Call to order: Phil Hoechst called the meeting to order at 6:30 p.m. 2. Roll Call: Phil Hoechst and Rye Kimmett were present. Spencer Harrison arrived at 6:35 p.m. Also present: City Clerk Holly Licht, Police Chief Dave Dresser, Sergeant Matt Lovell, and City Attorney Bryan Kleinmaier. 3. Public Comments: • Megan Clark, Toot & Kate’s, stated sidewalk cafés would be great for the community. She has tried to do outdoor seating in other areas of her business, but it doesn’t work. • Beth Tucker Long stated that the committee should look at the distance requirement from curb cutouts and fire hydrants. She stated that if no parking is allowed in front of the sidewalk cafe, the setback could be less than 2 feet. 4. Approval of Minutes from the May 13, 2024 Public Safety and Welfare Committee Meeting Motion by Hoechst, seconded by Harrison to approve the minutes from the May 13, 2024 Public Safety and Welfare Committee Meeting. Motion carried 3-0. 5. Discussion and Possible Action Re: Special Event Permit Application from Paul Schupmann, Resurrection Lutheran Church, for a Wind Ensemble Concert on Thursday, July 11, 2024 Motion by Hoechst, seconded by Kimmett to approve a Special Event Permit Application from Paul Schupmann, Resurrection Lutheran Church, for a Wind Ensemble Concert on Thursday, July 11, 2024. Motion carried 3-0. 6. Discussion and Possible Action Re: Special Event Permit application and Temporary Class “B” Fermented Malt Beverage License from Robert Priboth, Verona Little League, for Hometown Days Fundraiser on Saturday, June 1, 2024 Motion by Harrsion, seconded by Kimmett to recommend that the Council approve a Special Event Permit application and Temporary Class “B” Fermented Malt Beverage License from Robert Priboth, Verona Little League, for Hometown Days Fundraiser on Saturday, June 1, 2024 contingent upon final background checks and operator licenses issued for the event. Motion carried 3-0.  7. Discussion and Possible Action Re: Ordinance No. 24-1053 Creating Title 7, Chapter 14 of the Code of Ordinances, Sidewalk Café Permits There was discussion about striking 7-14-3 (a). Hoechst stated that he wants there to be a minimum width of the sidewalk café. Harrison suggested leaving the ordinance as is and reviewing them on a case-by-case basis. Attorney Kleinmaier stated that we should put as many objective standards as possible in the ordinance so that the council can apply the ordinance fairly across the board. Kimmett suggested removing the language regarding distance from zoning districts, changing the minimum setback from the curb to 1 foot if there is not adjacent parking and the speed limit is below 35 mph. The committee ran out of time. They took no action on this item. It will be before the Common Council tonight. 8. Discussion and Possible Action Re: Approval of alcohol license renewal applications for the 2024-2025 license period Thirty-four applications for 2024-2025 retail alcohol license renewals were received by the City Clerk. Premises inspections by the Building Inspector and Fire Department are complete. Staff recommend approval of the liquor license renewal applications. Motion: Recommend that the Common Council approve alcohol license renewal applications for the 2024-2025 license period. 6. Discussion and Possible Action Re: Approval of cigarette, tobacco, and electronic vaping device renewal applications for the 2024-2025 license period Eight applications for 2024-2025 cigarette and tobacco products retail licenses were received by the City Clerk. The list of applicants is included in the packet. Motion: Recommend that the Common Council approve the cigarette, tobacco, and electronic vaping device renewal applications for the 2024-2025 license period. 7. Discussion and Possible Action Re: Approving a Class "B" Fermented Malt Beverage and "Class B" Intoxicating Liquor License for Cottage Goddess, LLC d/b/a Community Co-Lab, Lori McGowan, Agent, located at 507 Bruce St. The applicant is applying for a liquor license in the former n+1 café space. The new business will operate as a cocktail bar and host pop-up shops and events. Staff recommend approval of the license contingent upon payment of the license and final Building Inspection and Fire Department approval. Motion: Recommend that the Common Council approve a Class "B" Fermented Malt Beverage and "Class B" Intoxicating Liquor License for Cottage Goddess, LLC d/b/a Community Co-Lab, Lori McGowan, Agent, located at 507 Bruce St. contingent upon payment of the license and final Building Inspector and Fire Department approval. 8. Discussion and Possible Action Re: Special Event Permit application from Hans Paulson, Infinity Martial Arts, for a Kickathon Fundraiser on Saturday, July 20, 2024 The event will include 200 kids from Infinity Martial Arts and spectators. It is a fundraising event in which participants get pre-pledges for how many kicks they can do in 30 seconds. There will be food trucks and various karate demonstrations. Staff recommends approval contingent upon receipt of a certificate of insurance.  Motion: Approve a Special Event Permit application from Hans Paulson, Infinity Martial Arts, for a Kickathon Fundraiser on Saturday, July 20, 2024. 9. Discussion and Possible Action Re: Special Event Permit application and Temporary Class “B” Fermented Malt Beverage License from Robert Priboth, Verona Little League, for Little League Fundraiser on Saturday, June 29, 2024 The Common Council previously approved a special event permit and temporary "Class B" fermented malt beverage license for the Verona Little League for their tournament on June 1st. The tournament was rained out, so the Little League is requesting the same licenses for their rescheduled tournament June 29th. The event remains the same. Beer will be sold/consumed on the upper balcony of the complex. There is one entrance/exit to the upper balcony, and someone will be stationed there to check IDs and issue wristbands. The building inspector has limited the total number of people on the balcony to 66. Staff recommends approval. Motion: Recommend that the Common Council approve a Special Event Permit application and Temporary Class “B” Fermented Malt Beverage License from Robert Priboth, Verona Little League, for Little League Fundraiser on Saturday, June 29, 2024. 10. Discussion and Possible Action Re: Resolution 24-017 Naming Private Roads for 911 Purposes at 1979 Milky Way Currently all of Epic is under the address 1979 Milky Way. By adding private road names within Epic, it will be easier and quicker for emergency vehicles to find the exact location of an emergency. Road names were previously approved in December of 2023 by the Common Council, but additional road names will be requested now and, in the future, as needed.
