Call to order: Reekie called the meeting to order at 6:31 p.m. 2. Roll Call: Heather Reekie, Evan Touchett, and Phil Hoechst were present. Also present: City Administrator Adam Sayre, Police Chief Bernie Coughlin, Sergeant Jesse Christensen, City Clerk Holly Licht, City Attorney Bryan Kleinmaier, and Public Works Director Theran Jacobson. 3. Public Comments • Rye Kimmett, 692 Aspen Ave., spoke in support of decriminalizing drugs. She stated that drug arrests have spiked in the past the few years. She added that while minorities make up less than 10% of Verona’s population, over 50% of drug arrests are of people of color. • Jamie William, 1171 Canterbury Pass, spoke in support of decriminalizing of drugs. • Mara Helmke, 460 Daisy Ct., stated that she was interested investigating lessening the fines for marijuana. • Kate Cronin, 204 N Shuman St., stated that she would like the committee to take a look at the parking surrounding the middle school. She added the homes in that area are older and have short driveways and small garages, and they could use more street parking. • Resident at 314 S. Main, would like to support the decriminalization of marijuana. 4. Approval of Minutes from the January 14, 2022 Public Safety and Welfare Committee meeting. Motion by Touchett, seconded by Hoechst to approve the January 14, 2022 Public Safety and Welfare Committee minutes with the correction of the spelling of Christensen. Motion carried 3-0. 5. Discussion and Possible Action Re: A Special Event Permit application from Stacey Burkart, Verona Area Public Library Director, for the Word on the Street 5k Run/Walk on Saturday, April 30, 2022 Sergeant Christensen stated that there are no changes in the route from previous years. He said the biggest concern was the intersection of W. Verona Ave. and Franklin St.; there will be an officer at the intersection for safety. Motion by Reekie, seconded by Hoechst to approve A Special Event Permit application from Stacey Burkart, Verona Area Public Library Director, for the Word on the Street 5k Run/Walk on Saturday, April 30, 2022. Motion carried 3-0. 6. Discussion and Possible Action Re: A Special Event Permit application from Lauren Birkel, Glacier Edge Elementary PTO, for the Glacier Edge Color Run on Wednesday, May 4, 2022 Christensen stated that the event is held on the sidewalk. There will be several volunteers to assist students in crossing the street. An application was also submitted to the Parks Department. They will be throwing non-toxic colored power, that will be cleaned up after. Motion by Reekie, seconded by Touchett to approve a Special Event Permit application from Lauren Birkel, Glacier Edge Elementary PTO, for the Glacier Edge Color Run on Wednesday, May 4, 2022 contingent upon background check approval and receiving the certificate of insurance. Motion carried 3-0. 7. Discussion Re: Parking issues near Badger Ridge Middle School Chief Coughlin stated that they started to educate the public last fall of the areas of no parking; they distributed the map provided by the school district when trying to educated people. He added that the afternoon pick-up is much more severe since people are waiting longer to pick up their children. They started issuing warning and citations earlier this year. He added that the parking lot creates queuing problems which backs up onto Main St. Chief stated that since they use both doors 1 and 5, there are 2 routes of traffic crossing and causing backups. Touchett suggested matching the no parking sides with the alternate –side winter parking rules. Coughlin stated it was probably too confusing. Chief stated that we should consider increasing parking citations to better deter. Reekie stated the problem could lessen if more kids rode the bus. Touchett suggested making some of the streets one-way. Jess Billmeyer stated that Shuman could be one-way in bound and Marietta could be one-way outbound. You would probably have longer waits leaving the school in the morning and turning left onto Main St. Jacobson stated that they recommended to the school district to have one way traffic in the parking lot. He stated that the biggest problem is the volume of cars. Reekie stated that the City and the District need to meet to discuss before expending more resources on the problem. Touchett stated that we should consider the one-way streets, research parking citation fees in other communities, talk with the school, and a potential survey to parents asking if they would use the bus if the boundaries were changed. 