Call to order: Heather Reekie called the meeting to order at 6:31 p.m. 2. Roll Call: Heather Reekie, Phil Hoechst, and Evan Touchett. Also present: Police Chief Bernie Coughlin, City Clerk Holly Licht, and City Administrator Adam Sayre. 3. Public Comments: None 4. Approval of Minutes from the October 11, 2021 Public Safety and Welfare Committee meeting. Motion by Touchett, seconded by Hoechst to approve October 11, 2021 Pubic Safety and Welfare Committee meeting. Motion carried 3-0. 5. Discussion and Possible Action Re: An application for a Class “B” Fermented Malt Beverage and “Class C” Wine license from Mr. Brews Taphouse IX, LLC, d/b/a Mr. Brews Taphouse located at 611 Hometown Cir., Suite 104, Jaye Clemmons, Agent There is a change of ownership for Mr. Brew’s Taphouse. The new owner is applying for a Class “B” Fermented Malt Beverage and “Class C” Wine license. The applicant was issued a provisional license and the previous owner surrendered their license on October 18, 2021. Staff recommend approval of the license. Motion by Reekie, seconded Touchett to recommend that council approve an application for a Class “B” Fermented Malt Beverage and “Class C” Wine license from Mr. Brews Taphouse IX, LLC, d/b/a Mr. Brews Taphouse located at 611 Hometown Cir., Suite 104, Jaye Clemmons, Agent. Motion carried 3-0. 6. Discussion and Possible Action Re: An application for a Class “B” Fermented Malt Beverage and “Class C” Wine license from Little John’s Restaurant, d/b/a Little John’s Restaurant located at 411 Prairie Heights Dr., Jennifer Zisser, Agent The applicant is applying for a Class “B” Fermented Malt Beverage and “Class C” Wine license for their nonprofit restaurant. The restaurant is in the form Heights building. Staff recommends approval of the license contingent upon final inspection and approval from the Fire Department.  Motion by Reekie, seconded by Touchett to recommend that council approve an application for a Class “B” Fermented Malt Beverage and “Class C” Wine license from Little John’s Restaurant, d/b/a Little John’s Restaurant located at 411 Prairie Heights Dr., Jennifer Zisser, Agent contingent upon final inspection and approval from the Fire Department. Discussion and Possible Action Re: Ordinance No. 21-989 amending Section 10-1-26(c) (5) of the Code of Ordinances, relating to parking restrictions on Westlawn Circle This was a request of the VASD to assist with the hazardous situation that is occurring when people are circumventing VASD recommendations and using Westlawn Circle for dropping off and picking up children from Badger Ridge Middle School, Core Knowledge Charter School and Verona Are International School. This revision is consistent with many other adjacent streets. Motion by Reekie, seconded by Hoechst to recommend that council approve Ordinance No. 21-989 amending Section 10-1-26(c) (5) of the Code of Ordinances, relating to parking restrictions on Westlawn Circle. Motion carried 3-0. 8. Discussion and Possible Action Re: Ordinance No. 21-990 amending Section 10-1-13 of the Code of Ordinances, Required Stops The Police Department and Public Works Department are requesting these additions to the ordinances due to new stages of development. Motion by Reekie, seconded by Touchett to recommend that council approve Ordinance No. 21-990 amending Section 10-1-13 of the Code of Ordinances, Required Stops. Motion carried 3-0. 9. Discussion and Possible Action Re: A temporary premises description amendment for n+1 Coffee and Beer, LLC d/b/a (n+1) Café, located at 507 Bruce Street for the Christkindlmarkt on November 27th from 10 a.m.-5p.m. (n+1) is requesting a temporary premises description amendment for a 1-day Christmas market. There will be 15 vendors/makers and 4 food trucks. Alcohol will be served on premise and consumed outdoors within the confines of the barricaded premise. All customers will need to enter through the café to access the market. Discussion and Possible Action Re: Ordinance No. 21-992 Amending Section 10-1-26(c) of the Code of Ordinances, relating to parking restrictions This ordinance amendment is possible and in response to the Sugar Creek Elementary school moving locations from 420 Church Avenue to 740 N. Main Street. The former building has been vacated and there are plans to develop this property. This ordinance revision will create additional on street public parking on Church and Grove Avenues Motion: To recommend that council approve Ordinance No. 21-992 Amending Section 10- 1-26(c) of the Code of Ordinances, relating to parking restrictions. TO : City of Verona FROM : (n+1) café (Jessica Laufenberg), 507 Bruce St, Verona, WI 53593 DATE : September 27, 2021 RE : one day permit for Christkindlmarkt We are applying for a one-day special permit to host a Christkindlmarkt at our business location at 507 Bruce St, in our parking lot, on Saturday, November 27th, 2021. The event will be from 10am – 5pm. Our goal is to host a positive and safe experience for our customers. There will be 15 vendors/makers who will sell their goods during the market. The event will embrace the outdoors for the day. It will be festive, holiday and all things in between. Think German/Austrian Christkindlmarkts and all-around Europe. There will be up to 4 food trucks serving food. There will be alcohol served on premise to be consumed in and outdoors (within the confines of the barricaded market area). Each vendor will have a 10’x10’ tent with 8-10’between each tent, within the market area. Set-up for the event will begin, Friday, November 26 with tents, Christmas trees and holiday lights hung. On event day, Saturday, vendors/makers will arrive between 7am – 9am to stage their areas. The map provided shows an aerial view of how the market will flow on our property. All customers of the event will need to enter the café entrance on the west side of the building. This is the only entry point to have access to the outdoor event. Customers will walk through the building to an enclosed outdoor area in the back parking lot. The parking lot will be enclosed with crowd control barricades and the exterior of two buildings on the property. There will be music played as background music, no live bands. We would like to have 3-5 small fire pits (2’ in diameter) that are 1’ from the ground, with firewood burning. Please advise on needs for this or recommendations. OTHER – n We do not need any roads closed. n We would like to serve alcohol in the enclosed market area/parking lot.
