MINUTES
September 26, 2022
1. Call to order: Reekie called the meeting to order at 6:30 p.m.
2. Roll Call: Heather Reekie, Evan Touchett and Phil Hoechst were present. Also present:
Sergeant Matt Lovell and Deputy City Clerk Kayla Truman.
3. Public Comments: None
4. Approval of Minutes from the August 22, 2022 Public Safety and Welfare Committee
meeting.
Motion by Touchett, seconded by Hoechst to approve the minutes from the August 22,
2022 Public Safety and Welfare Committee minutes. Motion carried 3-0.
5. Discussion and Possible Action Re: An application for a Reserve “Class B” Intoxicating
Liquor and Class “B” Fermented Malt Beverage license from Ramirez Zuniga, LLC, d/b/a
La Penca, located at 611 Hometown Circle, Jesus Ramirez Zuniga Agent
The applicant is applying for a Reserve “Class B” Intoxicating Liquor and Class “B”
Fermented Malt Beverage license for a restaurant located in the former Mr. Brew’s
Taphouse. The applicant operates another location in Madison. Staff recommends
approval of the license contingent upon receipt of payment and final Building Inspector
and Fire Department approval.
Zuniga shared that he hopes to open around October 20 th.
Motion by Touchett, seconded by seconded by Hoechst to recommend that the
Common Council approve the application for a Reserve “Class B” Intoxicating Liquor and
Class “B” Fermented Malt Beverage license from Ramirez Zuniga, LLC, d/b/a La Penca,
located at 611 Hometown Circle, Jesus Ramirez Zuniga Agent contingent upon payment
of the license and final Building Inspector and Fire Department approval. Motion
carried 3-0.
6. Discussion and Possible Action Re: Special event permit application and Temporary Class
“B” Fermented Malt Beverage/ “Class B” Wine license from Patrick Timmerman, Verona
Little League, for the Beer and Bags for Balls event on Saturday, October 15, 2022 from
3:00-7:00 p.m.
The Verona Little League will be hosting a beer and wine tasting along with a cornhole
tournament as fundraiser for building and field improvements. This is a 21+ event only.
IDs will be checked, and wristbands will be provided. There will also be food tucks. Staff
recommends approval contingent upon receipt of a certificate of insurance and issuance
of an operator license for the event.
Sergeant Lovell shared that the league was very nice to work with and that there is a
change where the event is held. This year it will be held in one of the ball diamonds not
in between the diamonds.
Motion by Reekie, seconded by Touchett to recommend that the Common Council
approve a Special event permit application and Temporary Class “B” Fermented Malt
Beverage/ “Class B” Wine license from Patrick Timmerman, Verona Little League, for the
Beer and Bags for Balls event on Saturday, October 15, 2022 from 3:00-7:00 p.m.
contingent upon receipt of certificate of insurance and issuance of an operator license
for the event. Motion carried 3-0.
7. Adjournment: motion by Reekie, seconded by Touchett to adjourn at 6:37 p.m. Motion
carried 3-0.

1. Call to order: Touchett called the meeting to order at 6:31 p.m.
2. Roll Call: Evan Touchett and Phil Hoechst were present. Heather Reekie was absent and
excused. Also present: Sergeant Matt Lovell, Lieutenant Dave Dresser, and City Clerk
Holly Licht.
3. Public Comments
4. Approval of Minutes from the July 25, 2022 Public Safety and Welfare Committee
meeting.
Motion by Touchett, seconded by Hoechst to approve the minutes from the July 25,
2022 Public Safety and Welfare Committee minutes. Motion carried 2-0.
5. Discussion and Possible Action Re: Special event permit application and Temporary Class
“B” Fermented Malt Beverage license from Simeon Alder for the Madison 56ers Fall
Invitational on Friday, September 9th-Sunday, September 11th
The Madison 56ers will be selling beer at Reddan Soccer Park during their fall
invitational. Service will be in plastic cups, the area will be fenced with a single layer,
one in/out point, IDs will be checked by club volunteers, and they are requesting an
officer onsite to direct traffic.
Motion by Touchett, seconded by seconded by Hoechst to approve a Special event
permit application and Temporary Class “B” Fermented Malt Beverage license from
Simeon Alder for the Madison 56ers Fall Invitational on Friday, September 9 th-Sunday,
September 11th, contingent upon receipt of insurance and issuance of an operator
license for the event. Motion carried 2-0.
6. Discussion and Possible Action Re: A special event permit application from Ryan
Richards, World Triathlon Corp, for Ironman Wisconsin on Sunday, September 11 th from
8 a.m.-5:00 p.m.
The cycling portion of the Ironman Wisconsin Race will pass through Verona twice. The
first cyclist is expected to pass through the City around 8 a.m. and the last cyclist will
pass through around 5:00 p.m. There will be several road closures and multiple officers
directing traffic. Electronic sign boards will be placed on Main St. and E. Verona Ave.
prior to the race to notify motorists of the race.
Motion by Touchett, seconded by Hoechst to approve a special event permit application
from Ryan Richards, World Triathlon Corp, for Inronman Wisconsin on Sunday,
September 11th from 8 a.m.-5:00 p.m. Motion carried 2-0.
7. Adjournment: motion by Touchett, seconded by Hoechst to adjourn at 6:38 p.m. Motion
carried 2-0.
