CITY OF VEORNA MINUTES PUBLIC SAFETY & WELFARE COMMITTEE April 19, 2024 1. Call to order: Kimmett called the meeting to order at 6:45 p.m. 2. Roll Call: Rye Kimmett and Evan Touchett were present. Phil Hoechst was absent and excused. Also present: City Clerk Holly Licht. 3. Public Comments 4. Approval of Minutes from the February 12, 2024 Public Safety and Welfare Committee meeting Motion by Kimmett, seconded Touchett to approve the minutes from the February 12, 2024 Public Safety and Welfare Committee meeting. Motion carried 2-0. 5. Discussion and Possible Action Re: A Cigarette, Tobacco, and Electronic Vaping Device Retail license for Wisco Green, LLC located at 602 W. Verona Ave., John Schoville, Agent Motion by Kimmett, seconded by Touchett to recommend that the Common Council approve a Cigarette, Tobacco, and Electronic Vaping Device Retail license for Wisco Green, LLC located at 602 W. Verona Ave., John Schoville, Agent. Motion carried 2-0. 6. Adjournment: Motion by Touchett, seconded by Kimmett to adjourn at 6:49 p.m. Motion carried 2-0. Call to order: Phil Hoechst called the meeting to order at 6:31 p.m. 2. Roll Call: Phil Hoechst, Evan Touchett and Rye Kimmett were present. Also present: Police Chief Dave Dresser and Deputy Clerk Kayla Truman. 3. Public Comments: • None 4. Approval of Minutes from the January 8, 2024 Public Safety and Welfare Committee meeting Motion by Touchett, seconded Kimmett to approve the minutes from the January 8, 2024 Public Safety and Welfare Committee meeting. Motion carried 3-0. 5. Discussion and Possible Action Re: Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license applications from the Verona Area Community Theater, 103 Lincoln Street, for February 15-17, 2024 – Dee Baldock, Agent The Verona Area Community Theater (VACT) is requesting a temporary license to serve beer and wine at their performances of The Red Flags. Licensed bartenders will be serving alcohol. Staff recommends approval of the licenses. Chief Dresser has no concerns. Motion by Touchett, seconded Kimmett to recommend that the Common Council approve a Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license applications from the Verona Area Community Theater, 103 Lincoln Street, for February 15-17, 2024 – Dee Baldock, Agent. Motion carried 3-0. 6. Discussion and Possible Action Re: Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license applications from the Verona Area Community Theater, 103 Lincoln Street, for May 9-11 and 17-19, 2024 – Dee Baldock, Agent The Verona Area Community Theater (VACT) is requesting a temporary license to serve beer and wine at their performances of Once Upon a Mattress Sr. Licensed bartenders will be serving alcohol. Staff recommends approval of the licenses. Chief Dresser has no concerns. Motion by Touchett, seconded Hoechst to recommend that the Common Council approve a Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license applications from the Verona Area Community Theater, 103 Lincoln Street, for May 9-11 and 17-19, 2024 – Dee Baldock, Agent. Motion carried 3-0. 7. Discussion and Possible Action Re: A change of agent request from Madison Epicureans, LLC. d/b/a Pasqual's Cantina, located at 100 Cross Country Rd Pasqual's is requesting a change of agent due to new management. The background check on the new agent is complete and no issues were identified. Staff recommends approval. Motion by Hoechst, seconded Touchett to recommend that the Common Council approve a change of agent request from Madison Epicureans, LLC. d/b/a Pasqual's Cantina, located at 100 Cross Country Rd. Motion carried 3-0. 8. Adjournment: Motion Touchett, seconded by Kimmett to adjourn at 6:34 p.m. Motion carried 3-0. Discussion and Possible Action Re: A Cigarette, Tobacco, and Electronic Vaping Device Retail license for Wisco Green, LLC located at 602 W. Verona Ave., John Schoville, Agent Wisco Green sells electronic vaping devices and is now required to obtain a retail license from the City due to the recent law change. A background check has been conducted and no issues were identified. Staff recommend approval of the license. Motion: Recommend that the Common Council approve a Cigarette, Tobacco, and Electronic Vaping Device Retail license for Wisco Green, LLC located at 602 W. Verona Ave., John Schoville, Agent.
