Call to order: Phil Hoechst called the meeting to order at 6:32 p.m. 2. Roll Call: Phil Hoechst, Rye Kimmett and Evan Touchett were present. Also present were Police Chief Dave Dresser, Sergeant Matt Lovell, and City Administrator Adam Sayre. 3. Public Comments: None 4. Approval of Minutes from the April 10, 2023 Public Safety and Welfare Committee meeting Motion by Touchett seconded by Kimmett to approve the minutes from the April 10, 2023 Public Safety and Welfare Committee meeting. Motion carried 3-0. 5. Discussion and Possible Action Re: A Special Event Permit application from Brian Hamilton, Race Day Events, for the Triterium Triathlon on Saturday, June 24, 2023 The triathlon will take place at Fireman’s Park. The applicant expects around 600 participants. Permission has been received from DOT to close a portion of HWY 69. Permission has also been granted by DNR to use the trail. There will be 3 officers stationed around the route and deputies will be staff USH 18-151 at the ramps. Lifeguards and paramedics will be on scene. All barricades will be provided by Race Day events. Staff recommends approval of the application contingent upon final background check. Motion by Hoechst, seconded by Kimmett to approve a special event permit application from Brian Hamilton, Race Day Events, for the Triterium Triathlon on Saturday, June 24, 2023 contingent upon final background check. Motion carried 3-0. 6. Discussion and Possible Action Re: A Special Event Permit application from Christine Benedict, Girls on the Run of South-Central Wisconsin, for the Girls on the Run Spring 5k on Saturday, June 3, 2023 This is the first time this event will be held in Verona, but it has previously been in Waunakee for 14 years and various other communities for 8 years. There will be an estimated 2,600 runners that will be released in waves of 500 people less than 10 minutes apart. There will be 50 volunteers on the course and 1 officer to block traffic at Wildcat Way and Stewart Woods Rd. Permission has been granted by DNR for use of the  trail. A letter will be sent to all businesses along the route. No parking signs will be posted before the event. Staff recommends approval contingent upon final background check. Motion by Hoechst, seconded by Kimmett to approve a Special Event Permit application from Christine Benedict, Girls on the Run of South-Central Wisconsin, for the Girls on the Run Spring 5k on Saturday, June 3, 2023 contingent upon final background check. Motion carried 3-0. 7. Discussion and Possible Action Re: Ordinance No. 23-1024 Amending Section 10-1-27 of the code of ordinances, relating to parking on Prairie Heights Drive At the February 13, 2023 Public Safety and Welfare Committee meeting Staff was directed to make parking changes on Prairie Heights Drive. The proposed Ordinance amendment would restrict parking within 25-feet of some driveways on Prairie Heights Drive. The goal of these parking changes is to increase vision sightlines. Motion by Hoechst, seconded by Touchett, to recommend that Common Council approve Ordinance No. 23-1024 Amending Section 10-1-27 of the code of ordinances, relating to parking on Prairie Heights Drive. Discussion and Possible Action Re: A Special Event Permit application and Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license from Le Jordan, Verona Area Chamber of Commerce, for Hometown Days on Friday, June 2-Sunday, June 4 Hometown Days will again be located at Festival Park located behind City Hall. The general layout of the festival is generally consistent with previous years. Fireworks will be held on Friday night. Other weekend activities include pony rides, a petting zoo, live music, food stands, carnival rides, the Hometown Rumble car show, and the Hometown Days parade. The Temporary Class “B” Retailer’s License allows the Verona Area Chamber of Commerce to sell beer and wine at the Hometown Days event. The beer tent will be open Friday through Sunday. The applicant is proposing that the fencing be extended to include the burger stand and the prize station to allow drinking in these areas. Children 17 and under will be allowed in the beer tent with a parent until 7:00 p.m. on Friday and Saturday nights, and until 5:30 p.m. on Sunday. A safe ride program will be provided. A licensed bartender will be on site during all beer tent hours. Staff recommends approval contingent upon receipt of a certificate of insurance. Motion: To recommend that the Common Council approve a Special Event Permit application and Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license from Le Jordan, Verona Area Chamber of Commerce, for Hometown Days on Friday, June 2-Sunday, June 4 2. Discussion and Possible Action Re: A Special Event Permit application from Margaret Clark, St. Christopher’s Catholic Church, for a Eucharistic Procession on Sunday, June 11 St. Christopher’s is estimating that 150 people will attend the event. They will follow the Father along the route, who will be under a white 12’x12’ canopy. There will be no parking signs posted on E Harriet between N Jefferson and the church driveway. Motion: To approve A Special Event Permit application from Margaret Clark, St. Christopher’s Catholic Church, for a Eucharistic Procession on Sunday, June 11 contingent upon final background check 3. Discussion and Possible Action Re: A Special Event Permit application from Annemarie Miller, The Sows Ear, for Knit in Public Day on Saturday, June 10 The Sows Ear is hosting an event for Knit in Public Day. The Applicant is requesting use of the public parking lot located behind the Sows Ear. No parking signs will be placed in the lot 48 hours before the event. This space will be used like a patio. There will be no alcohol served, and food will be sold only from Sows Ear. Motion: To approve a Special Event Permit application from Annemarie Miller, The Sows Ear, for Knit in Public Day on Saturday, June 10 contingent upon receipt of updated certificate of insurance and final background check.
