Item (5) Well #6 Alternatives Water Well Solutions has submitted a proposal to run an additional packer test at Well #6. After a detailed review of the original packer test performed, there have been concerns noted that the original test may not have been performed accurately, and that there may still be the possibility of isolating or sectioning off potions of the well. Staff are recommending authorization of the included agreement with Water Well Solutions for a cost not to exceed $145,000 Item (6) Street and Sidewalk Reconstruction As staff and representatives from AECOM work through design of future road reconstruction projects, the question has come up regarding if sidewalks should be considered when reconstructing roads that do not have existing pedestrian facilities. Staff are looking for clarification on past practices, and direction from the PWSW Committee. This item is for discussion only. Also present: Adam Waszak, Interim Director of Public Works, Michael Trotter, Utility Superintendent, Carla Fischer, AECOM, Zach Larson, AECOM, Angel Gebeau, AECOM. 3. Public Comment: None 4. Approval of the minutes: September 11, 2023. Moved by E. Touchett and seconded by B. Tucker Long to approve. Motion carried 3-0. 5. Discussion and Possible Action: State/Municipal Financial Agreement for a State-Let Highway Project (US Hwy 18/151 – CTH G to STH 69), Project ID: 1204-08-03-73 and 1204-08-03-74. A. Waszak explained the planned improvements and funding mechanisms. Z. Larson clarified the location of each planned improvement. The state will be responsible for the costs associated with construction of the improvements, and the City will fund design locally. Design is being handled locally to expedite the construction schedule. Moved by B. Tucker Long and seconded by E. Touchett to recommend approval of the State/Municipal Financial Agreement for projects 1204-08-03-73 & 1204-08-03-74. Motion carried 3- 0. 6. Discussion and Possible Action: Engineering Services Agreement; US 18/151, CTH G to STH 69. E. Touchett questioned funding for the associated design work. A. Waszak stated that funding is being covered by stakeholders within the community. Moved by E. Touchett and seconded by B. Tucker long to recommend approval of the engineering serviced agreement with AECOM, for a cost not to exceed $2,920,000. Motion carried 3-0. 7. Discussion and Possible Action: Well #6 Alternatives. A. Gebeau summarized all the options that were considered in response to the high nitrate levels present at Well #6. Options included, reverse osmosis, ion exchange, mixing and alternate well sites. Updated costs were presented with the preferred option of reverse osmosis project estimated at just under $9,000,000. E. Touchett recommended that city personnel seek an additional opinion on the project and its alternatives. B. Tucker Long asked for clarification on potential new well sites. Staff have been working with Water Well Solutions for the past month, reviewing Well #6 construction and previous Packer tests. Water Well Solutions has completed numerous projects in the City of Verona, spanning over 25 years. After detailed review of the original packer test that was completed on Well #6, Water Well Solutions is proposing completing another packer. There have been concerns noted that the original test may not have been performed accurately, and that there may still be the possibility of isolating or sectioning off potions of the well. It is believed that this would then, in turn, allow for isolation of the high nitrate concentrations. Included is a detailed description of the proposed Packer test, along with a diagram of installation. Staff believe that even in the event that the packer test is unsuccessful in isolating levels within the well, the additional packer test will provide clarity in options for Well #6 moving forward. RECOMMENDED MOTION Authorize the agreement with Water Well Solutions to complete Packer Testing and associated work at Well #6 for a cost not to exceed $145,000. We respectfully submit the steps recommended to best complete the required work in a timely and cost-effective manner. • Pump Service Rig: Mobilize and erect a 12T Smeal Pump Service Rig or larger. • Pump Removal: Perform the removal of the following pumping equipment: (please verify) o 300 HP GE VHS Motor (VFD operated) o 10” Cast Iron Discharge Head o 300’ of 10” x 1-15/16” Column Assembly w/ Combination Couplings o 14” RJHC Goulds Bowl Assembly (design: 2,000 GPM @ 479 TDH) o 700’ Lamnaflo Assembly:  10” SS Suction Adapter  20 – 10” x 5’ Lamnaflo Elements  30 – 10” x 20’ Lamnaflo Blanks  50 – 10” Lamnaflo Certa-Lok Couplings  1 – 10” Lamnaflo End Cap • Video Logging: Perform detailed video logging of borehole to determine packer placement. Notify City at least 24 hours before logging is scheduled to occur. Before video logging, clear well of sediment by flushing with potable chlorinated water, or other similarly effective means. Video log the entire well using a down-hole closed circuit, color television camera specifically designed for performing well inspections. Camera shall have its own light source and ability to record images in the direction of, and perpendicular to, the well bore. Depth readings shall appear on the recorded images. Provide a mobile studio to allow viewing televised image while well is being recorded. Furnish 2 copies of video log on a Flash Drive to City. Label media with the following information: Well owner; Well identification; Contractor performing log, Date log performed. • Packer Testing: Contractor shall install a 200 HP submersible test pump capable of producing 1,500 GPM from a lift of 400’ TDH. Test pump shall be equipped with a nominal 20” packer assembly to effectively seal the annular space of the well between the 8” drop pipe and the Gray Shale formation (410’ to 430’). Provide two airlines with one terminated above the packer, and one below the packer terminated at the top of the bowl assembly. Contractor shall provide a Lamnaflo Shroud around the submersible pump and motor assembly. Contractor will install the Lamnaflo assembly from the shroud to within 40’ of the well bottom. Contactor shall install sufficient discharge piping to discharge water to a location approved by the city. Discharge shall be equipped with a calibrated hose and orifice assembly for accurately recording discharge capacity. Contractor shall provide a smooth end sampling tap for collection of water samples. Measure and record the water levels above and below the packer until stabilization has been achieved. Run a 48-hour pump test to waste while recording all pertinent hydraulic pump test data including: time, capacity, water levels (above and below the packer), etc. The City will collect a series of water samples at intermittent steps throughout the test to record nitrate levels as well as other parameters needed.
