CITY OF VERONA MINUTES PUBLIC WORKS/SEWER & WATER COMMITTEE MONDAY, JULY 10, 2017 1. The meeting was called to order by Mr. Touchett at 5:01pm. 2. Roll Call: Present: Evan Touchett, Mac McGilvray, Luke Diaz. MOVED by Touchett, seconded by Diaz, to approve the minutes of the June 26, 2017 meeting of the Public Works/Sewer and Water Committee. Motion carried 3-0. Mr. Diaz asked to move agenda item 9 (Traffic Impact Analysis for West Side Collector Road) to next Agenda Item, no objections by Chair or Mr. McGilvray. 4. Discussion regarding Traffic Impact Analysis (TIA) for West Side Collector Road between Paoli Street. Mr. Jacobson provided an introduction of the TIA and introduced JSD staff leading effort for VASD. Mr. Justenson, JSD presented to overall project, figures, and need for the collector road between W. Verona Avenue and Paoli Street. Challenges noted as: • WisDOT owned access control • Future expansion of adjacent businesses • Floodplain extents from Dry Tributary • Mr. Justenson noted that the adjacent property owners were not interested in any channel improvements to the Dry Tributary. Mr. Schulz from SRF discussed the connection being 500-feet away from WisDOT ramp terminals at USH 151 / STH 69 (Paoli Street). The connection would create a proposed intersection at Paoli Street. Mr. Schulz noted the northbound left turn into the high school had a maximum que of two (2) vehicles. Mr. Schulz noted that WisDOT traffic projections were taken into account for the TIA. Mr. Jacobson noted that the TIA should evaluate the future needs of this area because once the road and intersection is constructed we are fixed with that location with limited expansion capability. Public safety is a concern here with uneducated drivers being forced to commute through an un-desirable location with limited traffic capacity. Mr. McGilvray asked how WisDOT reaction is to releasing the access control, Mr. Billmeyer and Mr. Jacobson noted the following: • An application would be required and WisDOT typical standard is 1000 feet of access control. • 500 feet separation was not discussed in past meetings with WisDOT. Mr. McGilvray also noted concerns for future expansion of businesses along Paoli Street north of the southbound on-ramp to USH 151. Mr. Touchett noted that a logical approach should be used. Does this intersection and location work? What other, if any, examples are built that present these same issues? Mr. Touchett excused at 5:45pm. Mr. Touchett delegated Chair control to Mr. Diaz. Mr. Gorrell noted that public safety is a concern of VASD but they have a compressed schedule for the planning, design, and construction of the new High School campus and the road is a control item. Mr. Jacobson noted that the traffic forecast projections did not take into account any future development south of USH 151. The TIA should account for future development south of USH 151. Mr. Jacobson noted we do not want to create another N. Main Street at any of the access points to the new school. The approach here is do it right the first time. Mr. Roberts noted that it is time in the process to sit down and have a conversation with elected officials because these conversations have not occurred to date. Mr. McGilvray requested City staff to meet with adjacent business owners. Mr. Diaz asked City staff to coordinate a joint council and VASD board meeting. No discussion occurred in regards to the intersection of W. Verona Avenue and West End Circle. End of discussion regarding Traffic Impact Analysis (TIA) for West Side Collector Road between Paoli Street. No action taken. 5. MOVED by McGilvray, seconded by Diaz, to recommend approval of Resolution R-17-042 for Relocation Order and determination of necessity related to Project 2016-123, CTH PD transportation project between Woods Road to CTH M. Motion carried 2-0 with Mr. Touchett abstaining. Mr. Touchett re-entered during discussion of Resolution R-17-042. Mr. Touchett re-entered at 6:10pm. 6. MOVED by McGilvray, seconded by Touchett, to table Professional Services Agreement with AECOM for Project 2017-111, Pedestrian Bridge over Badger Mill Creek and Bike Trail Connection. Motion carried 3-0. 7. MOVED by McGilvray, seconded by Diaz, to recommend awarding contract for Project 2017-109, Lincoln Street Lower Channel Maintenance & Rehab Phase II to Drax Inc., not to exceed $289,425.33. Motion carried 3-0. 8. MOVED by McGilvray, seconded by Touchett, to table Professional Services Agreement with AECOM for Project 2017-111, Pedestrian Bridge over Badger Mill Creek and Bike Trail Connection. Motion carried 3-0. 9. MOVED by Diaz, seconded by McGilvray, to recommend approval of amendment no. 1 with AECOM for Project 2017-108, Parking Lot Improvements. Motion carried 3-0. 10. MOVED by Touchett, seconded by Diaz, to recommend approval of amendment no. 1 with AECOM for Project 2015-112, CTH M Utilities. Motion carried 3-0. 11.
