PUBLIC WORKS/SEWER & WATER COMMITTEE
MONDAY, MAY 24, 2021
1. The meeting was called to order by Mr. Touchett at 5:04pm.
2. Roll Call: Present: Evan Touchett, Charlie Ryan, Chad Kemp. Also present: Theran Jacobson, Director of
Public Works; Carla Fischer, City Engineer, AECOM. Note: This was a remote meeting via Zoom and
phone conference, instructions on how to join were included with the posted agenda.
3. MOVED by Touchett, seconded by Ryan, to approve the minutes of the May 10, 2021 meeting of the
Public Works/Sewer and Water Committee. Motion carried 3-0.
4. MOVED by Touchett, seconded by Kemp, to recommend approval of change order no. 1 for Project ID
2021-101 Verona Asphaltic Street Rehabilitation Project. Motion carried 3-0.
5. DISCUSSION regarding Project ID 2018-108 Eastside Interceptor Gravity Sanitary Sewer Replacement.
Jacobson updated progress: workers are installing pipe east of the Lincoln Street Bridge, restoration
should commence soon on the other segments south of there. There was some supply chain issues
with work force and seed, but that has resolved. The workers are drilling in the seed instead of just
broadcasting it, to minimize seed displacement. Jacobson reminded committee that contractually all
the sewer (as opposed to landscape) work is supposed to be completed by September 15th, and they
are on schedule with that. Touchett wondered when the Lincoln Street Bridge Path would be open
and Jacobson responded that it was currently open under a temporary configuration, but would have
to close again for north side sewer work as outlined in the engineer’s report. It will likely reopen
permanently around mid-August, but definitely before school starts in the fall. No action taken.
6. MOVED by Touchett, seconded by Kemp adjourn at 5:13pm. Motion carried 3-0.

1. The meeting was called to order by Mr. Touchett at 5:02pm.
2. Roll Call: Present: Evan Touchett, Charlie Ryan, Chad Kemp. Also present: Theran Jacobson, Director of
Public Works; Carla Fischer, City Engineer, AECOM. Note: This was a remote meeting via Zoom and
phone conference, instructions on how to join were included with the posted agenda.
3. MOVED by Touchett, seconded by Kemp, to approve the minutes of the April 12, 2021 meeting of the
Public Works/Sewer and Water Committee. Motion carried 3-0.
4. MOVED by Touchett, seconded by Ryan, to recommend approval of Ordinance No. 21-981 relating to
Water Utility Rates. Motion carried 3-0.
5. MOVED by Touchett, seconded by Kemp, to recommend approval of change order no. 3 for Project ID
20018-108 Eastside Interceptor Gravity Sewer Replacement, in an amount not to exceed $3,808.00.
Motion carried 3-0.
6. MOVED by Touchett, seconded by Ryan, to recommend approval of professional services agreement
with JT Engineering for construction engineering/inspection services at the Woods at Cathedral Point
Phase 2 project, pending legal and City administration review. Motion carried 3-0.
7. DISCUSSION regarding refuse and recycling scope of services to be included in contract renewal.
Jacobson outlined that the City currently has weekly bulk waste pick-up included in standard service,
and bi-weekly recycling. Kemp said he supports keeping bulk waste included in standard service, and
not “going backwards”. Touchett commented that there may be a lot of people in the city who don’t
use the bulk waste pick-up at all. Touchett also said that he doesn’t support a weekly (as opposed to
bi-weekly) recycling pick-up. Jacobson stated that most surrounding communities have a fee-based
bulk waste pick-up. Touchett wondered at the added cost of having weekly bulk waste pick-up
included in standard service, and wondered whether fee-based might be a better option to keep
property taxes lower.
8. DISCUSSION regarding Project ID 2018-108 Eastside Interceptor Gravity Sanitary Sewer Replacement.
Jacobson stated that restoration is commencing, with seed placed in the upcoming weeks between
Bruce St and Cty Hwy M, and then through the horseshoes south of Melody Cr. Pipeline installation is
commencing east of the Lincoln Street Bridge and the bridge is currently closed. No action taken.
9. MOVED by Touchett, seconded by Kemp adjourn at 5:32pm. Motion carried 3-0.

Listed below is an explanation of the items on the Public Works/Sewer & Water Committee
agenda.
Item (4) Change order no. 1 for Project ID 2021-101 Verona Asphaltic Street Rehabilitation
Project.
Change order no. 1 for the asphalt rehabilitation project is to expand the work zone utilizing
favorable contract prices.
This change order adds the following:
• Milling off and placement of 2-inches of the asphalt pavement section in Half Mile Road
and the associated concrete work.
• Rectifying concrete as-built quantities to date. Additional failing concrete was
discovered during construction and was replaced on Locust Drive and Prairie Heights
Drive.
o Please note all concrete work is completed to date.
The contract notes are as follows:
• Contract award value = $182,172.50
• Change order No. 1 = $51,537.50 (add)
• Contract value after incorporating this change order = $233,710.00
Staff recommends approval of change order no. 1.
Item (5) Project ID 2018-108 Eastside Interceptor Gravity Sanitary Sewer Replacement.
Staff will provide a construction update on the Eastside Interceptor Replacement Project.
