CITY OF VERONA PUBLIC SAFETY & WELFARE COMMITTEE MINUTES April 28, 2025 1. Call to Order: Hoechst called the meeting to order at 6:30 p.m. 2. Roll Call: Phil Hoechst, Spencer Harrison and Lachlann Swanson were present. Also present: City Clerk Holly Licht, Sergeant Matt Lovell, Police Chief Dave Dresser, and City Administrator Jamie Aulik. 3. Public Comment: None 4. Approval of the minutes from the April 14, 2025, Public Safety and Welfare Committee meeting Motion by Harrison, seconded by Hoechst to approve minutes from the Public Safety and Welfare Committee meeting. Motion carried 3-0. 5. Discussion and Possible Action Re: Discussion and Possible Action Re: Application for a Class "B" Fermented Malt Beverage and "Class B" Intoxicating Liquor License from Honey Barrel, LLC d/b/a Honey Barrel, Matthew Heilman, Agent, located at 160 Keenan Ct., Suite 1 Motion by Hoechst, seconded by Harrison to approve the Application for a Class "B" Fermented Malt Beverage and "Class B" Intoxicating Liquor License from Honey Barrel, LLC d/b/a Honey Barrel, Matthew Heilman, Agent, located at 160 Keenan Ct., Suite 1. Motion carried 3-0. 6. Discussion and Possible Action Re: Service Retail Outlet for Hop Haus to Operate at Everlight Solar, 1155 Ambition St, Suite 100, for the Chamber of Commerce Mega Mixer on May 15, 2025 Motion by Harrison, seconded by Swanson to recommend that the Common Council approve a Full-Service Retail Outlet for Hop Haus to Operate at Everlight Solar, 1155 Ambition St, Suite 100, for the Chamber of Commerce Mega Mixer on May 15, 2025. Motion carried 2-0 with Hoechst abstaining. 7. Discussion and Possible Action Re: Special Event Permit Application from Annemarie Miller, The Sow’s Ear for Knit in Public Day on Saturday June 14, 2025 Motion by Hoechst, seconded by Swanson to approve a Special Event Permit Application from Annemarie Miller, The Sow’s Ear for Knit in Public Day on Saturday June 14, 2025, contingent upon receipt of insurance and final background check. Motion carried 3-0. 8. Discussion and Possible Action Re: Special Event Permit Application from J. Garrett Wilson, Race Day Events, LLC, for the Wisconsin Triterium Triathlon on Saturday June 21, 2025 9. Motion by Harrison, seconded by Swanson to approve a Special Event Permit Application from J. Garrett Wilson, Race Day Events, LLC, for the Wisconsin Triterium Triathlon on Saturday June 21, 2025, contingent upon final background check. Motion carried 3-0. 10. Discussion and Possible Action Re: Special Event Permit Application from Hans Paulson, Infinity Martial Arts, for the Kickathon on Saturday, July 26, 2025 Motion by Hoechst, seconded by Harrison to approve a Special Event Permit Application from Hans Paulson, Infinity Martial Arts, for the Kickathon on Saturday, July 26, 2025, contingent upon receipt of insurance. Motion carried 3-0. 11. Discussion and Possible Action Re: Outdoor Burning Ordinances Harrison stated that some of the regulations are subjective. He likes the guidelines and is in support of keeping some outdoor burning. Hoechst stated that there should be some sort of dimensions. The committee agreed to be specific in the ordinance that wood must be untreated and not pallets. 12. Adjournment: Motion by Harrison, seconded by Hoechst to adjourn at 6: 47 p.m. Motion carried 3-0.
