PUBLIC WORKS/SEWER & WATER COMMITTEE
MONDAY, NOVEMBER 17, 2020
1. The meeting was called to order by Mr. Touchett at 5:12pm.
2. Roll Call: Present: Evan Touchett, Charlie Ryan. Chad Kemp. Also present: Theran Jacobson, Director of
Public Works; Dave Walker, Director of Parks / Forestry; Adam Sayre, City Administrator; Luke Diaz,
Mayor; and Jon Wallenkamp, Kueny Architects.
Note: This was a remote meeting via Zoom and phone conference, instructions on how to join were
included with the posted agenda.
3. Discussion regarding project ID 2019-111, Public Works Facility Design
Jacobson and Wallenkamp presented a power point presentation which included a concept plan and
renderings for the future public works, parks, and recreation department facility.
Jacobson noted the purpose of the meeting was to provide sizing and overall concept updates.
Wallenkamp noted that the facility planning and sizing was based upon a current staffing levels and
equipment count with a forecast out 20-years which is typical for this industry. Jacobson noted that
the forecast was prepared by Jacobson and Parks Director Walker, and was previously presented to
Sayre the week prior to this meeting. Ultimately, each department is looking at one additional staff
member every five years, all dependent of the growth of the City and budgets.
Questions from committee members during the presentation:
Touchett asked about the bulk water filling station. Jacobson noted this area will be size accordingly.
No additional discussion.
Wallenkamp noted an additional emergency operations center is planned within the large conference
room. Touchett noted that proper wall space for monitors and adaptors will be needed.
Ryan asked about storm water ponds and natural screening at the perimeter of the facility.
Wallenkamp noted the intent is to utilize as much of the existing storm water features on site as
possible but meeting the needs of today regulations and sizing for any expansion of the future.
Jacobson noted that there are two perimeter berms (one southwest and one southwest) that have
recently been constructed and were also planted within the last month. Jacobson stated the intent is
that these will mature and provide a larger canopy and screening for when construction and future
occupancy occur. Wallenkamp noted the renderings show this and revisions as necessary will be
accounted for during design.
Touchett asked what future expansion would be for. Wallenkamp noted this is for any expansion
beyond the initial build and 20-year outlook. Jacobson noted one of the goals of the project and site
was to have the ability to expand in 20 years, 40 years, or when deemed necessary. Touchett asked
what is in the shops. Wallenkamp noted there are three sets of shops: (1) water utility, (2) parks
department, (3) buildings & ground with the street sign storage and work area.
Touchett asked the reason behind the combination door to the garage and shop. Wallenkamp noted it
was for accessibility and ability to maneuver equipment without exposure to exterior elements. No
spaces would be eliminated from the main garage, but if a vehicle was parked in front of the door a
vehicle may need to be moved if necessary. Touchett asked if three was necessary. Jacobson noted
this is an advantage, but the number and location will be evaluated in the future as needed.
Touchett requested that all doors have badge entry requirement for all employees.
Touchett advocated for bullet proof wall / glass entry in reception area.
Touchett asked about the existing building and other open areas. Jacobson noted the existing storage
building on site is intended to be removed but the timing is unknown. This area would / could be used
for future cold storage or minor exterior storage. Touchett noted that we understand that there are
residential properties adjacent to us but we need to keep the industrial look where not all open space
is green so when expansion is necessary there is minimal resistance from the adjacent properties.
Diaz agreed with Touchett on transparency with green space that space is reserved for future
expansion.
Diaz asked about core sustainability. Wallenkamp noted the coordination that would be done with
Focus on Energy, incorporate desired green building aspects, and utilize their past experience to
include a sustainable and efficient structure.
Ryan questioned whether to keep space used as industrial purposes as is, and not as green space, for
when future expansion needs to happen.
Ryan asked about sustainability and composting possibilities. Wallenkamp noted once concept plan is
finalized and design commences that they will be coordinating with Focus on Energy and also Alliant
for options for using green resources. Walker noted that decades ago this was once a compost site
which came with resistance due to the nature of the work and odors depending on the prevailing
winds from the west affecting the East View neighborhood. Jacobson noted this is an entirely different
service that we have no expertise, equipment, or personnel power to manage. Jacobson
recommended third party vendors and/or personal composting operations if one desires.
Mr. Kemp left at 6:15pm.
Touchett and Ryan discussed calendar of events on how they would like staff to proceed. Touchett and
Ryan agreed and Touchett noted that a neighborhood meeting should occur first, followed with a
concept submittal to Plan Commission which will go to Common Council. Jacobson noted the
neighborhood would likely occur in January to skip the holiday season.
4. MOVED by Touchett, seconded by Ryan adjourn at 6:30pm. Motion carried 3-0.
