Call to order: Heather Reekie called the meeting to order at 6:02 p.m. 2. Roll Call: Heather Reekie, Katie Kohl and Evan Touchett were present. Also present:, City Administrator Adam Sayre. 3. Approval of Minutes: Motion by Touchett, seconded by Kohl, to approve the minutes from the December 14, 2020 Public Safety and Welfare Committee meeting. Motion carried 3-0. 4. Discussion and Possible Action Re: A Change of Agent request from Madison Epicureans, LLC, d/b/a Pasqual’s Cantina, 100 Cross Country, Verona, WI 53593 Madison Epicureans, LLC has requested a change of agent for their Class “B” Reserve Liquor License at Pasqual’s Cantina from Seth Wilson to Julie Chamberlin. Motion by Reekie, seconded by Touchett, to recommend to the council to approve a change of agent request from Madison Epicureans, LLC, d/b/a Pasqual’s Cantina, 100 Cross Country, Verona, WI 53593. Ordinance No. 21-973 amending Section 10-1-12 of the Code of Ordinances reducing the speed limit on Whalen Road The proposed Ordinance amendment will reduce the speed limit on Whalen Road between Old County Highway PB and Liberty Drive to 25mph. The speed limit east of Liberty Drive to a point 1,315 feet east will be will be 35 mph. The speed limit east of the point will be 45mph. Whalen Road has shared jurisdiction with the Town of Verona. Tentatively, the Town will change the speed limits to match the City’s changes on March 2nd. Motion: To recommend to the Common Council to approve Ordinance No. 21-973 amending Section 10-1-12 of the Code of Ordinance reducing the speed limit on Whalen Road. 5. Discussion and Possible Action Re: An application for a combination “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverages license from N+1 Coffee and Beer Bar, LLC, d/b/a N+1 Coffee and Beer, 507 Bruce Street, Suite 101, Verona, WI 53593, Jessica Laufenberg, Agent. N+1 Coffee and Beer Bar, LLC currently carries Class “B” Fermented Malt Beverage and Class “C” Wine licenses. If this application is approved, the Class “C” Wine license will be replaced by a “Class B” Intoxicating Liquor license, which will allow for the service of any intoxicating liquor (vs. wine only). The current licenses will be surrendered to the City before the new licenses will be issued. Motion: To recommend to the Common Council to approve a combination Reserve “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverages license for N+1 Coffee and Beer Bar, LLC, d/b/a N+1 Coffee and Beer, 507 Bruce Street, Suite 101, Verona, WI 53593, Jessica Laufenberg, Agent. 6. Discussion and Possible Action Re: A premise amendment for an outside patio for N+1 Coffee and Beer Bar, LLC, d/b/a N+1 Coffee and Beer, 507 Bruce Street, Suite 101, Verona, WI 53593, Jessica Laufenberg, Agent. The property already has a 16’x50’ concrete patio. The applicant will be adding an enclosed fencing and entry area. The fencing would begin from the left side of the entry door to the café (if looking at the building). There would be a one-way swinging door to enter the fenced patio area. On the opposite end of the fenced patio area (east side) there would be a second one-way swinging door for emergency exit. Video monitoring of the patio area would be set up in 4 locations (shown by X in the site plan). A conditional use permit was approved for the premise area in 2018 and the conditions from the 2018 conditional use permit are included as conditions for the premise amendment. Motion: To recommend to the Common Council to approve a premise amendment for an outside patio for N+1 Coffee and Beer Bar, LLC, d/b/a N+1 Coffee and Beer, 507 Bruce Street, Suite 101, Verona, WI 53593, Jessica Laufenberg, Agent with the following conditions: 1. The outdoor patio fencing shall be a minimum of 48 inches tall. 2. Alcohol consumption shall be limited to the fenced area around the outdoor patio or inside the building. All areas where alcohol is consumed shall be monitored by Staff. 3. The fence and gate for the outdoor patio shall comply with the requirements from the Police Department and Building Inspector. 4. The exit for the patio shall be labeled as an “exit only”. 5. The use of the outdoor seating rea is permitted to operate from 7:00 a.m. to 10:00 p.m. seven (7) days per week. 6. The Applicant shall obtain all necessary alcohol licensees and operate in conformance to the requirements of the licensees. .  ORDINANCE NO. 21-973 AN ORDINANCE AMENDING SECTION 10-1-12 OF THE CODE OF ORDINANCES OF THE CITY OF VERONA The Common Council of the City of Verona, Dane County, Wisconsin, do ordain that the Code of Ordinances, City of Verona, Wisconsin is amended as follows: 1. Section 10-1-12 is hereby amended to add the following paragraph (o): (o) Thirty-five (35) miles per hour on Whalen Road from its intersection with Liberty Drive easterly to a point 1,315 feet and resuming the forty-five (45) miles per hour easterly to a point 1,887 feet to the City of Verona boundary. 2. This ordinance shall become effective upon passage and publication as required by law. (d) Thirty-five (35) miles per hour on North Main Street from its intersection with Cross Country Road northerly to the corporate limits of the City of Verona. (e) Thirty (30) miles per hour on Cross Country Road, easterly and westerly, within the corporate limits of the City of Verona. (f) Forty-five (45) miles per hour on South Main Street/CTH M from its southern corporate limits of the City of Verona westerly and northerly to its intersection with Prairie Heights Drive. (g) Thirty-five (35) miles per hour on South Main Street from its intersection with Prairie Heights Drive, westerly and northerly to its intersection with Locust Drive. (h) Thirty-five (35) miles per hour on West Verona Avenue from a point four hundred (400) feet west of its intersection with Rita Avenue westerly to its intersection with Cross Country Road. (i) Thirty-five (35) miles per hour on Epic Lane from its intersection with Verona Avenue northerly and westerly to its intersection with Country View Road. (j) Thirty-five (35) miles per hour on Northern Lights from its intersection with Epic Lane northerly to its intersection with CTH PD.