8. Discussion Re: Marijuana and drug decriminalization in the City of Verona Kimmett stated that criminalizing drugs doesn’t make them any safer. She stated that people are still are going to continue using them. She added that when she went door to  door for signatures, decriminalizing marijuana was a topic that was brought up by constituents. She added that drug arrests and citations in the City disproportionally affects people of color and people of color make up a small percentage of the City’s population. Reekie suggested waiting to see what the does regarding marijuana. Attorney Kleinmaier stated that he doesn’t believe the city has power to decriminalize any drugs. The city does have the ability lower the penalty for marijuana possession. Misdemeanors and felonies are not handled by the City; they are handled by the District Attorney. He added if the Common Council decriminalizes drugs, the elected officials could be in violation of their oath, Sergeant Christensen stated that currently, nothing less than 1 ounce is charged as a crime in Dane County. Chief Coughlin stated most of what the police department does is reactionary, and drug related arrests are usually secondary. Touchett said, if anything, the City should lobby at the state level. Hoechst stated he did not support it. Reekie stated she needed more information. Touchett would like to see if how many arrests/tickets are secondary and drill down into the data a little more. 9. Discussion and Possible Action Re: An application for a Reserve “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverage license from Hodge Podge, LLC, d/b/a Hodge Podge located at 160 Keenan Ct., Suite 1, Katelynn Gibbons, Agent The applicant is applying for a Reserve “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverage license. The cocktail lounge/café is expected to open June 1st. Staff recommends approval of the license, excluding the patio from the premise description and contingent upon payment of license fees and final approvals from the Fire Department and Building Inspector. Motion: Recommend that the Common Council approve an application for a Reserve “Class B” Intoxicating Liquor and Class “B’ Fermented Malt Beverage license from Hodge Podge, LLC, d/b/a Hodge Podge located at 160 Keenan Ct., Suite 1, Katelynn Gibbons, Agent, excluding the patio from the premise description and contingent upon payment of license fees and final approvals from the Fire Department and Building Inspector. 2. Discussion and Possible Action Re: A change of agent request from Kwik Trip, Inc. d/b/a Kwik Trip #1075, located at 233 Wildcat Way Kwik Trip #1075 has requested a change of agent from Juan Primo to Danielle Kaun. A background check has been completed and no issues were identified. Staff recommends approval. Motion: Recommend that the Common Council approve a change of agent request from Kwik Trip, Inc. d/b/a Kwik Trip #1075, located at 233 Wildcat Way. 3. Discussion and Possible Action Re: Ordinance No. 22-1007 Amending Section 10-1-33 of the Code of Ordinances, Traffic and Parking Regulations on School District Grounds This ordinance is to help resolve ongoing parking issues at the new High School. Chief Coughlin and VAHS Security Lead Corey Saffold worked together to draft the new ordinance to help alleviate the current parking and traffic issues. Motion: Recommend that the Common Council approve Ordinance No. 22-1007 Amending Section 10-1-33 of the Code of Ordinance, Traffic and Parking Regulations on School District Grounds. 4. Discussion Re: Chicken Licensing Staff is requesting direction on how to proceed with chicken licensing. In 2019 we issued 10 chicken licenses and the number has decreased every year since. In 2022 we have only issued 1 chicken license. We know that there are many people who have chickens in the City but are not licensing them. If we were to eliminate the licensing requirement, chicken owners would still need to register with DATCP, per state statute. 1,362 SQ. FT. INDOOR SPACE WITH CAFE AND COCKTAIL BAR, TWO ADA BATHROOMS, ONE STORAGE ROOM, AND THE REST AS OPEN-CONCEPT SEATING. THERE IS AN OUTDOOR PATIO THAT WILL BE FURNISHED WITH FENCING, APPROXIMATELY 600 SQ.FT.  ORDINANCE NO. 22-1007 AN ORDINANCE AMMENDING SECTION 33 of CHAPTER 1 of TITLE 10, TRAFFIC AND PARKING REGULATIONS ON SCHOOL DISTRICT GROUNDS FOR THE CODE OF ORDINANCES OF THE CITY OF VERONA SECTION 10-1-33 The Common Council of the City of Verona, Dane County, Wisconsin, does ordain that Section 10-1-33(a)(1-21) of the Code or Ordinances of the City of Verona are created to read as follows (language added/language deleted): Sec. 10-1-33 Traffic and Parking Regulations on School District Grounds (h) Designation of Parking Lots/Authorized Parking. (1) When signs are erected giving notice thereof, Lot A East of the Verona Area High School is described as the parking facility north of the Main Entrance bordered by the Fieldhouse to the east, Lot B to the north, and the Aquatic Center Lot A West to the west. Only those vehicles displaying a valid visitor parking permit or valid staff permit issued by the Verona Area School District are authorized to park in this facility, on school days, during school hours. a. The row of 15 stalls in the far northeast corner of Lot A and the 14 stalls directly to the south of them are posted and reserved