:00 a.m. to 10:00 p.m. seven (7) days per week. 6. The Applicant shall obtain all necessary alcohol licensees and operate in conformance to the requirements of the licensees. Motion carried 3-0. 7.
