MINUTES
June 26, 2023
1. Call to order: Phil Hoechst called the meeting to order at 6:45 p.m.
2. Roll Call: Phil Hoechst, Evan Touchett and Rye Kimmett. Also present: City Clerk Holly
Licht.
3. Public Comments: None
4. Approval of Minutes from the June 26, 2023 Public Safety and Welfare Committee
meeting
Motion by Touchett, seconded by Kimmett to approve the minutes from the June 26,
2023 Public Safety and Welfare Committee meeting. Motion carried 3-0.
5. Discussion and Possible Action Re: A change of agent request from Kwik Trip, Inc. d/b/a
Kwik Trip #837, located at 400 E. Verona Ave.
Motion by Touchett, seconded by Kimmett to recommend that the Common Council
approve a change of agent request from Kwik Trip, Inc. d/b/a Kwik Trip #837, located at
400 E. Verona Ave. Motion carried 3-0.
6. Adjournment: Motion by Hoechst, seconded by Kimmett to adjourn at 6:47 p.m. Motion
carried 3-0.

June 26, 2023
1. Call to order: Evan Touchett called the meeting to order at 6:30 p.m.
2. Roll Call: Rye Kimmett and Evan Touchett were present. Phil Hoechst was absent and
excused. Also present: City Clerk Holly Licht and Police Chief Dave Dresser.
3. Public Comments: Rick Striech, 824 Enterprise Dr., stated he was concerned about
speed, traffic and people not stopping at Enterprise and Cross County Rd. He stated that
he is also concerned about semis and dump trucks on Enterprise. He suggested speed
bumps or other traffic calming devices.
4. Approval of Minutes from the June 12, 2023 Public Safety and Welfare Committee
meeting.
Motion by Touchett, seconded by Kimmett to approve the minutes from the June 12,
2023 Public Safety and Welfare Committee meeting minutes. Motion carried 2-0.
5. Discussion and Possible Action Re: An application for a “Class B” Intoxicating Liquor and
Class “B” Fermented Malt Beverage license from Sugar River Pizza Co.-Verona, LLC.,
d/b/a Stone Porch Alehouse, located at 950 Kimball Ln., Sarah Thomas, Agent
Motion by Kimmett, seconded by Touchett to recommend that the Common Council
approve an application for a “Class B” Intoxicating Liquor and Class “B” Fermented Malt
Beverage license from Sugar River Pizza Co.-Verona, LLC., d/b/a Stone Porch Alehouse,
located at 950 Kimball Ln., Sarah Thomas, Agent contingent upon final approval from
the building inspector and fire department. Sarah Thomas stated that they plan to open
on September 6, 2023. Motion carried 2-0.
6. Discussion and Possible Action Re: An amendment to the agreement with All City
Management Services, Inc. for providing school crossing guard services
Dresser stated the school district revised their transportation plan and agreed to
remove the 2 crossing guard locations. They will add red flags and double stop signs at
the 2 locations where the crossing guards are being removed. Touchett stated that he
would like to explore shortening the crossing. Motion by Kimmett, seconded by
Touchett to recommend that council approve an amendment to the agreement with All
City Management Services, Inc. for providing school crossing guard services. Motion
carried 2-0.
7. Adjournment: motion by Kimmett, seconded by Touchett to adjourn at 6:45 p.m.

PUBLIC SAFETY AND WELFARE COMMITTEE—2023-07-24
1. Discussion and Possible Action Re: A change of agent request from Kwik Trip, Inc.
d/b/a Kwik Trip #837, located at 400 E. Verona Ave.
Kwik Trip #837, located at the intersection of E. Verona Ave. and Gilman St., is
requesting a new agent for their liquor license. A background check was conducted on
George Tucker Jr. and no issues were identified. Staff recommend approval of the
change of agent.
Motion: To recommend that the Common Council approve a change of agent request
from Kwik Trip, Inc. d/b/a Kwik Trip #837, located at 400 E. Verona Ave.