for school administrators and security staff. Only those vehicles displaying a valid staff parking permit issued by the Verona Area School District are authorized to park in the designated area of this facility, on school days, during school hours. The eastern most stall of the row of 14 stalls is posted and reserved for the Verona Police Department’s school liaison officer. (2) When signs are erected giving notice thereof, Lot A West of the Verona Area High School is described as the parking facility bordered by the Aquatic Center to the west, Lot A East to the east, and Lot B to the north. Only those vehicles displaying a valid staff parking permit issued by the Verona Area School District are authorized to park in this facility, on school days, during school hours. (2) (3) When signs are erected giving notice thereof, Lot B of the Verona Area High School is described as the parking facility north of Lot A bordered by Victory Lane to the west, West End Circle to the north, and the tennis courts to the east. Only those vehicles displaying a valid staff parking permit issued by the Verona Area School District are authorized to park in this facility, on school days, during school hours. (3) (4) When signs are erected giving notice thereof, Lot D of the Verona Area High School is described as the parking facility west of the Aquatic Center’s main entrance, bordered by Victory Lane to the west. Only those vehicles displaying a valid Aquatic Center parking permit or valid staff permit issued by the Verona Area School District are authorized to park in this facility, on school days, during school hours. (5) When signs are erected giving notice thereof, the thirteen parking spaces south of the gated entrance into the loading dock area of the Verona Area High School bordered by Victory Lane to the south, Lot E to the west, and Lot F to the east are reserved for food service, custodians, and deliveries. Only those vehicles displaying a valid staff parking permit issued by the Verona Area School District are authorized to park in this facility, on school days, during school hours. When signs are erected giving notice thereof, Lot E of the Verona Area High School is described as the parking facility south of the Fine Arts Center’s main entrance bordered by Victory Lane to the west and south and Lot J to the east. Only those vehicles displaying a valid student parking permit issued by the Verona Area School District are authorized to park in this facility, on school days, during school hours. (6) When signs are erected giving notice thereof, Lot F of the Verona Area High School is described as the two adjoining parking facilities south of the greenhouse and Fieldhouse, bordered by Victory Lane to the south, and the one-way bus drop-off loop to the east. Only those vehicles displaying a valid student parking permit issued by the Verona Area School District are authorized to park in this facility, on school days, during school hours. (7) When signs are erected giving notice thereof, Lot G of the Verona Area High School is described as the parking facility south of the main softball field, bordered by Victory Lane to the south and east, and the practice football fields to the west, and is reserved for the visiting football team’s spectators. This parking facility has been excluded from authorized parking by permit only until such time as the district’s parking needs require the use of this parking facility to be controlled by parking permit. (8) When signs are erected giving notice thereof, Lot H is described as the parking facility north of the practice soccer field, bordered by Victory Lane to the north, the main soccer field to the east, and US Highway 18-151 to the west and is reserved for the soccer facilities. This parking facility has been excluded from authorized parking by permit only until such time as the district’s parking needs require the use of this parking facility to be controlled by parking permit.  (9) When signs are erected giving notice thereof, Lot I is described as the parking facility south of the main baseball field bordered by Wildcat Way to the east, the practice baseball field to the west, and the school forest to the south and is reserved for the baseball facilities. This parking facility has been excluded from authorized parking by permit only until such time as the district’s parking needs require the use of this parking facility to be controlled by parking permit. (10) When signs are erected giving notice thereof, the Lot J of the Verona Area High School is described as the three rows of parking stalls south of the gated entrance into the loading dock area south of the Verona Area High School bordered by Victory Lane to the south, Lot E to the west, and Lot F to the east. Only those vehicles displaying a valid staff parking permit issued by the Verona Area School District are authorized to park in this facility, on school days, during school hours.
