EVERY REASONABLE  CITY OF VERONA PUBLIC SAFETY & WELFARE COMMITTEE MINUTES October 14, 2024 1. Call to Order: Phil Hoechst called the meeting to order at 6:36 p.m. 2. Roll Call: Phil Hoechst, Spencer Harrison, and Brent Kyzer-McHenry were present. Also present: Police Chief Dave Dresser and City Clerk Holly Licht. 3. Public Comment • Tammy Kundinger, 711 Enterprise Drive, spoke regarding the stop sign at Enterprise and Llanos. She stated she was concerned about safety. The sign is 91 inches from their driveway. It’s hard to get in and out of their driveway. She asked that a traffic survey be done. She added that stop signs cannot be used for speed control. She suggested speed bumps, rumble strips or other traffic calming measures. At minimum, there needs to be better signage. 4. Approval of the minutes from the September 9, 2024 Public Safety and Welfare Committee meeting Motion by Harrison, seconded by Hoechst to approve the minutes from the September 9, 2024 Public Safety and Welfare Committee meeting. Motion carried 3- 0. 5. Discussion and Possible Action Re: No Parking Zone at Military Ridge Trail Crossing and Franklin Street The committee wants to move forward with a no parking ordinance on either side of the Military Ridge Trail crossing at Franklin Street. Police will do a sight visit and determine how much to paint on each side. An ordinance will be before the committee in November. 6. Discussion and Possible Action Re: Stop sign at Enterprise Drive and Llanos Street Chief Dresser gave an overview of traffic surveys completed in 2023 and 2024 Kyzer-McHenry stated that the intersection is dangerous without the stop sign. Chief Dresser stated that he doesn’t have a recommendation. He thinks that the stop sign does make Enterprise Drive safer, but inconveniences some of the neighbors. The committee directed staff to work with traffic engineers to determine if there is a better traffic calming option.  7. Discussion and Possible Action Re: Ordinance No. 24-1054 Amending Section 10-1-26 of the City of Verona Code of Ordinances – Motor Vehicles and Traffic At approximately 303 W. Verona Ave. (south side of W. Verona Ave.), acting on a request from the building owner, staff determined the need to amend Section 10-1-26 prohibiting parking during certain time periods. The amendment proposes to limit parking to fifteen (15) minutes from 8 a.m. through 8 p.m. seven days a week in a designated area. If approved, it would assist with loading and unloading goods and short-term parking as the mixed-use building does not have an area on-site to easily allow these types of activities. Staff recommend approval. Motion: Recommend that the Common Council approve Ordinance No. 24- 1054 Amending Section 10-1-26 of the City of Verona Code of Ordinances – Motor Vehicles and Traffic. 6. Discussion and Possible Action Re: Ordinance No. 24-1055 Amending Section10-1-27 Parking Prohibited Zones The Public Safety & Welfare Committee asked staff to evaluate the S. Franklin St. and Military Ridge State Trail intersection for potential parking restrictions - there currently are no restrictions. Staff proposes establishing the same parking restriction as the restriction applied to the intersection of Lincoln St. and the Military Ridge Bike Trail, which prohibits parking within 50 feet of the trail in both directions. If enacted, at the intersection of S. Franklin St. and the Military Ridge State Trail the proposed ordinance amendment would open the line of sight for pedestrians and bicyclists crossing the intersection, improve safety, and is consistent with another crossing in the city. Staff recommend approval. Motion: Recommend that the Common Council approve Ordinance No. 24- 1055 Amending Section10-1-27 Parking Prohibited Zones. 7. Discussion and Possible Action Re: Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license applications from the Verona Area Community Theater, 103 Lincoln Street, for December 5-8, 2024 – Dee Baldock, Agent  The VACT is requesting a temporary license to sell beer and wine at their shows the weekend of December 5-December 8. Staff recommends approval of the license. Motion: Recommend that the Common Council approves a Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license applications from the Verona Area Community Theater, 103 Lincoln Street, for December 5-8, 2024 – Dee Baldock, Agent. 8. Discussion and Possible Action Re: Special Event Application from Le Jordan, Verona Area Chamber of Commerce, for the Hometown Holidays Tree Light on December 6, 2024 The Chamber is hosting the 2024 Hometown Holidays Tree Lights on December 6 at New Century School Park. The event includes the tree lighting, food stands/carts, alcohol sales by Hop Haus, ice skating at the park, and a shuttle to the Senior Center for the chili supper. Staff recommends approval. Motion: Approve a Special Event Application from Le Jordan, Verona Area Chamber of Commerce, for the Hometown Holidays Tree Light on December 6, 2024. 9. Discussion and Possible Action Re: Full-Service Retail Outlet for Hop Haus to Operate at the Hometown Holidays Tree Lighting on December 6, 2024 at 400 W Verona Ave. Hop Haus is requesting a full-service retail outlet to serve alcoholic beverages at the Hometown Holidays Tree Lighting Event. This temporary outlet is allowed under their state-issued retail license. The Department of Alcohol Beverages will provide the final approval after the City signs off on the outlet. Motion: Recommend that the Common Council approve a full-service retail outlet for Hop Hause to operate at the Hometown Holidays Tree Lighting on December 6, 2024 at 400 W. Verona Ave.  ORDINANCE NO. 24-1054 AN ORDINANCE AMENDING SECTION 10-1-26 OF THE CITY OF VERONA CODE OF ORDINANCES (MOTOR VEHICLES AND TRAFFIC) The Common Council of the City of Verona, Dane County, Wisconsin, does ordain that Sections 10-1-26(e) of the Code or Ordinances of the City of Verona are created to read as follows (language added/language deleted): 1. Section 10-1-26 Parking Prohibited During Certain Periods is hereby amended to the following: (e) Fifteen Minute Parking. When signs are erected in any block giving notice thereof, no person shall park or leave standing a vehicle for longer than fifteen (15) minutes between the hours of 8:00 a.m. – 8:00 p.m. upon the following streets: (1) On the south side of West Verona Avenue, beginning one hundred seventy- five (175) feet west from the intersection with South Marietta Street extending west for a distance of seventy-two (72) feet. 2. This ordinance shall become effective upon the passage and publication as required by law. Sec. 10-1-27 Parking Prohibited Zones (a) Parking Prohibited at All Times. No person shall park, stop or leave standing any vehicle upon any of the following highways or parts of highways: (110) On the west side of South Franklin Street from the center of Military Ridge State Trail extending north and south for fifty (50) feet. (111) On the east side of South Franklin Street from the center of Military Ridge State Trail extending north and south for fifty (50) feet. 2. All other sections shall remain as previously adopted. 3. This ordinance shall become effective upon passage and publication as required by law.
