Call to order: Kimmett called the meeting to order at 6:45 p.m. 2. Roll Call: Rye Kimmett and Evan Touchett were present. Phil Hoechst was absent and excused. Also present: City Clerk Holly Licht. 3. Public Comments 4. Approval of Minutes from the February 12, 2024 Public Safety and Welfare Committee meeting Motion by Kimmett, seconded Touchett to approve the minutes from the February 12, 2024 Public Safety and Welfare Committee meeting. Motion carried 2-0. 5. Discussion and Possible Action Re: A Cigarette, Tobacco, and Electronic Vaping Device Retail license for Wisco Green, LLC located at 602 W. Verona Ave., John Schoville, Agent Motion by Kimmett, seconded by Touchett to recommend that the Common Council approve a Cigarette, Tobacco, and Electronic Vaping Device Retail license for Wisco Green, LLC located at 602 W. Discussion and Possible Action Re: A special event permit application from Lauren Birkel, Glacier Edge Elementary PTO, for the Glacier Edge Color Run on Wednesday, May 15 The event will run from 4 p.m. – 7:30 p.m. The one-mile route begins at Tollefson Park and ends at the school. There will be color stations along the course at Tower Park and Tollefson Park. The run will take place on the sidewalks. New this year: foods sales from Sugar River Pizza and Mamma Megs. Approval of this event will be contingent upon submittal of a certificate of insurance. Motion: Approve a special event permit application from Lauren Birkel, Glacier Edge Elementary PTO, for the Glacier Edge Color Run on Wednesday, May 15 contingent upon receipt of certificate of insurance. 6. Discussion and Possible Action Re: A special event permit application from Christine Benedict, Girls on the Run of South-Central Wisconsin, for the Girls on the Run Spring 5k on Saturday, June 1 This is the first time this event will be held in Verona, but it has previously been in Waunakee for 14 years and various other communities for 8 years. Last year there was an issue with traffic coming off 18/151 and parking at the high school. Officer will be there earlier this year to address any traffic/parking problems. There will be an estimated 2,600 runners that will be released in waves of 500 people less than 10 minutes apart. There will be 50 volunteers on the course and 1 officer to block traffic at Wildcat Way and Stewart Woods Rd. A letter will be sent to all businesses along the route. No parking signs will be posted before the event. Staff recommends approval. Motion: Approve a special event permit application from Christine Benedict, Girls on the Run of South-Central Wisconsin, for the Girls on the Run Spring 5k on Saturday, June 1. 7. Discussion and Possible Action Re: A Special Event Permit application and Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license from Le Jordan, Verona Area Chamber of Commerce, for Hometown Days on Friday, May 31-Sunday, June 2 Hometown Days will again be located at Festival Park located behind City Hall. The general layout of the festival is generally consistent with previous years. Fireworks will be held on Friday night. Other weekend activities include pony rides, a petting zoo, live music, food stands, carnival rides, the Hometown Rumble car show, and the Hometown Days parade. The Temporary Class “B” Retailer’s License allows the Verona Area Chamber of Commerce to sell beer and wine at the Hometown Days event. The beer tent will be open Friday through Sunday. Last year the City approved extending the area where beer could be consumed. There were no issues. This year, the Chamber is requesting that consumption be allowed in the carnival area. Children 17 and under will be allowed in the beer tent with a parent until 7:00 p.m. on Friday and Saturday nights, and until 5:30 p.m. on Sunday. A safe ride program will be provided. A licensed bartender will be on site during all beer tent hours. Staff recommends approval contingent upon receipt of a certificate of insurance.
