PUBLIC SAFETY AND WELFARE COMMITTEE
MINUTES
September 11, 2023
1. Call to order: Phil Hoechst called the meeting to order at 6:45 p.m.
2. Roll Call: Phil Hoechst, Rye Kimmett and Evan Touchett were present. Also present: City
Clerk Holly Licht and Sergeant Matt Lovell.
3. Public Comments: None
4. Approval of Minutes from the August 28, 2023 Public Safety and Welfare Committee
meeting
Motion by Touchett, seconded by Hoechst to approve the minutes from the August 28,
2023 Public Safety meeting. Motion carried 3-0.
5. Discussion and Possible Action Re: Approving a special event permit application and
Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license from Le
Jordan, Verona Area Chamber of Commerce, for Fall Fest on October 6, 2023-October 7,
2023
Motion by Hoechst, seconded by Touchett to recommend that the council approve a
special event permit application and Temporary Class “B” Fermented Malt Beverage and
“Class B” Wine license from Le Jordan, Verona Area Chamber of Commerce, for Fall Fest
on October 6, 2023-October 7, 2023 contingent upon final inspection of the fire pits by
the Fire Department and operator licenses issued for the event. Fall Fest is taking place
at Festival Park. Friday night activities include hayrides, pumpkin carving, petting zoo, an
outdoor movie, farmers market, food trucks, and a beer tent. The Chamber is planning
to erect a fence to encompass the entire event so beer can be taken out of the beer
tent, but also serve as a border to prevent beer leaving the premises. Saturday there will
be a tailgate party for the Badger game. Attendees must be at least 21 years old. There
will be TVs showing the football game, a beer tent, food trucks, and tailgate-related
games. Motion carried 3-0.
6. Adjournment: Motion by Touchett, seconded by Kimmett to adjourn at 6:50 p.m.
Motion carried 3-0.

1. Call to order: Phil Hoechst called the meeting to order at 6:30 p.m.
2. Roll Call: Phil Hoechst, Evan Touchett. Rye Kimmett was absent and excused. Also
present: City Clerk Holly Licht, Police Chief Dave Dresser, and City Attorney Bryan
Kleinmaier.
3. Public Comments: None
4. Approval of Minutes from the August 14, 2023 Public Safety and Welfare Committee
meeting
Motion by Touchett, seconded by Hoechst to approve the minutes from the August 14,
2023 Public Safety and Welfare Committee meeting. Motion carried 2-0.
5. Discussion and Possible Action Re: Operator license denial for Eugene Crisler
Kleinmaier stated that the offense is substantially related to serving alcohol. He added
that Crisler is a habitual law offender, and the committee does not need to consider
rehabilitation in their decision. Motion by Hoechst, seconded by Touchett to
recommend that Common Council deny the operator license for Eugene Crisler for the
reasons stated in the August 1st letter from Chief Dresser. Motion carried 2-0.
6. Adjournment: Motion by Hoechst, seconded by Touchett to adjourn at 6:41 p.m. Motion
carried 2-0.
