CITY OF VERONA PUBLIC SAFETY & WELFARE COMMITTEE MINUTES July 22, 2024 1. Call to order: Phil Hoechst called the meeting to order at 6:30 p.m. 2. Roll Call: Phile Hoechst and Spencer Harrison were present. Also present: Alderperson Brent Kyzer-McHenry, City Clerk Holly Licht, Police Chief Dave Dresser and Sergeant Matt Lovell. 3. Call to order: Rye Kimmett called the meeting to order at 6:30 p.m. 2. Roll Call: Rye Kimmett and Spencer Harrison were present. Phil Hoechst was absent and excused. Also present: City Clerk Holly Licht and Chief Dresser. 3. Public Comments: None 4. Approval of Minutes from the May 28, 2024 Public Safety and Welfare Committee Meeting Motion by Harrison, seconded by Kimmett to approve the minutes from the May 28, 2024 Public Safety and Welfare Committee meeting. Motion carried 2-0. 5. Discussion and Possible Action Re: Approval of alcohol license renewal application for the 2024-2025 license period Motion by Kimmett, seconded by Harrison to recommend that the Common Council approve the alcohol license renewal applications for the 2024-2025 license period as indicated in the packet. Motion carried 2-0. 6. Discussion and Possible Action Re: Approval of cigarette, tobacco, and electronic vaping device renewal applications for the 2024-2025 license period Motion by Harrison, seconded by Kimmett to recommend that the Common Council approve the cigarette, tobacco, and electronic vaping device renewal applications for the 2024-2025 license period as indicated in the packet. Motion carried 2-0. 7. Discussion and Possible Action Re: Approving a Class "B" Fermented Malt Beverage and "Class B" Intoxicating Liquor License for Cottage Goddess, LLC d/b/a Community Co-Lab, Lori McGowan, Agent, located at 507 Bruce St. Motion by Kimmett, seconded by Harrison to recommend that the Common Council approve a Approving a Class "B" Fermented Malt Beverage and "Class B" Intoxicating Liquor License for Cottage Goddess, LLC d/b/a Community Co-Lab, Lori McGowan, Agent, located at 507 Bruce St with contingent upon the following: payment of the license, final building inspection and fire department approval and the license will become effective upon execution of lease agreement for the property by July 31, 2024. Motion carried 2-0. 8. Discussion and Possible Action Re: Special Event Permit application from Hans Paulson, Infinity Martial Arts, for a Kickathon Fundraiser on Saturday, July 20, 2024 Motion by Harrison, seconded by Kimmett to approve a Special Event Permit application from Hans Paulson, Infinity Martial Arts, for a Kickathon Fundraiser on Saturday, July 20, 2024. Motion carried 2-0. 9. Discussion and Possible Action Re: Special Event Permit application and Temporary Class “B” Fermented Malt Beverage License from Robert Priboth, Verona Little League, for Little League Fundraiser on Saturday, June 29, 2024 Motion by Harrison, seconded by Kimmett to recommend that the Common Council approve a Special Event Permit application and Temporary Class “B” Fermented Malt Beverage License from Robert Priboth, Verona Little League, for the Little League Fundraiser on Saturday, June 29, 2024. Clerk Licht noted that the Little League’s previously scheduled event was cancelled due to rain, and they are requesting the same permit for a rescheduled tournament. Motion carried 2-0. 10. Discussion and Possible Action Re: Resolution No. 24-017 Naming Private Roads for 911 Purposes at 1979 Milky Way Motion by Kimmett, seconded by Harrison to recommend that the Common Council approve Resolution No. 24-017 Naming Private Roads for 911 Purposes at 1979 Milky Way. Motion carried 2-0. 11. Adjournment: Motion by Harrison, seconded by Kimmett to adjourn at 6:44 p.m. Motion carried 2-0. Discussion and Possible Action Re: A special event permit application from Rita Mortenson, VAHS, for the VAHS Homecoming Parade on September 20, 2024 The parade route is a loop around the high school. An officer will lead the parade. It is expected that 40-50 units will participate in the parade beginning at 4:15 p.m. and lasting roughly 45 minutes. Three intersections will be blocked to prevent entrance from public roadways onto the parade route. VASD will communicate with nearby businesses. Motion: Approve a special event permit application from Rita Mortenson, VAHS, for the VAHS Homecoming Parade on September 20, 2024. 6. Discussion and Possible Action Re: A change of agent request from Skogen's Foodliner, Inc. d/b/a Festival Foods, located at 660 Hometown Circle Festival Foods is requesting a change of agent as the former agent is no longer employed. The background check has been conducted and no issues were identified. Staff recommend approval of the appointment of Eric Malterer as the new agent. Motion: Recommend that the Common Council approve the A change of agent request from Skogen's Foodliner, Inc. d/b/a Festival Foods, located at 660 Hometown Circle 7. Discussion and Possible Action Re: A special event permit and a Temporary Class “B” Fermented Malt Beverage and “Class B” Wine License from Jessica Lanius, Art House 360, for the Arthouse 360 Dancing with the ARTS event on August 16, 2024 Arthouse 360 will be hosting a fundraising event at Century School Park. There will be music from Latin Pride Orchestra and a DJ throughout the event. There will be a beer and wine garden that will be fenced off, and there will also be food trucks. Accessible parking is located in the public lot to the south. Public access off Church Ave will have “no parking” signs to allow emergency vehicle access. Staff recommends approval contingent upon receipt of a certificate of insurance and issuance of operator licenses for the event. Motion: Recommend that the Common Council approve a special event permit and a Temporary Class “B” Fermented Malt Beverage and “Class B” Wine License from Jessica Lanius, Art House 360, for the Arthouse 360 Dancing with the ARTS event on August 16, 2024 contingent upon receipt of a certificate of insurance and issuance of operator licenses for the event. 8. Discussion and Possible Action Re: A secondhand article and jewelry license application from Premier Gold, Silver, and Coin d/b/a Premier GSC, located at 110 Selhorst Dr., Ottawa, OH, for an event at the Hyatt Place Hotel from August 27- August 31, 2024 Premier Gold, Silver and Coin is scheduled to host an event at the Hyatt Place Hotel from August 27-31, 2024. They will be purchasing precious metals, coins, collectibles and antiques, but not selling anything. Municipal Code Section 7-10-7 requires Common Council approval of the license. The applicant has been notified by the Police Department they must maintain records of their purchases and provide the records at their request. Staff recommend approval of the license. Motion: Recommend that the Common Council approve a secondhand article and jewelry license application from Premier Gold, Silver, and Coin d/b/a Premier GSC, located at 110 Selhorst Dr., Ottawa, OH, for an event at the Hyatt Place Hotel from August 27- August 31, 2024.
