Approval of the minutes: October 9, 2023. Moved by E. Touchett and seconded by M. Helmke to approve. Motion carried 2-0. 5. Discussion and Possible Action: Well #6 Alternatives. Staff presented the proposal submitted by Water Well Solutions to complete another round of packer tests at Well #6. There were concerns noted that the packer test that was originally completed at Well #6 may have had errors, and it is recommended to get a second opinion. Moved by E. Touchett and seconded by M. Helmke to authorize the agreement with Water Well Solutions to complete an additional packer test and associated work at Well #6. Motion carried 2-0. 6. Discussion: Street and Sidewalk Reconstruction. Staff requested clarification on the construction of new sidewalks when roads come due for reconstruction. E. Touchett stated new sidewalks should be constructed when connections can be made to schools and other public facilities. M. Helmke and B. Tucker Long agreed that if older sections of residential roads are wide enough to accommodate pedestrian traffic, then sidewalks do not need to be considered. No action taken. 7. Staff Report: a. West Road Staff indicated that a PIM is scheduled at City Hall from 5:00pm-7:00pm on Wednesday, November 15th. b. Nine Mound Sidewalk Extension Staff indicated that the project would go out for Bid this Winter, with construction anticipated to take place in early Spring. Staff will plan on snow blowing a path through the acquired right of way at the corner of Nine Mound Rd and W. Verona Ave. B. Tucker Long expressed concerns with the intersection of CTH M and Range Trail. There have been several complaints received from community members attempting to turn northbound on to CTH M, due to the amount of traffic. B. Tucker Long questioned if anything could be done to the traffic signals located at CTH M and Liberty Dr. The lights are difficult to see during mornings and evenings when the sun is lower. Staff still look into the concern, and bring options and costs back to a subsequent PWSWC meeting. B. Tucker Long asked if the weekend yard waste drop off can be extended. A. Waszak indicated that when the drop off site is open on weekends, it is staffed. There would need to be additional funds allocated in the budget if the season is extended. Item (5) Traffic Signal Operations Services Agreement (AECOM) Currently the manual operation of traffic signals within the City of Verona are being managed through contract by the City of Madison. As part of construction efforts in the CTH PD corridor, the City received funds to install cloud based management software at (6) traffic signal locations. The technology will allow for real-time remote management of the associated signals. Per the provided service agreement, AECOM will manage traffic signal operations, monitoring, adjustment, and special timing requests. Also included is the Coordination of grant applicants pertaining to expanding the City’s traffic signal management and intelligent transportation systems. Recommended Motion: Recommend authorization of the included Traffic Signal Operations Agreement with AECOM for 5 years, commencing on December 12th, 2023 for a cost not to exceed $400,000. Item (6) Award Project #2022-109, North Pump Station and Electrical System Update Five bids were received for the projected referenced above and are listed below in order of lowest to highest (base bid): • Rohde Brothers, Inc. - $581,100 • Mid City Corporation - $587,900 • Sabel Mechanical - $589,960 • Zenith Tech, INC - $659,577.83 • August Winter & Sons, Inc - $670,655 Based upon references for similar projects and knowledge of the subcontractors, Public Works Staff and contracted engineers are of the opinion that Rohde Brothers, Inc has the personnel, equipment, and financial assets necessary to complete the North Pump Station and Electrical System Update. Recommended Motion: Recommend awarding project #2022-109, North Pump Station and Electrical System Update to Rohde Brothers, Inc for a cost not to exceed $581,100. Item (7) Enterprise Drive and Llanos Street Traffic Concerns Traffic Engineers from AECOM will present traffic calming improvements along Enterprise Drive in response to feedback from residents and the Public Safety & Welfare Committee. Page 1 / 1  AECOM 715-341-8110 tel 200 Indiana Avenue 715-341-7390 fax Stevens Point, WI 54481 www.aecom.com December 6, 2023 Michael Trotter, Director of Public Works City of Verona Subject: LETTER OF RECOMMENDATION North Booster Pump Station and Electrical System Updates Project 2022-109.1 Verona, Wisconsin Dear Mr. Trotter: Pursuant to the Official Notice to Bidders, sealed bids for the subject project were received via the Quest CDN online bidding platform on December 1, 2023, at 11:00 a.m. We have reviewed the bids received and have enclosed a Bid Tabulation for your information. We take this opportunity to submit our written recommendations concerning the contract award. Five contractors provided bids. The apparent low bid was submitted by Rohde Brothers, Inc., of Plymouth, Wisconsin, in the amount of $581,100 for a base bid. The second low bid was from Mid City Corporation for $587,900. The