CITY OF VERONA MINUTES PUBLIC WORKS/SEWER & WATER COMMITTEE MONDAY, DECEMBER 19, 2022 1. The meeting was called to order by Mr. Touchett at 5:01pm. 2. Roll Call: Present: Evan Touchett, Mara Helmke. Rye Kimmett. Also present: Theran Jacobson, Director of Public Works; Carla Fischer, City Engineer, AECOM; Angel Gebeau, AECOM. 3. MOVED by Touchett, seconded by Helmke, to approve the minutes of the November 14, 2022, meeting of the Public Works/Sewer and Water Committee. Motion carried 3-0. 4. MOVED by Touchett, seconded by Kimmett, to recommend approving Resolution R-22-053 Amended Relocation Order and Determination of Necessity for County Highway PD Road Project. Motion carried 3-0. 5. MOVED by Touchett, seconded by Kimmett, to recommend approving Change Order No. 2 and Project Closeout for Project 2020-116 CTH M/CTH PB intersection expansion. Motion carried 3-0. 6. MOVED by Helmke, seconded by Kimmett, to recommend approving Professional Services Agreement with JT Engineering for Project ID 2023-108, N. Nine Mound Sidewalk Addition, in an amount not to exceed $12,315.00. Motion carried 3-0. 7. MOVED by Touchett, seconded by Helmke to recommend approving Professional Services Agreement with MSA for Project ID 2022-119, CTH PD expansion from Country View Road to Shady Oak Lane, in an amount not to exceed $45,500.00. Motion carried 3-0. 8. Mr. Jacobson noted that Ms. Gebeau of AECOM is present to recap any discussion from the October 24, 2022 meeting regarding Well 6. Jacobson stated that the agreement for approval has a pilot testing task that was not anticipated in the October discussion. Gebeau noted the following:  Wisconsin Department of Natural Resources (WDNR) may require the pilot test or a full-scale test. WDNR direction is unknown currently.  Pilot pump shall be installed at a precise depth.  Full design to be completed by June of 2023 to ensure schedule with WDNR funding submittal that occurred in October of 2023 to meet WDNR schedule.  WDNR scoring of applications should be completed in January of 2023. MOVED by Touchett, seconded by Helmke to recommend approving Professional Services Agreement with AECOM for Project ID 2022-110, Well 6 Treatment Design, in an amount not to exceed $591,891.00. Motion carried 3-0. 9. Mr. Jacobson provided an overview of the Changes to Wisconsin Administrative Code, Department of Natural Resources (NR) 809, more specifically related to PFAS testing. Jacobson noted that the Wis. Statutes set a limit for PFAS of 70 ng/L (ppt) and Wisconsin Department of Health Service set a value of 20 ng/L (ppt). Ms. Gebeau noted that the EPA has not set values yet but more information is anticipated in December 2022. Touchett noted he wants to test more frequently for certain compounds beyond what is required but also be fiscally responsible and understands there are limited availability of staff resources. Gebeau noted that she would check the testing requirements of adjacent communities. Gebeau comments that she would reach out to Joe at Madison Water Utility. Touchett requests that we test for the PFOS & PFOA compounds. Staff to reach out to WDNR water representative to obtain list. NO ACTION taken. 10. MOVED by Touchett, seconded by Kimmett, to direct staff to submit the 2022 Wisconsin Information System for Local Roads (WISLR) to Wisconsin Department of Transportation. Motion carried 3-0. 11.
