CITY OF VERONA MINUTES PUBLIC WORKS/SEWER & WATER COMMITTEE MONDAY, JANUARY 9, 2023 1. The meeting was called to order by Mr. Touchett at 5:17pm. 2. Roll Call: Present: Evan Touchett, Mara Helmke. Rye Kimmett entered at 5:20pm. Also present: Theran Jacobson, Director of Public Works; Carla Fischer, City Engineer, AECOM. 3. MOVED by Touchett, seconded by Helmke, to approve the minutes of the December 19, 2022, meeting of the Public Works/Sewer and Water Committee. Motion carried 2-0. 4. MOVED by Touchett, seconded by Helmke, to recommend approving Revision 1 to Public Works Policy PW-003 – Rain Barrel Rebate. Motion carried 3-0. 5. DISCUSSION regarding 2023-101 Asphaltic Street Project. Jacobson requests as part of the 2023 rehab project to remove the four (4) islands at the intersection at Enterprise Drive and Silent Street. The islands were not designed properly to allow passage of winter maintenance vehicles and they are constantly being maintained for plow damage every year. The islands do not include a pedestrian refuge. One of the many purposes of islands is to create separation from bi-directional traffic. Touchett notes the islands are distracting and are more points of conflict to look at within the intersection. Removing the islands will open the vision of the intersection. Helmke noted that she has no concerns with removing the islands. Kimmett noted she has no concerns if the pedestrian cross walks are re- established. Jacobson noted the intersection will be re-stripped to include all the pedestrian crosswalks and stop bars at all four approaches. MOVED by Touchett, seconded by Kimmett, to recommend proceeding with 2023-101 Asphaltic Street Project as presented with removal of islands at Enterprise Dr and Silent Street. Motion carried 3-0. 6. MOVED by Touchett, seconded by Helmke, to approve the minutes of the November 14, 2022, meeting of the Public Works/Sewer and Water Committee. Motion carried 3-0. 4. MOVED by Touchett, seconded by Kimmett, to recommend approving Resolution R-22-053 Amended Relocation Order and Determination of Necessity for County Highway PD Road Project. Motion carried 3-0. 5. MOVED by Touchett, seconded by Kimmett, to recommend approving Change Order No. 2 and Project Closeout for Project 2020-116 CTH M/CTH PB intersection expansion. Motion carried 3-0. 6. MOVED by Helmke, seconded by Kimmett, to recommend approving Professional Services Agreement with JT Engineering for Project ID 2023-108, N. Nine Mound Sidewalk Addition, in an amount not to exceed $12,315.00. Motion carried 3-0. 7. MOVED by Touchett, seconded by Helmke to recommend approving Professional Services Agreement with MSA for Project ID 2022-119, CTH PD expansion from Country View Road to Shady Oak Lane, in an amount not to exceed $45,500.00. Motion carried 3-0. 8. Mr. Jacobson noted that Ms. Gebeau of AECOM is present to recap any discussion from the October 24, 2022 meeting regarding Well 6. Jacobson stated that the agreement for approval has a pilot testing task that was not anticipated in the October discussion. Gebeau noted the following: • Wisconsin Department of Natural Resources (WDNR) may require the pilot test or a full-scale test. WDNR direction is unknown currently. • Pilot pump shall be installed at a precise depth. • Full design to be completed by June of 2023 to ensure schedule with WDNR funding submittal that occurred in October of 2023 to meet WDNR schedule. • WDNR scoring of applications should be completed in January of 2023. MOVED by Touchett, seconded by Helmke to recommend approving Professional Services Agreement with AECOM for Project ID 2022-110, Well 6 Treatment Design, in an amount not to exceed $591,891.00. Motion carried 3-0. 9. Mr. Jacobson provided an overview of the Changes to Wisconsin Administrative Code, Department of Natural Resources (NR) 809, more specifically related to PFAS testing. Jacobson noted that the Wis. Statutes set a limit for PFAS of 70 ng/L (ppt) and Wisconsin Department of Health Service set a value of 20 ng/L (ppt). Ms. Gebeau noted that the EPA has not set values yet but more information is anticipated in December 2022. Touchett noted he wants to test more frequently for certain compounds beyond what is required but also be fiscally responsible and understands there are limited availability of staff resources. Gebeau noted that she would check the testing requirements of adjacent communities. Gebeau comments that she would reach out to Joe at Madison Water Utility. Touchett requests that we test for the PFOS & PFOA compounds. Staff to reach out to WDNR water representative to obtain list. NO ACTION taken. 10. MOVED by Touchett, seconded by Kimmett, to direct staff to submit the 2022 Wisconsin Information System for Local Roads (WISLR) to Wisconsin Department of Transportation. Motion carried 3-0. 11. Meeting Date: January 9, 2023 PW/S&W Committee Memo Public Works/Sewer & Water Committee Listed below is an explanation of the items on the Public Works/Sewer & Water Committee agenda. Item (4) Revision 1 to Public Works Policy PW-003 – Rain Barrel rebate. PW-003 rain barrel rebate policy was approved in August of 2022. Revision 1 includes the reimbursement form and a clean up of language within the policy for clarity of whom is eligible and identifying the cost. A tracked changed version of the policy and a clean version with reimbursement request is included. Item (5) 2023-101 Asphaltic Rehabilitation project. Staff has prepared the 2023 asphaltic street rehabilitation project plans. This is an annual maintenance program. During the budget process streets are identified but as the year continues this program evolves and certain street conditions can change. In December staff evaluated the streets listed for 2023 and 2024 which were Jenna Drive and Westridge Parkway, local residential streets. As a survey concluded of other streets Enterprise Drive was identified of greater need due to pavement condition and higher classification of road as a collector. Staff is working within the program budget. Staff has included the draft plans of Enterprise Drive for reference to identify the limits, W. Verona Avenue to approximately 400-feet north of the Silent Street intersection. Staff would also like to discuss the removal of the landscaping islands at the intersection of Enterprise Drive and Silent Street. A figure is included with the packet of this intersection for reference. Residential, Commercial, and Industrial pProperties with individual City of Verona Stormwater Utility charges that install a minimum of a 35‐gallon capacity rain barrel which collects rainwater from impervious areas, including roofs. There will be a limit for each eligible property as follows: i. Maximum of four (4) rebates per address over the life of the program, with a rebate given for every 35 gallons of capacity. Each rebate is $30 per 35 gallons. b. Program maximum per year will be $5,000 funded by the Stormwater Utility starting in 2023. Eligibility will be on a first‐come first‐served basis, by date of the fully completed rebate application received by City staff. If an application is determined to be incomplete by staff, the required additional information will be requested by staff to the applicant. Once funds are expended for the year no further rebates will be granted during that calendar year. c. Complete application should shall be submitted no more than three months after date on receipt for rain barrel and/or conversion kit purchase. Complete reimbursement application includes the following: i. Filled out reimbursement request ii. Legible receipt of purchase iii. Photos of completed installation 3. Claims Process and Reimbursement a. The Rain Barrel Rebate form must be completed and submitted to the utility as stated on the form, along with a copy of the receipt (if purchased), and a photo(s) of the installed rain barrel(s). Homemade rain barrels may also qualify. b. Utility personnel may verify the rebate request qualifies according to eligibility in section 2. c. If qualifying, and if the maximum has not been reached, either per property or annual limits for the program, a responding one‐time credit will be placed on the stormwater utility account of the service address.