difference between these two bids is less than 1 percent. This indicates that the bids are reasonable and there is no indication of missing bid items. It is our opinion that the bidder, Rohde Brothers, submitted a responsive bid, and is qualified and capable of performing the work as specified. For consistency, the project specifications require the same local control company that supports controls for the rest of the Verona Water Utility systems. The base bid included a specified pump manufacturer and included two other pumps as options for consideration. After a post-bid discussion with Rohde Brothers, it was clarified the “Pump 1 Cost for Pumping System. Included in Lump Sum Cost” of $283,600 for Rohde Brothers includes the cost for pump and controls, not just the pump as was intended. While the bid intent was to segregate pump costs so other suitable pump manufacturers could be considered, the control contractor tied the pump and control cost as one combined price. The Pump 2 Cost for Optional Pumping System A. Not in lump sum is the cost of an alternate pump but does not include the required control system; therefore, the bid does not present a comparison as intended. It is therefore recommended that a contract be awarded to Rohde Brothers, Inc for the base bid in the amount of “Five Hundred Eighty-One Thousand One Hundred and 00/100” Dollars - $581,100. The PSC submittal estimated cost for the North Booster Station and Electrical System Upgrade project was $522,400 including design engineering and construction oversight. It is recommended that the project is awarded at this time and the PSC approval is adjusted accordingly. A portion of the funding for this project is under the Recovery Act funds. The deadline for the potential funding option is December 2023. We respectfully present this recommendation for your review and consideration. The potential need for speed reduction alternatives at this intersection is a result of concerns raised by nearby residents regarding the speed of drivers along Enterprise Dr at this location, with specific concerns raised by a nearby vision-limited resident. The speed concerns have been identified as a potential safety issue for pedestrians crossing Enterprise Dr at this location. AECOM identified potential alternatives and then developed cost estimates and a ranking of speed reduction effectiveness (1 being least effective at reducing speed and 10 being most effective at reducing speed) for each alternative. Further details of each alternative are presented in the following section. ALTERNATIVES Alternative 1: Blind Resident Signs Cost: $400.00 The cost of this alternative is based on the installation of two signposts along Enterprise Dr, one northbound and one southbound. Each signpost would contain a Pedestrian Crossing Sign (MUTCD Code W11-2) and a non-MUTCD standard “Blind Person in Area” sign. The final configuration would be similar to the image below: Speed Reduction Effectiveness: 1 This alternative is expected to be the least effective of the alternatives evaluated as part of this analysis. Studies on this signage have not found any evidence that signs of this type reduce driver speeds or crash rates. Furthermore, while the “Blind Person in Area” sign could be installed under permission from the City of Verona, these signs are not recognized as official signs by the Federal Highway Administration (FHWA) or included in the Manual on Uniform Traffic Control Devices (MUTCD). The primary reason why these signs are not included in the MUTCD is that warning signs should provide drivers with a clear message of an action they should take for safety or traffic efficiency reasons, and the blind resident signs do not provide drivers with a specific action. The MUTCD also warns against over signing to reduce the likelihood of drivers ignoring signs altogether. Lastly, this alternative does not provide any geometric changes to the intersection which would force drivers to slow down. Alternative 2A: Electronic Speed Feedback Signs Cost: $10,000.00 The cost of this alternative is based on the installation of two electronic speed feedback signs along Enterprise Dr, one northbound and one southbound. These would be similar to the existing electronic speed feedback signs that currently exist throughout the City of Verona, including along N Main St. Speed Reduction Effectiveness: 3 While some studies have found that the installation of speed feedback signs can result in a reduction of speeds up to 5 mph, other studies have found that over time, drivers can begin to ignore the speed feedback signs and revert to the original higher speeds. This alternative also does not provide any geometric changes to the intersection which would force drivers to slow down. Alternative 2B: Dynamic Electronic Speed Feedback Signs Cost: $16,000.00 The cost of this alternative is based on the same equipment and installation as Alternative 2A, with an additional dynamic message sign installed below the speed feedback sign, which results in a higher cost. Further details on this second dynamic message sign are described below. Speed Reduction Effectiveness: 5 The primary difference