Call to Order: Phil Hoechst called the meeting to order at 6:30 p.m. 2. Roll Call: Phil Hoechst, Spencer Harrison, and Brent Kyzer-McHenry were present. Also present: City Clerk Holly Licht, Sergeant Matt Lovell and Chief Dave Dresser. 3. Public Comment: None 4. Approval of the minutes from the August 12, 2024 Public Safety and Welfare Committee Meeting Motion by Kyzer-McHenry, seconded by Hoechst to approve the minutes from the August 12, 2024 Public Safety and Welfare Committee meeting. Motion carried 3-0. 5. Discussion and Possible Action Re: Special event and temporary Class “B” fermented malt beverage and “Class B” wine license from Le Jordan, Verona Area Chamber of Commerce, for Fall Fest on September 27, 2024 Sergeant Lovell stated that the police department will not require fences around the beer tent. The hayride will be on the far east side of the park. There will be fencing put up to deter kids from running into the path of the tractor. Motion by Hoechst, seconded by Harrison to recommend that the Common Council approves a special event and temporary Class “B” fermented malt beverage and “Class B” wine license from Le Jordan, Verona Area Chamber of Commerce, for Fall Fest on September 27, 2024 contingent upon final inspection of the fire pits by the Fire Department. Motion carried 3-0. 6. Discussion and Possible Action Re: Ordinance for Full-Service Retail Outlets Hoechst doesn’t think we need an ordinance. He added that these establishments are already licensed by the state, and it would be redundant. Harrison stated that the approval process should go through the Public Safety Committee and Council, similar to the Temporary Class B license. The committee suggested have the applicant go through the committee/council for their first event and then having them administratively approved by staff.  7. Discussion and Possible Action Re: No Parking Zone at Military Ridge Trail Crossin and Franklin St Alderperson Tucker Long has requested the committee to consider a 10-foot no parking zone on either side of the Military Ridge Trail where it crosses S. Franklin Street. Currently, cars are parked very close to the trail causing visibility and safety issues for pedestrians and bikers crossing the street. Staff are seeking feedback from the committee on how they would like to move forward. 6. Discussion and Possible Action Re: Stop Sign at Enterprise Drive and Llanos Street The Verona Police Department has conducted speed surveys in the 800 block of Enterprise Drive before and after the installation of the stop sign at the intersection of Enterprise and Llanos. The results are below: • September 2024 for 6 days. During that time, 14,539 vehicles passed our speed trailer. The average speed was 24.17 MPH and the 85th percentile was 28 MPH. Less than ½ of a percent travelled faster than 33 MPH • May of 2024 for 6 days. During that time, 12,654 vehicles passed our speed trailer. The average speed was 24.78 MPH and the 85thpercentile was 29 MPH. Less than 1% travelled faster than 33 MPH. • October of 2023 where we monitored traffic for about 9 days. During that time, 10,303 vehicles passed our speed trailer. The average speed was 25.3 MPH and the 85th percentile was 29 MPH. About 2% of the traffic travelled faster than 33 MPH. Summary: There appears to be a significant increase in the volume of traffic. The average speed limit and 85th percentile remained mostly steady with a marginal decrease. There seems to be a decrease in the number of excessive speeders, those who travel faster than 33 MPH.
