Call to order: Phil Hoechst called the meeting to order at 6:04 p.m. 2. Roll Call: Phil Hoechst, Evan Touchett and Rye Kimmett were present. Also present: Police Chief Dave Dresser, Sergeant Matt Lovell, and Deputy Clerk Kayla Truman. 3. Public Comments: • Scott and Tammy Kundinger, 711 Enterprise Dr – Shared their concerns related the stop sign put in at Enterprise Dr and Llanos St. They stated that people are not stopping and would like to know if there will be another traffic study done. • Nina Dehaven, 803 Enterprise Dr – Shared that she also has concerns related to the stop sign at Enterprise Dr and Llanos St. She stated that it is hard and unsafe to make turns in that intersection due to people not stopping. 4. Approval of Minutes from the December 11, 2023 Public Safety and Welfare Committee meeting Motion by Touchett, seconded Kimmett to approve the minutes from the December 11, 2023 Public Safety and Welfare Committee meeting. Motion carried 3-0. 5. Discussion and Possible Action Re: An application for a Class “B” Fermented Malt Beverages and a “Class C” Wine License from Alice Good, LLC., d/b/a Alice Good Specialty Coffee, 300 S Main St Suite 101 & 102, Verona, WI 53593, Ralph Stern, Agent City Clerk Licht received a liquor license application from Alice Good, LLC. Staff recommend approval of the license contingent on final approval of the premises by the building inspector and fire department. Chief Dresser has no concerns. Motion by Hoechst, seconded Kimmett to recommend that the Common Council approve an application for a Class “B” Fermented Malt Beverages and a “Class C” Wine License from Alice Good, LLC., d/b/a Alice Good Specialty Coffee, 300 S Main St Suite 101 & 102, Verona, WI 53593, Ralph Stern, Agent contingent upon final approval of the premises by the building inspector and fire department. Motion carried 3-0. 6. Discussion and Possible Action Re: An application for a Combination Reserve Class “B” Fermented Malt Beverage and “Class B” Intoxicating Liquor License from The Bogey Factory, LLC., d/b/a The Bogey Factory, 503 W Verona Ave, Verona, WI 53593, Tyler Kersten, Agent City Clerk Licht received a liquor license application from The Bogey Factory. Staff recommend approval of the license contingent on final approval of the premises by the building inspector and fire department. Chief Dresser has no concerns.  Motion by Kimmett, seconded Touchett to recommend that the Common Council approve an application for a Combination Reserve Class “B” Fermented Malt Beverage and “Class B” Intoxicating Liquor License from The Bogey Factory, LLC., d/b/a The Bogey Factory, 503 W Verona Ave, Verona, WI 53593, Tyler Kersten, Agent contingent upon final approval of the premises by the building inspector and fire department. Motion carried 3-0. 7. Discussion and Possible Action Re: An application for a liquor license premise amendment from LBO, INC, d/b/a 5th Quarter, located at 161 Horizon Dr, Leann Butts, Agent 5th Quarter is requesting to amend their premises description to include the new private event room and/or overflow area. Staff recommend approval of the amendment as proposed. Final approval will be contingent upon building inspector and fire department approval. Motion by Hoechst, seconded Kimmett to recommend that the Common Council approve an application for a liquor license premise amendment from LBO, INC, d/b/a 5th Quarter, located at 161 Horizon Dr, Leann Butts, Agent, contingent upon final approval from the building inspector and fire department. Motion carried 3-0. 8. Discussion and Possible Action Re: A Special Event Permit application from Bill Martin for the SBR Endurance Performance Winter Wonderland Triathlon Run on Sunday, February 11, 2024 from 8 a.m. – 5 p.m. Only the running portion of the triathlon will take place on City property. The swim portion will be at the natatorium and the cycling will take place at SBR. Runners will be using the trail, weather dependent. There is a backup route if the trail is snowy/icy along the same route. Heats of 12 runners will run throughout the day. Police traffic control is not necessary for the event. Motion by Hoechst, seconded Kimmett to approve a Special Event Permit application from Bill Martin for the SBR Endurance Performance Winter Wonderland Triathlon Run on Sunday, February 11, 2024 from 8 a.m. – 5 p.m. Motion carried 3-0. 9. Discussion and Possible Action Re: Parking on Prairie Hights Drive Chief Dresser stated that they received one complaint from a resident that lives on Prairie Hights Drive. The committee addressed the parking on this street back in April and found there to be no problem. There has been one crash on this road, and it was not due to line of sight. Hoechst stated that there was no action needed at this time. 10. Discussion and Possible Action Re: Installing Blind Resident Sign on N Marietta St and Richard St Chief received a request from a resident to have blind resident signs put it. The signs will be located at the corners of Richard St and N Shuman St, Richard St and N Marietta St, and N Marietta St and W Harriet St. No ordinance is needed for these to be placed. Touchett suggested that the committee look at creating a formal request for these and similar signs and a policy to review them every few years to make sure that person is still living there. Hoechst and Kimmett both agreed.  11. Discussion and Possible Action Re: License Plate Recognition (LPR) update Chief Dresser explained that they have had the mobile LPR systems on the squad cars for few years now and are looking at getting fixed cameras (called Flock) on two entrances of the city. If things work out, they will add more as the budget allows. 12. Adjournment: Motion Touchett, seconded by Kimmett to adjourn at 6:40 p.m. Motion carried 3-0. Licensed bartenders will be serving alcohol. Staff recommends approval of the licenses. Motion: Recommend that the Common Council approve a Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license applications from the Verona Area Community Theater, 103 Lincoln Street, for February 15-17, 2024 – Dee Baldock, Agent. 6. Discussion and Possible Action Re: Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license applications from the Verona Area Community Theater, 103 Lincoln Street, for May 9-11 and 17-19, 2024 – Dee Baldock, Agent The Verona Area Community Theater (VACT) is requesting a temporary license to serve beer and wine at their performances of Once Upon a Mattress Sr. Licensed bartenders will be serving alcohol. Staff recommends approval of the licenses. Motion: Recommend that the Common Council approve a Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license applications from the Verona Area Community Theater, 103 Lincoln Street, for May 9-11 and 17-19, 2024 – Dee Baldock, Agent. 7. Discussion and Possible Action Re: A change of agent request from Madison Epicureans, LLC. d/b/a Pasqual's Cantina, located at 100 Cross Country Rd Pasqual's is requesting a change of agent due to new management. The background check on the new agent is complete and no issues were identified. Staff recommends approval. Motion: Recommend that the Common Council approve a change of agent request from Madison Epicureans, LLC. d/b/a Pasqual's Cantina, located at 100 Cross Country Rd.