between this alternative and Alternative 2A is the second dynamic message sign installed below the speed feedback sign, which would have the ability to display additional messages beyond driver speed to encourage drivers to reduce their speed. Examples of this alternative can be found in Cuba City, WI. In Cuba City, the secondary messages are often updated throughout the year to align with a given holiday season. For example, during the winter holiday period, the second message sign displays “Naughty” if a driver is traveling too fast and “Nice” if a driver is traveling the proper speed. At other times, the sign simply displays a smiley face for driving the proper speed and a frowny face for driving too fast. Anecdotal evidence suggests that these signs are more effective than a standard speed feedback sign as drivers take pleasure in receiving the positive message feedback. Concerns are also present that this alternative does not provide any geometric changes to the intersection which would force drivers to slow down. Alternative 3: Curb Bump Outs Cost: $65,000.000 The cost of this alternative includes all labor and materials associated with installing two curb bump outs at the Enterprise Dr & Llanos St intersection, one in the northwest quadrant and one in the southwest quadrant of the intersection. Similar treatments have been applied along S Main St in the City of Verona. Speed Reduction Effectiveness: 6 The installation of curb bump outs results in the perceived narrowing of the traveled lane, which studies have shown can reduce the speed of traveling vehicles. While expected to be more effective than the signage alternatives, this alternative is expected to be the least effective of the geometric alternatives as the curb bump outs do not place a physical barrier in the traveled way requiring drivers to slow down. This alternative would also provide greater visibility between pedestrians and other road users and reduce the length of the pedestrian crossings at the intersection. Alternative 4: Speed Humps Cost: $30,000.00 The cost of this alternative includes all labor and materials associated with installing two speed humps along Enterprise Dr, one north of the intersection and one south of the intersection. The speed humps would cover the entire width, curb to curb, of Enterprise Dr. These would be similar to the speed humps installed along Williamsburg Way and Prairie Rd on the west side of the City of Madison, which carry the same Collector roadway designation as Enterprise Dr. Signage alerting drivers of upcoming speed humps would be installed. Speed Reduction Effectiveness: 8 This alternative is considered to be one of the most effective alternatives identified as the speed humps across the entirety of Enterprise Dr prior to the intersection, would require all drivers to slow down before the intersection. The speed humps after the intersection could result in drivers proceeding slowly through the intersection as well, knowing a second speed hump is ahead. Drivers who do not account for the speed humps and maintain higher speeds risk damage to their vehicles. If this alternative is selected, the City of Verona will need to develop a policy on speed hump installation. The City of Madison has developed a policy on speed hump installation, found on page 18 and 19 in their Neighborhood Traffic Management Program (NTMP) Manual, as well as a speed hump standard detail drawing, both of which the City of Verona can refer to when developing their own policy. Alternative 5: Raised Intersection Cost: $120,000.00 This alternative includes all labor and materials associated with converting Enterprise Dr & Llanos St into a raised intersection, which involves elevating the intersection by approximately 6 inches. This is expected to be the costliest alternative. Speed Reduction Effectiveness: 7 While similar to the speed hump alternative, studies have found that raised intersections can be less effective at reducing speeds compared to speed humps. This reduction in effectiveness can be attributed to the more gradual elevation increase utilized in raised intersection designs compared to the more abrupt elevation increase utilized for speed hump designs. Alternative 6: All-Way Stop Control Cost: $1,000.00 The cost of this alternative is based on the installation of two additional stop signs at the Enterprise Dr & Llanos St intersection, one northbound and one southbound along Enterprise Dr. This would make the intersection all-way stop controlled. Stop bars on Enterprise Dr would also be painted. Speed Reduction Effectiveness: 8 This alternative is considered one of the most effective alternatives identified and more effective than other sign-related alternatives as it would require all drivers to come to a complete stop at the intersection, greatly reducing their speed. Drivers caught disobeying the stop signs could be subject to a citation by law enforcement. If this alternative is selected, additional coordination with residents with nearby driveways will be necessary in order to provide instruction on when and how to enter the roadway under the all-way stop control configuration at the intersection.
