Call to order: Heather Reekie called the meeting to order at 6:00 p.m. 2. Roll Call: Heather Reekie and Evan Touchett. Also present: Police Chief Bernie Coughlin, Deputy City Clerk Kayla Martin, and Sergeant Jesse L. Christensen. 3. Public Comments: None 4. Approval of the minutes from the October 25, 2021 Public Safety and Welfare Committee meeting. Motion by Touchett, seconded by Reekie to approve October 25, 2021 Public Safety and Welfare Committee meeting minutes. Motion carried 2-0. 5. Discussion and Possible Action Re: A temporary premises description amendment for n+1 Coffee and Beer, LLC d/b/a (n+1) Café, located at 507 Bruce Street for the Christkindlmarkt on November 27th from 10 a.m. - 5 p.m. (n+1) is requesting a temporary premises description amendment for a one (1)-day Christmas market. There will be 15 vendors and makers and four (4) food trucks. Alcohol will be served on premise and consumed outdoors within the confines of the fenced premise. All customers will need to enter through the café to access the market. Christensen met with Jessica Laufenberg, owner of café, and is comfortable with the plan. There will be white metal fencing around the area and most of the event will take place behind the building. Motion by Reekie, seconded Touchett to recommend that Council approve a temporary premises description amendment for n+1 Coffee and Beer, LLC d/b/a (n+1) Café, located at 507 Bruce Street for the Christkindlmarkt on November 27 th from 10 a.m. - 5 p.m. Motion carried 2-0. 6. Discussion and Possible Action Re: Ordinance No. 21-992 amending Section 10-1-26(c) of the Code of Ordinances, relating to parking restrictions This ordinance amendment is possible and in response to the Sugar Creek Elementary school moving locations from 420 Church Avenue to 740 North Main Street. The former  building has been vacated and there are plans to develop this property. This ordinance revision will create additional on-street public parking on Church and Grove Avenues. All other roads will remain as is. Motion by Touchett, seconded by Reekie to recommend that Council approve Ordinance No. 21-992 amending Section 10-1-26(c) of the Code of Ordinances, relating to parking restrictions. Motion carried 2-0. 7. Discussion and Possible Action Re: Public comment on the City’s draft municipal mitigation strategies that are part of the Dane County Natural Mitigation Plan Coughlin explained that this item is intended to seek public comment on these draft mitigation strategies is just informational and is required as part of the approval process. Verona’s participation in this initiative may also result in FEMA funding. The four (4) municipal mitigation strategies proposed are continuing flood plain management, generator enhancement project to assist with water towers, radio equipment, and heating and cooling shelters, storm water quantitative management study to analyze the City storm water conveyance system and management, and urban tree canopy and tree and vegetation management. 8. Verona Ave. Kwik Trip #837 has requested a change of agent from Tracy Alvey to Melissa Williamson. A background check has been completed and there are no issues. Motion: To recommend that the council approve a change of agent request from Kwik Trip, Inc., d/b/a Kwik Trip #837 located at 400 E. Verona Ave. 2. Discussion and Possible Action Re: Ordinance No. 21-994 Amending Section 10-1-13 of the Code of Ordinances related to stop signs This ordinance is a request from Public Works to add stop signs as the development enters new phases of construction. Motion: To recommend that the council approve Ordinance No. 21-994 Amending Section 10-1-13 of the Code of Ordinances related to stop signs. 3. Discussion and Possible Action Re: Ordinance No. 21-995 Amending Section 10-1-26 of the Code of Ordinances relating to parking prohibited during certain periods This ordinance limits parking near Country View Elementary on Tamarack Way. Parents are parking here to pick up children after school which is limiting the field of vision for other drivers/pedestrians making it unsafe.
